Position Overview:
The Assistant Vice President – Special Projects is responsible for supporting the portfolio manager and various asset managers in the Transportation Systems portfolio of NYCEDC's Asset Management Division with project management and asset management tasks for specific assets within the portfolio. The position involves day-to-day interaction with, and delivery of services to, senior management, asset managers and policy makers within NYCEDC as well as tenants, operators, permittees and outside stakeholders; preparation and control of revenue and expense budgets; strategic planning and implementation; public relations; management of emergencies, incidents and accidents for operational and insurance purposes; and records management.
The Transportation Systems portfolio includes the following properties and operations:
- Aviation: Downtown Manhattan Heliport, East 34th Street Heliport, JFK and LaGuardia Airport Leases, Skyport Seaplane Base and other related aviation assets.
- Ferries/Maritime: East River Ferry Service, Citywide Ferry Service; DockNYC Program, including West Harlem Piers, Skyport Marina, the Staten Island Homeport Pier, Atlantic Basin, Mill Basin, Pier 36, Fulton Landing, Stuyvesant Cove, Staten Island Pier 1; Mill Basin; City DOT Ferry Landings, Pier 79, Pier 36 and other related maritime assets.
- Cruise: Manhattan Cruise Terminal, Brooklyn Cruise Terminal and Piers 92/94.
- Freight/Rail: Staten Island Railroad, Brooklyn Waterfront Railroad (including the 65th St Rail Yard and 1st Ave Rail Yard), Hunts Point Peninsula Rail System, South Brooklyn Marine Terminal, Brooklyn Pier 11, 25th St Pier, Moore McCormack site and Howland Hook Marine Terminal.
Project Management - Manages special projects within the portfolio and within assigned asset classes. Special projects are those that impact several asset classes or require a dedicated staff resource. Effectively monitors scope, schedule and budget in order to successfully complete projects. Implements appropriate changes and procedures to ensure project success. Provides leadership in the execution of projects. Seeks out and secures alternative funding sources to support NYCEDC's goals within the Transportation Systems portfolio.\
Asset Management - This role will include establishing annual and long-term revenue and expense budgets, monthly budget reviews and variance analysis, developing and implementing strategic plans to promote the assets and produce sustainable net income, leasing and lease administration for the assigned properties and oversight of operations. This will include procuring and negotiating new agreements and amendments to existing agreements in order to advance NYCEDC's goals and will include oversight and enforcement of all agreement provisions to ensure that the City and NYCEDC's interests are protected. This will include developing financial models and pro formas of leases and development opportunities.
Internal Planning – Responsible for supporting the portfolio manager on all portfolio-wide activities such as formulating and rolling out policies and procedures, coordinating the annual expense and revenue budgeting process and monthly reconciliation, strategic planning, and addressing staffing needs and growth within the portfolio. Deeply familiar with each asset class in the portfolio, including their associated staff, properties and agreements.
Industry Expertise – Ability to represent NYCEDC in matters relating to the industries served under the Transportation Systems portfolio, including freight railroads, marine terminal operators, stevedores, cruise lines, passenger ferry operators, helicopter/heliport operators and seaplane operators. Manage relations among industry stakeholders, public agencies and other related entities. Work closely with NYCEDC's Ports & Transportation Department on policy initiatives. Provide leadership on Transportation Syste-ms-related industries and asset-related projects and initiatives, including close interaction with support staff and other division staff assigned to the projects.
Record-Keeping - Establish and maintain record keeping systems, including project, leasing and asset files. Assist in preparing for and responding to audits.
Public Relations - Establish and maintain relationships with internal and external stakeholders within the relevant asset-related communities in order to promote the assets to interested users. Interact where appropriate with NYCEDC's External Affairs division.
Minimum Qualifications:
- Master's Degree or equivalent in finance, business, real estate management, maritime commerce, transportation, urban planning, public policy or a related field.
- 3-5 years of experience in real estate, planning or transportation industries or in a related industry or position.
- Strong written and oral communication, including the ability to present to a wide variety of audiences.
- Dedication to customer service and client coverage.
- Ability to create a team environment with public and private agencies and parties essential.
- Ability and willingness to travel.
- General computer skills. Must have aptitude for learning and applying various computer programs.
- Ability to work in a team environment.
- Must be willing to provide 24/7 emergency response where appropriate.
- Collaborates effectively with internal and external stakeholders.
- Strong in ferry, aviation and retail market industry knowledge.
- Adapts well to changing priorities and circumstances.
- Leads and influences teams to achieve desired outcomes.
- Valid Driver's License.
- New York City residency is required within 180 days of hire.
- Other duties as assigned.
- Knowledge of or experience working in/with the maritime, freight rail, aviation or cruise industries.
- Highest degree of independent judgement, ability to identify and respond to work and circumstances as required without oversight and the ability to generate and implement new ideas.
- Experience with Geographic Information Systems software (ArcGIS) and Management Reports International (MRI) software.

The Asset Management division is responsible for the management of NYCEDC's real estate portfolio. The department is responsible for maximizing the performance and value of the company's portfolio of real estate assets, developing and implementing strategies that provide improve cash flow, strengthen interim and long-term value while supporting the Mayor's goals of increasing the number, quality, and diversity of jobs available across the five boroughs.
NYCEDC's real estate portfolio is comprised of assets that generate over $100 million in revenue per year, which include over 150 properties totaling over 60 million square feet. These properties are located across all five boroughs and include waterfront, industrial, retail and wholesale markets as well as commercial uses.
