An exciting and highly entrepreneurial organization committed to community development, preservation, and quality management of ‘at risk’ affordable rental housing is seeking a highly qualified individual to serve as Program Director for its Woodlawn Park Community located in Chicago, Illinois.

The Program Director will be experienced, creative as well as entrepreneurial and will lead and support the management and growth of multiple supportive service programs delivered by a core team of staff and community partners based at the Woodlawn Resource Center. They will oversee the delivery for four core functions of the Woodlawn Resource Center: (1) Financial Opportunity Center; (2) Bridges to Career Opportunities retail hospitality program; (3) Community Impact Initiative; and (4) Family Self-Sufficiency Program. This individual will also lead a staff of 5 team members and multiple service providers based in Chicago to employ implementation and delivery of the four core functions.

KEY RESPONSIBILITIES

Reporting to the Director of Community Impact, the successful candidate will perform the following duties:

Program Management and Sustainability

  • Oversee the overall management and growth of the Woodlawn Resource Center towards sustainability and meeting resident/neighborhood needs
  • Ensure the approaches and best practices of the core functions are honored in program design, evaluation, and implementation
  • Collaborate with property management, development and Choice Neighborhoods community partners to develop, revise and update program goals, budgets and performance systems
  • Develop memorandums of understanding and independent contracts with partners and vendors
  • Develop and maintain program manuals, systems, policies and procedures
  • Collaborate with property management, development, and corporate team to seek grant opportunities and develop funding proposals
  • Maintain accountability for job placement program implementation, FSS financial coaching, employer relationships and placement, and all training, monitoring, and reporting related
  • Plan and lead recruitment efforts for new clientele
  • Oversee all services to residents including: outreach and engagement, Individual Assessment Plans, and provision of services
  • Collaborate with corporate Community Impact team, independent contractors, grantors and partners to evaluate operations and program curriculum
  • Innovate to meet the dynamic and changing needs of residents and neighborhood target population and staff
Staff Management
  • Hire, train, evaluate and overall support/supervision of staff team
  • Support staff in developing their Professional Development Plans, encourage and nourish innovation and ownership of program outcomes
  • Develop job descriptions and effective recruitment and hiring
Partnerships
  • Work collaboratively with program partners (LISC, Citi, SGA, and Compass Working Capital) to ensure the effective utilization of resources, implementation of program models, and growth plan for the Woodlawn Resource Center
  • Develop and maintain working relationships with program funders, partners, employers, institutions and other not for profit organizations to meet resident/neighborhood needs and ensure program success
Outcomes
  • Supervise the effective utilization of the Financial Opportunity Center, Bridges to Careers, Family Self-Sufficiency and other Woodlawn Resource Center programs and outcomes utilizing the following systems: Efforts to Outcomes (ETO), POAH Integratec (PI), and Yardi (property management database)
  • Report to program funders and other key stakeholders in collaboration with POAH Chicago development staff
  • Effectivity utilize data and outcomes to drive program decision, design, and success.
  • Ensure compliance of WRC programs and programmatic standards to meet client needs, achieve performance targets and outcomes, and stay within fiscal constraints
  • Work within contract, grant and program requirements to meet timelines and reporting requirements
QUALIFICATIONS/REQUIREMENTS
The successful candidate should also possess the following:
  • Master’s Degree in Social Work, Business Administration, Public Policy or related field with a minimum of 5 years of complex program delivery and team management experience
  • Proven track record of working effectively with and managing diverse staff and service populations
  • Knowledge of data tracking systems and performance management models
  • Skilled in budget creation and analysis; familiarity with a variety of financial information for the purpose of providing direction and support, making recommendations, maximizing use of funds, and/or ensuring overall operations are within budget
  • Resourceful in solving problems and maximizing resources

The Director, Workforce Partnerships, College to Careers supports the Dean and Associate Dean, College to Careers in assuring students secure employment or advance in careers that will make a material economic impact in the life of the student and the future of the city.  Responsible for directing outreach and opportunity creation at the College level for a specific Cluster, and responsible for relationship management, relevant correspondence and tracking of progress to assure that programs, partnerships, and strategy align with the shared interests of City Colleges' students and key regional and national employers. The position will be held accountable to a set of quantitative and qualitative metrics that align with the Office of Workforce and Economic Development's strategy.

  • Works with Dean and District Office staff to proactively assist in identifying local, regional and national opportunities for creating public/private partnerships to support current and future College to Careers students' employment and career advancement efforts and training to enable students to secure the jobs of today and the future.
  • Participates in comprehensive workforce education partnerships and strategic alliances with businesses by promoting City Colleges' for credit and non-credit offerings. Manages relationships with non-profits (e.g., community based organizations, other educational institutions, etc.) and government to support the College to Careers program efforts to secure employment or career advancement for students.
  • Researches and analyzes the education, non-profit, and industry landscapes to identify promising practices or other opportunities for the development and introduction of new programs, or changes to existing programs, to improve outcomes.
  • Supports the vision of the College to Careers program impact on regional and national workforce and economic development policy.  Supports the development, implementation, and continuous improvement of an integrated and effective workforce and economic development system and articulates City Colleges' role in a seamless system of workforce and economic development.

  • Along with the Executive Director, Workforce Partnerships, supports the VC, Workforce and Economic Development's role as the chief District liaison to business associations and government entities, and represents the college at appropriate meetings, conferences, and events.
  • Collaborates with all College departments and offices for seamless integration of the programs offered through Workforce and Economic Development. 
  • Provides periodic assessment of project progress to the Dean, College to Careers and the Executive Director of Workforce Partnerships.

Qualifications

 
  • Bachelor's degree in Business, Finance, Economics, Public Administration, Sociology or a closely related field, Master's, Doctorate or J.D. strongly preferred. 
  • Minimum of three (3) years of progressively responsible experience in academic/business/industry management. Some industry experience strongly preferred. 
  • Demonstrated experience and expertise in job creation through a role in private industry, government, education, or a community based organization. Deep understanding of private industry structure and staffing needs. 
  • Demonstrated knowledge and skill in managing projects and programs that enhance economic development and create jobs. 
  • Ability to develop, lead and coordinate diverse program services with numerous agencies, business customers, educational institutions and participants simultaneously.

As a part of this initiative, CCC has also joined with the City of Chicago and top industry, university, and community partners to bolster the relevance of City Colleges’ occupational credentials and prepare students for careers in seven key industry sectors – Business; Healthcare; Transportation, Distribution and Logistics; Hospitality and Culinary; Manufacturing; and Information Technology (IT).

Wilbur Wright College, located on the northwest side of the city and serving over 23,000 students, serves as the Hub of IT at CCC. Therefore, Wright helps to lead in the development and coordination of the IT programs at CCC. These programs include certificates and associates degrees in computer science, networking, security, and web development that prepare students for careers and advanced degrees in these sectors. To help lead these efforts in partnership with faculty and the C2C administrative team, Wright seeks an innovative, collaborative professional with experience in career and workforce development to join the C2C team as the Director of Workforce Partnership.

The Director of Workforce Partnerships (DWP) works with the Dean and Associate Dean of C2C to develop programs that help students secure employment or advance in careers in the IT industry. Job Responsibilities
Develop and coordinate the Job Location and Development program including programming, logistics, advising and other supportive functions
Assist students with career development activities including identifying employment opportunities
a. Interview students to determine career interests
b. Assist students with career planning, resumes, and interview techniques
c. Refer qualified students to job openings
Develop new job openings through marketing activities and identify employment opportunities
a. Prepares publications for students and employers

1. High school graduation or equivalent.
2. Any combination totaling two years from the following categories:
a) One (1) year of work experience performing basic human resource/payroll or general office/clerical duties
OR
b) 30 semester hours of college course work that included 6 semester hours in human resource administration, business administration, or a closely related field
AND
c) Progressively more responsible work experience performing basic human resource/payroll or general office/clerical duties.
d) College course work in human resource administration, business administration, or a closely related field as measured by the following conversion table or its proportional equivalent:
 60 semester hours equals one year
 90 semester hours equals two years

Preferred Qualifications
Progressively more responsible work experience supervising, organizing, coordinating or other significant work with special educational or administrative program initiatives.
Effective oral and written communication
Knowledge of general office practices and procedures
Candidate should have the ability to work effectively with staff, the public, and outside constituency groups.
Candidate should have organization and multi-tasking skills.
Candidate should have the ability to utilize various computer software packages.
Work independently and exercise judgment in order to be able to analyze and investigate a variety of questions or problems.
