Under direction, the class is managerial in nature and accountable for senior manager level functions; positions allocated to this class are characterized as having a broad scope of management responsibilities, and performs related duties as required.

ESSENTIAL DUTIES:
  • Manage and directs a major and large scale program or project of significant size and scope in terms of budget, operations and/or staffing
  • Manages professional staff and directs the functions and operations of an organizational section or unit; establishes and implements policies and procedures relating to section’s objectives
  • Consults with staff and consultants to determine scope of services, budgets and specifications for projects; established timelines and implements processes to track and monitor the progress of projects and the accomplishment of key objectives
  • Functions as a specialized advisor to executive level managers or functions as a technical specialist or expert level professional in a given profession, specific technical area or operational area
  • Coordinates and administers citywide initiatives, departmental programs and special projects of a complex and technical nature
  • Develops and negotiates contract terms and monitors services provided by private contractors ensuring contract provisions meet program specifications
  • Chicago Department of Aviation (CDA)
  • Oversees the in-house staff and consultant contract in their coordination and administration of the projects complex requirements in order to complete significant and complex projects for the Chicago Airport System
  • Monitors project development and review project requirements with assigned project consultant and in-house staff, to ensure that projects are completed on time and within budget and follow all City of Chicago Aviation policies and procedures
  • Functions as a specialized advisor to senior management or as a technical specialist to Working Group Committees, to provide requisite progress information in order to resolve complex project issues as requested or required by the City and/or the Department of Aviation
  • Brings the project in on time and within budget
  • Manages project from cradle to grave
  • And, other job related duties as assigned
CHICAGO DEPARTMENT OF AVIATION
Location: 10510 W. Zemke Road, Chicago

Shift: Monday thru Friday (some occasional weekends, if the project requires)
Hours: 8:30 AM - 4:30 PM
NOTE: Must be flexible to early or late meetings.
THIS POSITION IS EXEMPT FROM THE CAREER SERVICE.

Qualifications

Graduation from an accredited college or university with a Bachelor's degree in Construction Management, Aviation Planning, Architecture, Engineering, Aviation Business Management or Public Administration or a field of study directly to the responsibilities of the position; plus five (5) years of project management work experience of large scale construction projects (OR) five (5) years of directly related experience in Airport operations, safety & security, management or planning.
