Examples of Duties:
  • Develops and maintains procedures and systems for collecting, analyzing, and reporting student population and enrollment trends and projections in a timely manner.
  • Conducts capital and demographic studies related to planning including: tracking county residential subdivision and housing activity for verification of attendance zones, calculating student population and enrollment yields, and incorporating enrollment forecasts, facility plans, and school boundary adjustments into education program plans system wide.
  • Coordinates and supports the identification and prioritization of new capital and operating budget initiatives based on the analysis of student attendance trends and projections.
  • Supports the Executive Director and Chief in matters related to planning, and provides planning assistance to executive staff, administrators, county officials, and other stakeholder groups as necessary. Prepares written correspondence for executive director, superintendent, and Board of Education regarding facility planning, boundary descriptions/changes, student enrollment and population trends, and capital budgets.
  • Develops and delivers reports and presentations regarding school system planning for variety of audiences and uses.
  • Oversees the development of school boundaries, justification of capital projects, analysis of school space use and capacity calculations including delivering the regular development and implementation of school capacity relief strategies.
  • Prepares the Educational Facilities Master Plan.
  • Coordinates with the divisions of Business Services and Curriculum & Instruciton to identify needs and oportunities as they relate delivering the school system’s strategic plan.
  • Conducts all activities in alignment with appropriate Board of Education Policies and Superintendent’s Rules; periodically reviews and recommends changes to policies and rules as needed.
  • Oversees the deployment of office fiscal and staff resources.
  • Performs additional duties as assigned.

Responsibilities
  • Design, promote and administer master plans affecting land use, environmental, commercial facilities, housing, and transportation
  • Create, prepare, or requisition graphic and narrative site plans on land use data, including land area maps overlaid with site variables such as aerials and existing/future development parcels
  • Produce multiple iterative options of site plans for proposed design program
  • Determine the effects of regulatory limitations on projects
  • Assess the feasibility of proposals and identify necessary changes
  • Advise planning team on project feasibility, cost-effectiveness, regulatory conformance, and possible alternatives
  • Discuss with planning and project teams the purpose of land use projects such as transportation, conservation, residential, commercial, industrial, and community use

Basic Qualifications
  • Minimum of 5 years of proven experience in developing and laying out site plans and concepts of real-estate projects including commercial, retail and residential
  • Demonstrated planning and design experience with urban, architectural, landscape and infrastructure projects
  • Advanced design drawing capabilities, in both digital (CAD/Digital Graphics) and analog (hand drawn sketches/plans) mediums
  • Advanced knowledge of CAD software, including AutoCAD and MicroStation
  • Advanced knowledge of Adobe Creative Suite, including Photoshop and Illustrator and other graphic communication software

Eligibility for membership in the Canadian Institute of Planners (CIP) would be considered an asset.

Division information 
The Resource and Project Development Division works with partners to develop shared investment strategies that help communities build their downtowns, main streets and corridors by leveraging public and private investments that implement the region’s 2040 Growth Concept. Projects include supporting compact, transit-oriented development (TOD) in the region’s mixed use areas, conducting multijurisdictional planning processes to evaluate high capacity transit and other transportation improvements, and integrating freight and active transportation projects into multimodal corridors.
Position summary
