ROLE SUMMARY

The Project manager (PM) will play a major role in developing and implementing new processes to ensure consistent, high-quality project management for the Syndemic Infectious Diseases Bureau. As a member of the Chicago Department of Public Health (CDPH) Syndemic Infectious Disease Bureau, the Project Manager will collaborate with the Bureau’s leadership and management to develop, implement, and evaluate activities to improve programmatic and organizational performance by creating organizational buy-in and communicating the value of quality improvement and performance management, and developing a culture of quality, learning and innovation. The PM will work under direct supervision of the Director of Program Operations, Division of Public Health Services of the Bureau.

ESSENTIAL DUTIES

  • Responsible for overall coordination, reporting and stability of project-oriented work efforts. 
  • Responsible for project management processes and methodologies to ensure projects are delivered on time. 
  • Responsible for assembling project plans and teamwork assignments, identifying resource needs, performing quality review; and escalating quality, timeline issues appropriately. 
  • Responsible for tracking key project milestones and adjusting project plans and/or resources to meet the needs of program. 
  • Provide support to program leaders and Subject Matter Experts (SMEs) in evaluating and assessing program needs & service gaps. 
  • Partners with SMEs to think through solutions, how they fit in the overall vision of the Bureau, whether they will be viable, how will it be maintained. 
  • Responsible for managing multiple large, complex projects. 
  • Work with Bureau’s leadership to develop & monitor milestones and performance measures utilized to measure progress in Ending the HIV Epidemic (EHE). 
  • Lead the processes and procedures in the development and implementation of a Bureau wide quality. 
  • improvement plan and performance management system that aligns with key Bureau’s strategies, goals, and   objectives. 
  • Lead efforts to conduct research and analysis as needed, and use the information to make solid recommendations, as well as develop and implement solutions that will improve CDPH’s efforts to achieve racial equity and health equity. 
  • Collaborate with the Bureau’s Training Officer to create learning and development opportunities around quality improvement and performance management for staff. 
  • Drive program objectives through defined project plans; and develop processes, documentation and communications for program/process rollout and ongoing support in collaboration with Managers and Bureau’s leadership. 
  • Perform other duties as assigned.

Qualifications

 

MINIMUM QUALIFICATIONS

 

Education

Graduation from an accredited college or university with a bachelor’s degree in business or public Administration or a field of study directly related to the responsibilities of the position.

 

Experience

Five years of project management work experience, or an equivalent combination of education, training, and experience

 

OTHER KNOWLEDGE, SKILLS, ATTRIBUTES, AND ABILITIES

 

  • Project management certification is highly desirable.
  • Previous experience using Ms. Teams, Ms. Excel, Ms. Power point and Smartsheet platform
  • Communicates clearly and effectively, both orally and in writing.   
  • Excellent time management skills and ability to multi-task and prioritize work.  
  • Exceptional oral, written, and interpersonal communication skills.  
  • Must be able to perform duties independently but confer with supervisor when difficult scenarios present. 
  • Skill in managing a staff of professional and support positions to achieve program goals.  
  • Skill in program analysis and evaluation.  
  • Self-motivated with exceptional organizational skills and high attention to detail.  
  • Ability to prepare and write clear and concise reports. 
  • Ability to work effectively with personal computer.  Have ability to learn new software tools. 
  • Ability to work collaboratively with Subject matter experts, administrators, external partners, and the public.  
  • Ability to maintain effective working relationships with a variety of agencies and programs. 
  • Ability to anticipate roadblocks and independently resolve. 
  • Ability to prioritize and coordinate multiple facets of project development and implementation.  
  • Ability to develop and implement project procedures and guidelines. 
  • Strong cultural competency and collaboration skills with the ability to work effectively in an environment with diverse cultures, multiple perspectives, and competing needs. 
  • Must possess extensive knowledge and expertise in the use of project management methodologies and tools, resource management practices and change management techniques.
