  • Plans for and manages developed recreation sites and primitive wilderness facilities such as camp and picnic, winter sports, boating and swimming, trails, trailhead parking, etc., by conducting surveys, analyzing data, proposing, mapping, and laying out improvements in areas designated for recreation purposes; checking details of proposed site plans against broader management plans such as implementation plans, Land Use and Resource Management Plans to ensure adherence to standards and guidelines and desired future conditions.        
  • Prepares National Environmental Protection Act (NEPA) analysis and the preparation of environmental documents such as environmental assessments and impact statements. 
  • Inventories recreation improvements and associated recreation facilities, and prepares schedules for operation. maintenance and rehabilitation. The planner compiles material and supply estimates for recreation facilities, maintenance, construction and operation. The employee prepares contract specifications for recreation construction, cleanup and maintenance projects. The planner determines the work force needed to accomplish the work unit objectives.
  • Inspects, and/or monitors compliance of recreation permits, including concessions. The planner will processes special recreations permit applications. The planner confers and negotiates with permittees and/or outfitter and guide permit holders to gain compliance.
  • Plans, monitors, and evaluates interpretive, environmental education programs and recreation special events. The employee coordinates special emphasis programs such as volunteers and partnerships with local public and private officials.
You have two full years (36 semester hours) of graduate level study, or you possess a master's or higher degree, e.g., Ph.D., in outdoor recreation planning, sociology, forestry, landscape architecture, economics, biological science, park administration, earth science, natural resource management and conservation, civil engineering, urban planning, recreation, or other related fields. A graduate year is 18 semester hours or the number of units your school considers a full graduate academic year. NOTE: to be found qualified under this option, you must submit transcripts (official or unofficial) to verify your graduate education. 
OR
You have at least one year of experience equivalent to the GS-07 grade level in the federal service that included the following (NOTE: To qualify under this option, your resume must contain sufficient detail to prove you have one year experience performing these duties): 
  • Developing recreational activities as part of a recreation and/or wilderness management program; 
  • Implementing recreation programs, including identifying necessary resources and preparing budgets; 
  • Determining maintenance needs for existing recreational areas; and 
  • Monitoring and evaluating interpretive, education programs and recreation special events.

You have less than the full amount of GRADUATE education above and less than the amount of experience described above, but instead have a combination of the type of graduate education and the type of experience described in above. To combine education and experience, divide the number of graduate semester hours earned by 18 semester hours or whatever number your school uses to represent one graduate year. Then take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. NOTE: To qualify using this alternative, the contents of your resume must support this response and you must submit a copy of your transcripts (official or unofficial) to verify your education. PATHWAYS RECENT GRADUATE REQUIREMENTS:

The individuals selected for this position will perform the following duties:

Serve as the primary point-of-contact for EDA programs in the designated state, and other states as assigned, with a priority placed on economic development.

Develop and in-source economic development assistance proposals and applications from eligible applicants related to economic development.

Oversee and collaborate in a broad range of program areas and functions requiring the application of sound management and business acumen tied to the theories, dynamics and factors underlying economic recovery and mitigation, resilience, regionalism, and competitiveness in a global economy.

Communicate and perform outreach representing EDA before various stakeholder, constituent, client, and customer groups presenting EDA’s mission, programs, and investment criteria, among other things.

Prepare and present reports, analysis, informational briefings and status updates to internal and external stakeholders regarding grant applications, policies, procedures, regulations, program status, special initiatives and sudden and severe economic dislocations, including economic recovery from disaster events.

Manage application and proposal pipeline of assigned areas of responsibility.

QUALIFICATIONS REQUIRED:


To qualify for the GS-13 grade level you must have one full year of specialized experience. You must have one year of specialized experience equivalent to the GS-12 grade level in the federal service. Specialized experience is defined as one or more of the following:

- Experience consulting and preparing applications for construction and non-construction related financial assistance from the EDA or other Federal agency

- Preparing application forms for grants for local governments’ long-term economic recovery

- Demonstrating experience with associated Federal and State agencies emphasizing long-term economic development

Rockaway Waterfront Alliance (RWA), a non-profit organization located in Far Rockaway, NY Queens, dedicated to fostering a deeper respect for the natural environment of the Rockaway Peninsula, by providing enriching arts, educational and recreational programs that support a diverse, healthy and environmental resilient coastal community.
In September 2015, RWA will be opening the RISE center headquartered in Far Rockaway, NY. For the right candidate this position has room for growth to expand environmental education programs for adults and children.
RWA seeks a talented and self-motivated individual to oversee RWA's Shore Corps & Environmentor after school internship programs for high school students focused on land and marine based environmental conservation.
The Environmental Coordinator/Educator will report directly to the Program Director and will be tasked with leading youth in on-the-ground environmental field work, data collection and analysis, quality assurance,and restoration reporting. Position requires oversight of youth, program curriculum, restoration work and collaboration with scientists, mentors and government agencies.
Coordinator/Educator will be required to teach students to identify shoreline habitat, remove invasive species of plants and learn GPS technology to map the area. Will also collaborate with ecologists to develop and implement a plan for dune restoration, coastal conservation and Urban Planning Projects led by youth in RWA after school programs.
Required Skills and Experience
  • A passion, experience and skill in working with youth in environmental science.
  • Expertise in implementing coastal conservation and restoration efforts, and public outreach.
  • At least 3 years of prior teaching experience in environmental science or biology.
  • Experience in youth development, environmental education and implementation of habitat restoration projects.
  • Computer, data analysis, and information management skills including the use of the MS Office suite, graphic design and Arc-GIS mapping software
  • College degree, preferably in ecology, science, or education
  • Demonstrates strong people skills and excellent verbal and written communication skills
  • Team player with a positive attitude, a sense of humor, and excellent social skills

Commitment Programs begin September 2015 and run throughout the year. 18-25 hours per week, required at least 2 weekdays 12-6PM and 1 weekend day 9-2PM in Rockaway, Queens to lead community engagement event.
