Job Summary
Under the guidance of the Director of Strategic Planning and Policy, provides administrative and technical assistance to senior staff and refers administrative, financial, legal, and technical problems. Assists with the analysis of social, economic, land use, housing, and transportation data; produces independent research; and develops strategic transportation projects for departmental management. Prepares analyses of proposed transportation policies and projects’ impacts relative to land use, community development and economic development plans. Plans assignments, resolves minor difficulties, conducts studies and collects/analyzes various transportation types of data and prepares progress reports. Performs other duties as assigned.

Minimum Qualifications
- Graduation from an accredited college or university with a Bachelor’s Degree is required.
- One (1) year of professional work experience as a Grant Writer; Research Analyst; Economic Development Specialist; Community Development Specialist; or Urban Planner is required.
- Possession of a valid driver’s license is required.
Preferred Qualifications:
- Graduation from an accredited college or university with a Master’s Degree in Urban Studies, Urban Planning, Transportation Planning, Public Administration, Sociology or Political Science is preferred.

Knowledge, Skills, Abilities and Other Characteristics
Knowledge of existing Federal and State grant programs for urban areas which may include transportation; community and economic development; environmental assessment and remediation; or housing issues. Knowledge of planning theory, policies, principles and practices respective to transportation planning. Excellent organizational, written and oral communication skills. Skill analyzing US Census data, social and economic statistics, and interpreting the information as it relates to planning issues, proposals and programs. Skill creating databases, graphics and maps. Ability to think logically, draw conclusions and provide recommendations. Ability to read, understand and interpret maps and graphics. This position requires moderate to extensive travel to work assignments throughout Cook County.
Physical Requirements
Light Work
Light Work involves exerting up to 20 pounds of force occasionally or up to 10 pounds of force frequently, or a negligible amount of force constantly to lift, carry, push, pull, or otherwise move objects. Even though the weight lifted may be only a negligible amount, a job/occupation is rated Light Work when it requires: (1) walking or standing to a significant degree; (2) sitting most of the time while pushing or pulling arm or leg controls; or (3) working at a production rate pace while constantly pushing or pulling materials even though the weight of the materials is negligible.
