Three (3) Neighborhood Planner Openings, the District of Columbia - Washington, D.C.

The Office of Planning is currently recruiting for three (3) Community
Planners within the Neighborhood Planning Division.

All positions are open to the public.  The job announcements are posted on
the HR Board in the Kitchen Area.

The DC Office of Planning is currently recruiting for three Community
Planners in its Neighborhood Planning Division.  One position is an entry
level position, Grade 12 with a salary of $64,375.  The closing date for
this position is December 18.  The other two positions are mid-level, Grade
13 with a salary of $74,171.  The closing date for these positions is

*Duties:*

Brief Description of Duties: Researches, collects, and verifies data on
demographics, planning, revitalization, community or development issues
from various sources (technical literature, public meetings, site visits,
census data, etc.) to be used in the development of planning studies and
projects. Develops plans for the Associate Director on special projects or
assignments related to major development projects and planning studies.
Prepares specialized technical and analytical reports based on data
collected. Contribute to community outreach and engagements for planning
studies and projects, including preparing for and participating in
community meetings.

*Qualifications:*

Specialized Experience: Experience that equipped the applicant with the
particular knowledge, skills, and abilities to perform successfully the
duties of the position, and that is typically in or related to the work of
the position to be filled. To be creditable, at least one (1) year of
specialized experience must have been equivalent to at least the next lower
grade level in the normal line of progression for the occupation in the
organization.

Preferred Experience: Demonstrated knowledge and application knowledge of
current topics, best practices and theory of planning, neighborhood
revitalization, and community engagement. Experience in conducting
research, performing analysis, and the ability to write technical reports
that evaluate and analyze planning issues and data.

Education Requirement: Master's degree in the field of urban planning,
public policy, and government or a related field or Bachelor's degree in
the above referenced fields combined with 1-2 years of experience in the
urban or regional planning field.

Time-in-Grade Restrictions: Time in grade restrictions must be met by the

*Duties*

Brief Description of Duties: Participates as a team member or performs
professional planning activities, which include technical and policy
analysis, vision and goal setting, and specific
recommendations/implementation plan development. Responsibilities include:
identifying critical planning issues, completing physical site planning,
conducting detailed analyses of redevelopment and revitalization
opportunities, leading a participatory public engagement process, and
managing a team of internal planners or external consultants.
Serves as the project manager for planning activities with responsibilities
that include: developing scopes of work, project work plans, and schedules;
coordinating all phases of the assigned projects procurement process; and
serving as the contracting officer's technical representative. Prepares
draft and final reports, studies and analysis which address various
planning issues and problems throughout the city. Serves as principal
liaison between public and private sectors, the community and neighborhood
groups for planning activities. Responsibilities include developing
community engagement strategies to ensure an inclusive, multi-stakeholder
process; evaluating public support for project plans; and developing public
relations approaches to galvanize support or address resistance.
Participates in intra-agency and special project teams to review and
comment on projects or proposals. Provide input on recommendations,
policies, and planning approaches to address important issues or concerns
from the neighborhood planning perspective. Coordinates the integration of
sustainable principles into land use policies affecting the natural and
built environment. Assists in the development of sustainability planning
priorities/plans and policy recommendations needed to advance
sustainability initiatives. Responds to telephone, email, and written
public inquiries concerning planning and development activities according
to established customer service standards. Represents the Office of
Planning at meetings of Advisory Neighborhood Commissions (ANC), other
community organizations, and inter-agency working groups or task forces,
and inter-governmental meetings. Performs other duties as assigned.

*Qualifications*

Specialized Experience: At least three years of progressively responsible
professional level planning experience that included at least one year of
project leadership and coordination experience; OR an equivalent
combination of education and experience.

Education Requirement: Master’s degree in planning, architecture, landscape
architecture, urban design, engineering, business administration, public
administration or related fields.

*Conditions of Employment*

Physical Effort: Work is sedentary, but will periodically require surveys
of various neighborhood conditions or site visits to review development
proposals. Such activity would entail walking, driving, or taking public
transportation

Working Conditions: The work is performed in an office setting with the
exception of periodic outdoor surveys, site visits, and presentation to
other entities. Considerable pressure to meet deadlines.
