POSITION SUMMARY

The Consultant is responsible for performing entry-level professional planning research, development, and implementation of aviation programs, projects, and studies. 

KEY RESPONSIBILITIES

  • Conducts field surveys, investigations, and collects data in support of airport planning studies.

  • Consults with fellow employees and senior staff concerning the compilation, interpretation, and presentation of research data for airport planning studies.

  • Prepares draft sections of reports and deliverables based on verbal and written input from others as well individual efforts.

  • Assists in developing, formatting, publishing, and distributing drawings, tables, charts, manuals, and maps that deal with existing and proposed airport planning studies.

  • Provides advice, technical assistance, and written recommendations on airport planning studies.

  • Develops and maintains electronic data sets, files, runs, and troubleshoots existing programs.

  • Responds to requests for data and information from internal staff and external clients, organizations, various agencies, and the public.

  • Performs related work as required.

REQUIRED SKILLS AND QUALIFICATIONS

  • Bachelor’s degree in a field that provides a strong foundation for aviation consulting, such as Engineering, Architecture, Planning, Aviation Management, Mathematics, Statistics, Business Administration, Finance, or Economics

  • 0-5 years of increasingly responsible experience in airport planning or related field

  • Possesses a familiarity with the aviation industry or a desire to learn and grow in the aviation industry

  • Excellent analytical skills

  • Excellent verbal, interpersonal, and written communications skills

Job Description: This position assists and supports aviation system and environmental planning; conducts planning research efforts, analyzes for approval of airport zoning activities, and facilitates communication between air and surface transportation systems, so that a safe, viable air transportation system is developed and promulgated.

DUTIES (NOT LIMITED TO):


This position serves as a community planner responsible for various airport and aviation planning activities for the Office of Airports (ARP), Atlanta Airports District Office (ADO) in support of the Airport Improvement Program (AIP). This position is physically located in Puerto Rico and is responsible for working directly with officials from the Puerto Rican Government, as well as members of the public. This includes routinely speaking and interacting with Spanish speaking officials and members of the public, reviewing and interpreting documents submitted in Spanish, and responding to inquiries in Spanish, both verbally and in writing. Responsible for providing proactive assistance and guidance to airport sponsors, consultants, planning agencies, and the public on various aspects of airport and aviation planning to include airport systems planning, airport master planning and airport layout plan preparation, Airport Capital Improvement Plan development, and compatible land use planning and airspace obstruction analysis. Serves with limited supervision in order to exercise a degree of independent judgment in the analysis and interpretation of criteria related to all aspects of airport and aviation planning working closely with ADO team members to review and accept airport master and system plans prepared by public airport sponsors, State aeronautical agencies, and metropolitan planning agencies. Maintains expert knowledge and has experience in all areas of airport/system master planning and coordination with airlines, airport tenants, user groups, neighboring communities, and airport planning and environmental consultants. Provides technical assistance and, under appropriate supervision, approves local airport demand forecasts and Airport Layout Plans.Reviews and makes recommendations to ADO team members and ADO Management regarding requests for Modification of Standards (MOS) for airport design documents.

QUALIFICATIONS REQUIRED:

Minimum Qualifications: To qualify for this position you must have a degree in community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner. OR Combination of education and experience -- courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education. In addition to the basic requirement listed above, you must demonstrate in your application that you possess at least one year of specialized experience in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience may include but not limited to:
  • Developing or approving airport layout plans.
  • Providing technical assistance in all areas of airport system/master planning and coordinating with airlines, airport tenants, user groups, neighboring communities, and airport planning and environmental consultants.

To qualify for this position at the FV-I or FG/GS-13 level, One year (52 weeks) of specialized experience equivalent to the next lower grade (FG/GS-12) or pay band level (H) in the federal service.
