Job Summary: 

Reporting to the Deputy Chief of Staff of Board Development and Policy, the Policy Advisor, Board Development and Policy will perform a variety of highly critical tasks to build the governance capacity of Board Members, and ensure that Board Members have the information necessary for decision-making. 

 

The Policy Advisor, Board Development and Policy will be held accountable for the following responsibilities:

  • Meet with policy owners to review policies and provide substantive feedback during the development, revision, and rescission of District policies.
  • Read and analyze all relevant reports and memos.
  • Assess and communicate the potential impacts, trade-offs, risks, and benefits of key issues and decisions coming before the Board.
  • Remain current with legislation regarding school board governance that may impact existing Board rules, policies, and practices.
  • Support Board Committees by briefing Board Members, attending Committee meetings, creating Committee Reports, and tracking any meeting follow-ups.
  • Support Board Members in their roles on other related Boards (e.g. PBC, CTPF, etc.).
  • Support the Deputy Chief of Staff, Board Development and Policy with the implementation of professional development for Board Members.
  • Work collaboratively with Board Office staff to support other projects, workstreams, or duties as required to achieve overall Board Office success
  • Build high-quality working relationships with relevant internal and external individuals and groups.
  • Other duties as assigned.

 

In order to be successful and achieve the above responsibilities, the Policy Advisor, Board Development and Policy must possess the following qualifications: 

Education Required: 

  • Bachelor’s degree from an accredited college or university
  • Master’s degree preferred

Experience Required: 

  • Minimum of five (5) years of policy analysis and/or policy administration experience required
  • Project management required
  • Significant experience in the education sector is preferred
  • Experience in operations or finance/audit preferred

Knowledge, Skills, and Abilities: 

  • Ability to analyze, synthesize and interpret data and information, identify issues and opportunities, monitor effectiveness of implementation, and adjust accordingly

Job Summary: 

The Board Office is seeking a Board Policy Analyst to provide the Board with policy research and analysis capabilities which can inform its formation of new rules and policies, its oversight of high-priority projects or decisions, and its guidance of key management partners. The Policy Analyst reports directly to the Chief of Staff to the Board of Education, and interacts closely with other Board staff and Chicago Board of Education members. 

The Board Policy Analyst will be held accountable for the following responsibilities:

  • Analyze Board reports and proposed vendor contracts to support Board members’ capacity to govern;
  • Research, develop and recommend new rules and policies for effective school board governance;
  • Vet proposed Board policies for inclusive voice and unintended consequences, and benchmark against best practices for other school districts;
  • Research questions Board members raise in discussions of Board business and develop briefing presentations or memos on key topics for or on behalf of Board members;
  • Coordinate, organize and implement special requests and initiatives, and monitor assigned projects on behalf of the Board Office;
  • Serve as a liaison between the Board and key management partners, including but not limited to Procurement, Business Diversity, Law, Internal Audit, and Talent;
  • Serve as the Board Office liaison for internal and external committees and working groups
  •  Manage Board Office tracker  to ensure compliance around all policies and Board actions;
  • Serve in a key quality assurance role in preparation and execution of monthly Board meetings, including the following:
    • Review and facilitate processing of Board reports and prepare them for submission at Board meetings;
    • Assist in production of all aspects of Board meetings, including grids for tentative and final agendas
    • Execute final vetting of materials for Board meetings to ensure they can smoothly move forward (e.g., verify execution of contracts, submission by management of all required paperwork)
In order to be successful and achieve the above responsibilities, the Board Policy Analyst must possess the following qualifications: 

Education Required:

  • Bachelor's degree from an accredited college or university; Master’s degree preferred.
  • Concentration in Law, Public Policy, Risk Management or Audit, or Business preferred.
Experience Required:  

  • Minimum of 7 years minimum of general work experience, 5 years of work experience concentrated in public policy, project management, risk analysis or law required.

Conditions of Employment

The Chicago residency requirement does not apply to temporary/part-time positions.
  • Be Fully Vaccinated or Submit to Weekly COVID-19 Testing - Employees are required to be fully vaccinated within 30 days of their hire date. Graduation and Resource Coordinator, Chicago Public Schools

The Office of Student Supports and Engagement (OSSE) provides comprehensive supports to help students become more connected to and engaged in school. We provide re-engagement services for out-of-school youth; resources to eliminate barriers for students in temporary living situations; attendance and truancy guidance for families, schools, and networks; and extended learning opportunities to enhance all students’ core academic experience while engaging parents and community members in school-led activities.

The Graduation and Resource Coordinator will play a key role in developing systems of support for students re-entering school, progressing toward graduation from high school and preparing for post-secondary success. This position will work closely with the high school network transition specialists to monitor re-entry intervention and transition plans. This will include reviewing and responding to engagement, transfer, drop out and off-track data for key groups including students enrolled in Student Outreach and Re-Engagement (SOAR), Students in Temporary Living Situations (STLS) and Juvenile Justice Reentry programs. Additionally, the Graduation and Resource Coordinator will be responsible for designing templates and monitoring tools for graduation and transition plans appropriate for the challenges, interests and profiles of dis-engaged and under-engaged students. The Graduation and Resource Coordinator will work closely with teams managing key Office of Student Support and Engagement (OSSE) initiatives, including re-engagement for disconnected youth. This position will work with key stakeholders, including principals and school leaders, parents, students, vendors, and community-based organizations, and will report to the Program Manager, Student Support & Engagement.

The Graduation and Resource Coordinator will be held accountable for the following responsibilities:

·         Develop resources and establish an information clearinghouse pertaining to post-secondary planning and options for OSSE team, students, families, and school staff

·         Collaborate with external stakeholders, including post-secondary partner organizations and community-based program providers

·         Manage vendor relations for centralized school-based engagement supports

·         Maintain a comprehensive list of program partners and their associated services for reference by schools and other CPS stakeholders

·         Develop graduation and transition guidance for schools in alignment with CPS graduation standards; work with network teams to deliver appropriate training to counselors on graduation plans for re-engaged youth

·         Work with the Office of Student Counseling and Postsecondary Advising (OSCPA) as well as the Office of Equity to ensure alignment with graduation planning, school-based interventions, and other best practices

·         Regularly engage with OSSE team members to ensure consistency across workstreams as they relate to graduation and transition planning

·         Oversee OSSE compliance with graduation action planning, case management practices and mandates

·         Report on OSSE graduation planning outcomes and continuously improve the OSSE case management and post-reengagement monitoring and supports strategy

·         Provide reports as requested to internal and external project stakeholders including, but not limited to, CPS Leadership, the Mayor’s Office, various Community Based Organizations

·         Other duties as assigned

In order to be successful and achieve the above responsibilities, the Graduation and Resource Coordinator must possess the following qualifications:

Education Required

·         Bachelor’s Degree in School Counseling, Education, or related field from an accredited college or university

·         Master’s degree preferred

Experience Required

·         Minimum of five (5) years of experience in a position responsible for coordinating or managing complex projects, including the following, is required:

·         Experience working with Community Based Organizations, City Colleges, or other education or youth development organizations serving youth in Chicago

·         Experience developing training strategies across a broad range of stakeholders

Community Schools Initiative (CSI) External Partnerships Coach - Chicago Public Schools

Who: Chicago Public Schools

What: The Community Schools Initiative (CSI) External Partnerships Coach in the Office of College and Career Success (OCCS) assists with the administration of CPS Community Schools funded through 21st Century Community Learning Centers (21st CCLC) grants held by external organizations. This individual will report to the Manager of the Community Schools Initiative (CSI) in the Office of Student Support and Engagement within OCCS.

Responsibilities:

  • Serves as Chicago Public Schools centralized liaison to community-based organizations awarded 21st CCLC funding to implement the Community Schools model. Proactively manages relationships between CPS schools, CPS Central Office Departments, and partner organizations to support the needs of schools to maximize positive impact on students, families, and the community.
  • Leads professional development activities and technical assistance to participating CPS schools and 21st CCLC grantees to implement national best practices for Community Schooling which includes the use of the CSI Needs Assessment Toolkit and the CSI Self-Assessment Rubrics.
  • Supports CPS schools and partner organizations in the development of CSI Service and Sustainability Plans, documents that articulate the goals and priorities for each Community School and ensures fiscal responsibility and strong program implementation.
  • Reviews, approves, and monitors CSI Service Plans and school-level data entry of all CSI activities and generates regular budget spend and program outcome reports leveraging centralized CPS data systems (i. e., Cityspan and IMPACT).
  • Collects, analyzes, and distributes all data required for annual reports to the Illinois State Board of Education (ISBE) for every CPS school receiving CSI grant funding held by external organizations.
  • Performs regular school visits to Community Schools and leverages CSI observation tools during program hours to assess program offerings and delivery to assess program implementation and delivery of services.
  • Performs related duties as required.

Qualifications:


  • B. A. required
  • Masters preferred

  • Minimum of three (3) to five (5 ) years of relevant work experience
  • Familiarity with non-profit organizations and school-community partnerships required
  • Experience in grants and program management is highly preferred
  • Strong analytical skills with demonstrated research, data analysis, and evaluation experience
  • Experience with CPS Cityspan and Student Information Systems, as well as IMPACT, Dashboard, and other CPS data systems highly preferred

  • Proven project management capabilities including the ability to establish long-term vision and goals, and the ability to align and implement activities toward execution of identified goals.
  • Self-starter with the ability to manage multiple projects concurrently, both independently, and as a member of a collaborative team.
  • Proven ability to analyze quantitative and qualitative data to inform strategy and program quality and improvement.
  • Strong service and support orientation towards schools and school communities.
  • Ability to communicate effectively with a variety of audiences. Exceptional verbal and written skills.
