Under Mayor Emanuel’s leadership, since 2011 WBC has overseen the development and implementation of the Plan for Economic Growth and Jobs (PEG&J), a broad-based, inclusive plan for economic development that serves as a blueprint for how to drive growth in the Chicago region. The Plan outlines ten distinct strategies for increasing GRP, jobs, productivity, income and wages.
WBC is seeking a Manager for its anchor institutions initiative under the Plan for Economic Growth and Jobs. The Manager is a full- time position that reports to WBC’s Director or Deputy Director of Implementation of the Plan. Mayor Emanuel called for the Plan in order to drive Chicago’s leadership in the global economy and articulate clear, actionable strategies for economic growth and job creation. The anchor institutions business development effort is an initiative of the Plan which leverages the economic strength of local universities, hospitals, civic institutions, and corporations (“anchor institutions”) to foster local business development through direct capacity building and increased local procurement spending.
The primary responsibilities of the Manager consist of the following:
- Lead creation of and facilitation of a board of directors and member network of Chicago-based “Anchor Institutions”
- Manage strategic planning and execution for the network including member recruitment, expansion of scope, fundraising, and evaluation of progress
- Develop and execute a strategy to integrate the network’s core activities into Chicago’s existing resources, including:
- Development of pathways for businesses who have a business capacity building program to access additional local resources, namely the local workforce development system and small business financing resources
- Explore and develop opportunities to engage community partners in other aspects of the program, such as identifying local business participants, evaluating program progress, etc.
- Responsible for developing, measuring, and delivering upon key metrics in coordination with the board of directors to ensure the program’s impact
The ideal candidate is detail‐oriented, with strong program management skills. Minimum of 5 years’ experience owning program management deliverables with at least some expertise/exposure related to strategy and some knowledge of economic development. The candidate should have the ability to deliver high-quality outputs on time with the ability to work well independently and with a team. Should have a demonstrated ability to communicate and work effectively with executive level leadership. Knowledge of procurement processes and/or relationships with Chicago area institutions and existing business support organizations a plus. We seek candidates with strong interpersonal written/verbal communications skills and a passion for civic engagement that makes a difference for Chicago’s future. The position’s pay is commensurate with experience. Graduate degree preferred.
This position is grant funded; duration of employment in this position will be subject to the availability of grant funds.

WBC is seeking a Resource Manager for its Plan for Economic Growth and Jobs (PEG&J). The Resource Manager is a full-time position that reports to WBC’s Director of Implementation of the Plan. Mayor Emanuel called for the Plan in order to drive Chicago’s leadership in the global economy and articulate clear, actionable strategies for economic growth and job creation. The Plan builds on existing growth initiatives to provide a framework for private and public initiatives in the years ahead. Based on Chicago’s and the region’s strengths and challenges, it sets measurable goals and recommends strategies to achieve them. The Plan has ten strategies that will help Chicago advance its economy and become a better destination for people and business. The primary responsibilities of the Resource Manager consist of the following:
- Manage the Chicago Economic Growth Fellowship Program:
- Build and maintain relationships with appropriate staff in potential sponsor companies
- Strategize and execute recruitment plan for fellows
- Manage and hone leadership development program for existing fellows
- Ensure success of each fellow throughout his/her term
- Maintain relationships with former fellows through Fellowship Alumni Network' - Manage additional resources for Plan team
- Source university teams as needed with support of University Resource Manager
- Support securing external pro-bono professional services help - Lead professional development for Plan team
- Coordinate annual review process
- Coordinate professional development and team building opportunities
- Manage recruiting process for new team members
- Liaise with Director of Operations for other HR tasks - Perform or delegate general admin tasks as needed by the Plan Implementation Team (e.g. maintain pipeline of Plan initiatives in Initiatives database and Plan website)
The ideal candidate is detail‐oriented, with strong program management skills, professional development and excellent recruitment skills. Minimum of 3 years’ experience- ideal candidate with 5+ years- owning program management deliverables in an HR capacity with at least some expertise/exposure related to leadership development. The candidate should have the ability to deliver high-quality outputs on time with the ability to work well with a team. We seek candidates with strong interpersonal written/verbal communications skills, desire to work in an entrepreneurial environment, and a passion for civic engagement that makes a difference for Chicago’s future. The position’s pay is commensurate with experience. Undergraduate degree required; graduate degree preferred.
