Under the direction of the Chief of the Trial Technology Division, the Chief Data Officer (CDO) oversees and serves as process owner of the data of the Law Office of the Cook County Public Defender. The CDO provides a mix of strategic advice on office operations, along with engaging in tactical implementation work. The CDO works directly with the Chief Public Defender and the Executive Team to improve the Office’s internal governance and to facilitate robust data-driven decision-making and works with the Office’s Policy and Communications team to better inform external policy and advocacy. The CDO develops methodology enabling consistent application and utilization of data analytics and advances a culture of leveraging data to identify trends and support performance management. Additionally, the CDO works both internally with the Deputy of Central Operations, Chief of the Trial Support Division, and externally with Systems Administrators, County-wide IT leaders, and other leaders in the criminal legal system. Performs other duties as assigned.

Minimum Qualifications
- Graduation from an accredited college or university with a bachelor’s degree (required), AND
- Three (3) years of experience analyzing, interpreting, or manipulating data in an information technology environment (required).
OR
- Graduation from an accredited college or university with a master’s degree in computer science, mathematics, or statistics (required).
Preferred Qualifications
- Three (3) years of experience in the public sector or a governmental organization.
- Experience with Open Data software platforms, Jasper Reports, SQL, Tableau and Power BI.

*Degrees awarded outside of the United States with the exception of those awarded in one of the United States territories and Canada, must be credentialed by the World Education Services (WES), Educational Credential Evaluators (ECE) or a National Association of Credential Evaluation (NACES) member organization.
Skill in programming or coding in SQL, Python, Groovy, Velocity; working with Jupyter Notebooks; differentiating data sources; exploring data visually; mapping data, particularly using geographic information systems (GIS); or building a data schema and linking datasets. Foundational competency using a data visualization software such as Power BI or Tableau. Knowledge of current computer and electronic data processing systems and technology solutions to business problems. Advanced mathematical skills and knowledge of probability and statistics. Strong knowledge of system analysis, computer programming and computer operations. Skill planning, directing, and coordinating the myriad operational details and projects. Skill estimating resource requirements (staffing and system equipment) as well as estimating the cost of maintaining production services. Excellent verbal and written communication skills with demonstrated management and supervisory abilities. Skill in interpersonal communication; ability to write purchase justifications, train users in complex topics, make presentations to an internal audience and interact positively with upper management. Ability to coordinate with Cook County Bureau of Information Technology Help Desk and technical support staff. Ability to make sound judgment and decisions in an ever changing and highly competitive environment. Ability to establish and maintain critical networks and relationships. Ability to multi-task and perform well under pressure. This position requires travel to work assignments throughout Cook County.
