Job Summary
Under managerial supervision, develops, designs, monitors, and implements transportation planning studies, policies, strategies, and programs. Demonstrates and utilizes a wide range of quantitative and qualitative skills and knowledge to produce transportation analyses, proposals, and grant applications and to relate them to sustainable land use patterns and community and economic benefits. Coordinates assignments with staff in other divisions of DOTH and ensures performance targets are met in a high quality, timely fashion. May represent the Department in joint local and regional projects. Recognizes and identifies problems and recommends appropriate course of action; may provide guidance and direction to Planner II in a team-based environment. Performs other duties as assigned.
Minimum Qualifications
- Master's Degree from an accredited college or university in Urban Studies; Social Sciences; Public Policy; Public Administration; or Business/Finance is required.
- Three (3) years of professional work experience as an Urban Planner; Transportation Planner; Economic Development Planner; Community Development Planner; Community Development/Economic Development Specialist; or Public Policy Analyst is required.
- Possession of a valid driver’s license is required.

*Degrees awarded outside of the United States with the exception of those awarded in one of the United States’ territories and Canada must be credentialed by an approved U.S. credential evaluation service belonging to the National Association of Credential Evaluation Services (NACES) or the Association of International Credential Evaluators (AICE). Original credentialing documents must be presented at time of interview.
Knowledge, Skills, Abilities and Other Characteristics
Knowledge of planning principles and practices respective to transportation planning (across all modes including freight and public transportation), community and economic development, land use infrastructure, and community revitalization in general and in suburban Cook County in particular. Knowledge of existing Federal and State grant programs for urban areas (transportation, housing development, economic development, environmental, land use, etc.). Skill in research and analysis of US Census data, social and economic statistics. Skill interpreting and applying such information conceptually to major plans and project proposals. Strong organizational, written and oral skills. Skill managing multi-faceted planning tasks. Computer literacy skills required (windows; spreadsheets; familiarity with database, graphics and mapping (GIS) systems preferred). Skill in project management. Skill in community-based planning. Ability to think logically, draw conclusions and make recommendations with minimum supervision. Ability to read, understand, and interpret maps and graphics. Ability to make group presentations and represent the department's practice in specific matters. This position requires moderate to extensive travel to work assignments throughout Cook County.
Physical Requirements
Light Work
Light Work involves exerting up to 20 pounds of force occasionally or up to 10 pounds of force frequently, or a negligible amount of force constantly to lift, carry, push, pull, or otherwise move objects. Even though the weight lifted may be only a negligible amount, a job/occupation is rated Light Work when it requires: (1) walking or standing to a significant degree; (2) sitting most of the time while pushing or pulling arm or leg controls; or (3) working at a production rate pace while constantly pushing or pulling materials even though the weight of the materials is negligible.
