Description of Duties/Essential Functions Benefits Supplemental Questions

Under the administrative direction of the Section Chief, serves as the Community Development and Primary Care Manager for the state of Illinois and is responsible for the designation of all federal, state and governor's shortage area designations and all National Health Service Corps activities for the recruitment and retention of loan repayors and scholars; directs the statewide rural health systems by identification and documentation of underserved areas and population groups within Illinois through the Federal Electronic Application Submission and Processing System (ASAPS) which is required for federal designation. Serves as the subject matter expert for the Department and other agencies in matters of health professional shortage area designation. Administers the Federal Primary Care Office (PCO) grant for the State of Illinois; manages and ensures the outcomes and objectives of the grant are met; represents the State of Illinois by attending and participating in required national meetings. Responsible for management and direction of all websites which the Center for Rural Health oversees. Supervises subordinate staff.

Minimum Requirements:
Requires knowledge, skill and mental development equivalent to completion of four years of college, preferably with courses in public or business administration, research methods, mathematics and statistics. Requires prior experience equivalent to three years of progressively responsible professional experience in a public or business organization. Requires extensive knowledge of public and business administration, principles and practices. Requires extensive experience with electronic databases, both development and maintenance; extensive experience with mapping software and other graphic depictions of data including ArcGIS; requires experience with the federal electronic Application Submission and Processing System (ASAPS); Must demonstrate analytical skills, public speaking experience skills and excellent written and verbal communication skills. Excellent computer skills and work experience in Microsoft software products including, Word, Excel, PowerPoint, Access, etc. is required. Travel to grant-required national meetings is required.
