These positions are tied to the Chicago Recovery Plan Bonds. The timeline of the work for these positions is at least 3 years.
Under general supervision, the class supervises and performs professional environmental engineering work, supporting all City departments with environmental project management, environmental compliance, due diligence assessments for property transactions, environmental reviews and performs related duties as required.
ESSENTIAL DUTIES
- Compiles and reviews environmental records from multiple sources and evaluates properties for environmental concerns
- Reviews Phase I and Phase II Environmental Site Assessments for property transactions and redevelopment projects to ensure ASTM standards are met
- Manages large volumes of environmental records and data in electronic formats, including spreadsheets, databases, and geographic information system (GIS) maps
- Manages the City’s liability during real estate transactions to reduce the financial burden and the risk to human health and the environment
- Oversees All Appropriate Inquiries (AAI) due diligence assessments to obtain protection from potential liability under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA)
- Assigns, coordinates, and supervises the work of environmental consultants
- Independently works with other departments and sister agencies, developers, and consulting firms during real estate transactions
- Independently interacts with members of the public during real estate transactions including responding to requests for property information, presenting general environmental information at real estate closings
- Provides technical assistance to City departments for environmental compliance
- Provides strong oversight of consultants to control scope and costs
- Prepares cost estimates and budgets for conducting environmental and historical reviews, Phase I and II ESAs
- Effectively manages environmental projects and grants to control costs and stay on budget
- Effectively writes grant applications, environmental reports, and requests for proposals
- Respond to FOIA requests for environmental information related to individual properties and environmental projects
- Maintains knowledge of current environmental regulations including but not limited to RCRA, CERCLA, NEPA, IEPA , LUST, TSCA and the City municipal code
- Communicates environmental issues and the department’s mission and goals with all levels of employees, consultants, and developers
Additional duties may be required for this position.
Location: 2 North LaSalle
Days: Monday-Friday
Hours: 8:30 a.m. to 4:30 p.m.
Salary: $77,772.00/year
Qualifications
Graduation from an accredited college or university with a Bachelor's degree in Environmental Engineering or a directly related field, plus one year of work experience in environmental engineering, or an equivalent combination of education, training, and experience provided that the minimum degree requirement is met
A valid State of Illinois driver’s license is required.
SELECTION REQUIREMENTS
These positions require applicants to complete an interview. In addition, candidates will have to complete two skills assessments. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the interview and assessments will be selected.
Preference will be given to candidates possessing the following:
- Licensed Professional Engineer
- Bachelor’s degree in Engineering or Geology
- Environmental Project Management experience
- Experience conducting environmental soil remediation, and/or risk assessment of soil contamination
- Experience using GIS
