| The City of Highland Park is seeeking a full-time Planner to provide technical, analytic, administrative, clerical and customer support for planning projects within the Department of Community Development, including the provision of staff assistance to various City Commissions and the City Council. Supervision Received: Works under the direct supervision of the Planning Division Manager and general guidance of the Director of Community Development. Supervision Exercised: No direct supervision; may direct assignments conducted by Planning Intern, or Administrative personnel. Essential Duties and Responsibilities: Percent of Total Time Ranked Importance 45% 1 Provide technical, analytic, administrative, clerical and customer support for land use regulatory bodies including the City’s Design Review Commission, Historic Preservation Commission, Housing Commission, Natural Resources Commission, Plan Commission and Zoning Board of Appeals. This position also serves as staff Liaison to the Ravinia Festival Community Relations Commission. Provides staff assistance related to evaluation of development proposals, including process administration; preparation and presentation of technical memorandum and recommendations for a wide range of applications, including but not limited to, design, historic preservation, planned developments, special use permits, special exceptions, subdivisions, variations and zoning text and map amendments. Performs technical review and analysis of plats of subdivision and development site plans for compliance with applicable City codes and ordinances, as well as conformance with the City's Comprehensive Master Plan and accepted planning principles. 25% 1 Responds to inquiries from citizens, developers, attorneys, engineers and other municipal staff regarding the City’s land use development process and regulations. 15% 1 Participates in board and commission evening / night meetings and neighborhood meetings as needed. Develops minutes accordingly. 10% 2 Assists planning staff in the research, development and analysis of land use policies related to the City's Comprehensive Master Plan, Zoning Ordinance, Subdivision Ordinance, and other municipal codes and ordinances. Compiles and synthesizes data for the preparation of maps, charts and graphics for planning and program related studies and presentations. Assists in the development of long range and strategic neighborhood and district plans including workshop and meeting facilitation etc. 5% 3 Performs other related tasks and assignments as requested but not otherwise mentioned in this job description. Education / Experience : Bachelor degree from an accredited college or university in the field of city or regional planning, landscape architecture, urban affairs, public administration, or other discipline applicable to land use planning, and two(2) years of professional experience in related field; or a Master’s degree in city or regional planning or related field; Proficiency with personal computers; experience using the entire Microsoft Office Suite and Adobe Acrobat; some experience with Geographic Information Systems desirable; bilingual a plus. Certification or License : Valid Drivers License Required Knowledge, Skills, and Proficiencies : Willingness and ability to learn, work hard, think creatively and work collaboratively; Strong organizational, interpersonal, written, oral communication, critical thinking and problem solving skills; Detail-oriented, enthusiastic and flexible; Knowledge of the principles, practices and objectives of zoning, land use planning, economic development, community development and urban planning; Knowledge of the techniques and practices of data processing and analysis using spreadsheets and databases; Have the ability to independently secure and analyze facts through quantitative and qualitative research; Understanding of planning principles and practices including the of implications of planning decisions; general knowledge of various zoning, subdivision, and development regulations; ability to plan, organize, and carry-out application review and research effectively. Ability to present the findings effectively in oral, written, and graphic form; public speaking ability, technical report writing skills; ability to establish and maintain effective working relationship with city officials, other professionals, public agencies, and the general public. Supplemental Information: Work Environment : The work environment is a general office with a high level of public interaction and interaction with staff from other departments, either in person, via email, or by telephone. The office frequently has a moderate noise level due to an open office configuration with office equipment running and numerous telephone calls.
