This position is located in the U.S. Department of Labor; Employment and Training Administration (ETA); Office of Policy Development and Research; Division of Policy, Legislation and Regulations; Policy and Legislation Team. The Division of Policy, Legislation and Regulations coordinates and develops agency-wide, cross-cutting policy and legislation, analyzes, formulates and recommends legislative proposals and initiatives under the purview of the Agency Assistant Secretary; coordinates and tracks the development of regulations; disseminates agency guidance; and markets and disseminates reports on research, evaluations and demonstrations funded by the Agency.

Incumbent leads and/or carries out analyses of policy and program issues which may include such work activities as the development or refinement of legislative proposals, policy materials such as analytical papers.  Substantive work assignments include the analysis and development of policy recommendations and options designed to resolve conflicting concerns or issues.  The incumbent prepares or develops replies, reports and analyses regarding policy and guidance on workforce development matters directed to the Office by the Office of the Assistant Secretary, the Department of Labor and other Federal agencies, other ETA program offices and State, local and private agencies, including national associations representative of specific workforce development interests and jurisdictions.

Specialized Experience (for positions above GS-5): Applicants must have 52 weeks of professional experience which is equivalent to at least the next lower grade level, GS-12, in the Federal Service.
Specialized experience is experience in or directly related to the line of work of the position to be filled, and which has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position such as, preparing or developing replies, reports and analyses regarding policy and guidance on workforce development matters;
Mastery of workforce policy and legislative analysis; or occupational assessment and analysis for the purpose of furthering the development and utilization of the Nation's workforce resources, and skill sufficient to apply new analytical developments, methodologies, and research findings to workforce analysis.  Professional mastery of concepts, principles and practices of the social sciences in implementing national programs.
Skill to conduct probing, innovative analyses involving complex variables which significantly impact the effective development, interpretation, or implementation of workforce programs development and evaluation.

Basic Requirement: A. Degree: that included at least 30 semester hours in one or a combination of the following: sociology, psychology, economics, political science, or allied social science subjects that are especially pertinent to knowledge and understanding of employment and training programs. OR B. Courses in an accredited college or university consisting of 30 semester hours as described in A above, plus appropriate experience or additional education.
