Streetcar Transit System Program Analyst - City of Kansas City

Who: City of Kansas City

What: Full-time position available and will be filled as an Analyst OR Graduate Engineer OR Principal Engineering Technician. Normal Work Days/Hours: Monday-Friday, 8:00 a.m.-5:00 p.m. with flexible work schedule/on-call hours.
  • Engages in oversight activities associated with operation and maintenance of City-owned rail transit systems in KCMO. 
  • Coordinates with City departments and contracted transit service providers to ensure compliance with local, state, federal regulations, manufacturers’ specifications, established plans, procedures, performance standards. 
  • Conducts safety/security program reviews, Manages transit assets. Liaises with MO OneCall System and environmental management. 
  • Coordinates permit and parking enforcement activities, incident investigations, traffic/train control signal maintenance, vehicle and transit way inspections/maintenance. 
  • Coordinates with City resources, utilities, contractors performing work in the transit corridor to identify potential impacts to service delivery through data analysis/field observations. 
  • Conducts reviews and investigations. Gathers, analyzes and synthesize data. Presents written and oral reports and findings. Develops budgets and cost estimates. 
  • Routinely interacts with KC Streetcar Authority, KCATA, regulatory agencies, including Federal Transit Administration, Transportation Safety Administration and MODOT State Safety Oversight. 
  • Daily field work and periodic travel for training may be required.
Qualifications: 

Analyst REQUIRES an accredited Master's degree in public or business administration, urban or regional planning, economics, accounting, finance or a related field; OR an accredited Bachelor's degree in public or business administration, urban or regional planning, economics, accounting, finance or a related field and 1 year of professional experience in public or business administration, corporate or municipal finance, budget, research, accounting or a related field.

Graduate Engineer REQUIRES an ABET accredited Bachelor's degree in any professionally recognized architectural/engineering discipline as required by the hiring authority. Candidates receiving an ABET accredited degree in May 2019 will be conditionally accepted. Must pass a pre-employment drug screen as prescribed by the City.

Principal Engineering Technician REQUIRES high school graduation and 12 years of related and increasingly responsible experience in engineering drawing, mapping, automated mapping, GIS and equipment or CADD, engineering, land survey, construction inspection and related fields; OR high school graduation and possession of the Level IV Certification as an Engineering Technician (ET) as issued by the National Institute for Certification in Engineering Technologies (NICET) or a Registered Land Surveyors License as issued by the MO Board for Architects, Professional Engineers, Professional Land Surveyors and Professional Landscape Architects; OR an acceptable combination of qualifying education and experience.

Must possess a valid state-issued driver’s license in accordance with City of KCMO policies. Must pass a pre-employment drug screen and post-offer physical examination as prescribed by the City.
