Job Description: 

The Transit Capital Project Manager - NE Illinois at the Illinois Department of Transportation (IDOT) is responsible for the review and management of state public transportation capital improvement and operating grants in the Chicago metropolitan area of Northeastern Illinois (NE IL). This position provides assistance with grant related issues, procurement oversight, technical assistance, and meeting state program compliance requirements. In addition, this position is responsible for assisting the Section Chief in managing the day-to-day grant activities associated with the state capital improvement program and Regional Transportation Authority (RTA) operating funds.

This Transit Capital Project Manager - NE Illinois is accountable for the efficient and timely management of state funded capital improvement grants and state operating assistance grants. These grants are complex and involve equipment purchases, land acquisition, engineering, and construction of major improvements to the transit systems in NE IL including the Regional Transportation Authority (RTA) and its service boards, Chicago Transit Authority (CTA), RTA Suburban Bus Division (PACE), and the RTA Commuter Rail Division (Metra), as well as the City of Chicago. This position monitors the grant recipients’ management of capital improvement funds. S/He conducts the principal review of requests for contract concurrence to determine whether departmental procedures are followed and determines whether the proposed action is consistent with the grant application and grant contract documents. S/He maintains the data and filing system necessary for the analysis of a wide variety of issues. Other responsibilities include onsite inspection of project facilities, equipment use, and construction activities.

Partners Enterprise Capital LLC (PEC) is seeking an Analyst with a minimum of one year of experience to join its portfolio management team in Chicago. 

PEC is an independent investment management firm with approximately $13 billion of assets under management in the form of long‐term private equity investments in real estate operating companies (REOCs) throughout the United States. We primarily focus on the industrial, apartment and retail sectors. 

This position will be a key member of the portfolio management team that is tasked with efforts to value, track, analyze and report on the existing operating portfolio to help drive strategic insights and decision making. This person will have strong interpersonal and analytical skills and be able to interpret and analyze data regarding the existing operating portfolio as well as new investment opportunities. The primary areas for which this individual will be accountable:

• Portfolio Management

- Develop comprehensive familiarity with PEC sectors, REOCs, markets and assets

- Actively coordinate and contribute to the data collection and visualization process through

application of technology as a critical input to investor and internal reporting

- Participate in quarterly mark to market asset and debt valuation including maintenance, assembly and review of property‐level data

- Develop a basic understanding of operating company financial models and execute periodic updates and enhancements

- Support the preparation and review of the investment fund and REOC annual business plans through data collection, presentation and analysis

- Ongoing and special research related to space market fundamentals and macroeconomic trends

- Participate in market and asset level surveillance efforts

- Management of communication among the REOC, PEC, managing board and capital partner

- Collect, synthesize and respond to feedback from each of these groups, and collaborate with the REOC management teams to incorporate as necessary

Required skills, capabilities and experience:

• One year minimum experience

• Bachelor's degree required, preferably with a quantitative discipline (e.g., data science, computer science,

mathematics, economics, finance)

• Interest in data analytics and technology

• Strong quantitative analysis, problem solving, presentation and writing skills

• Technological aptitude, including knowledge of Excel

• Irreproachable character and integrity

• Sound judgement
