Job Description

** The Minnesota Department of Transportation does not sponsor applicants for work visas or Optional Practical Training Extensions for STEM Students. Individuals must be legally authorized to work in the US at the start of employment.

This position is located at Central Office in St. Paul. This position will have the flexibility to telecommute, work a hybrid schedule, or work in the office. The incumbent will be required to complete a telework agreement. The incumbent may be expected to work in the office on occasion.

This position will execute statewide bicycle and pedestrian planning projects; identify data needed for statewide bicycle and pedestrian projects; determine data sources and collection methods; take responsibility for helping plan bicycle and pedestrian design and training planning, procedures, processes and guidelines for the development of bicycle and pedestrian facilities to address safety, efficiency, and mobility of non-motorized travelers; support integrating non-motorized transportation within MnDOT processes. The position will establish a scope of work for the new Statewide Bicycle System Plan, evaluating implementation of the Statewide Pedestrian System Plan, and oversee other active transportation planning and programmatic efforts.

Minimum Qualifications

Two years of advanced professional transportation planning experience that demonstrates the following:

  • Experience with planning principles, methods and techniques sufficient to develop and manage major statewide and/or regional plans.
  • Experience applying state and federal laws, policies, rules and regulations sufficient to evaluate and interpret impact on transportation studies, plans and planning projects.
  • Experience with data collection, analysis and reporting methods sufficient to effectively compile, synthesize, evaluate and share information with management, various agencies and the public.

A Bachelor's or Master's degree in Planning, Geography, Urban Studies, Sociology, Political Science substitutes for six months of advanced professional experience.

Preferred Qualifications

  • Experience with and an understanding of active transportation planning, policy, and/or programming including the connection to equity, public health, and climate change.
  • Strong project management skills, including ability to coordinate multiple projects, prioritize, and meet deadlines, and a demonstrated ability to establish and maintain positive relationships with internal and external partners.
  • Strong oral and written communication skills including experience with creating and giving presentations, technical and non-technical writing, and facilitating internal and external meetings.
