The primary purpose of this position is to perform comprehensive planning functions covered by precedent, professional practice, or policy.
- Formulates, plans,and implements techniques, and develops broad strategies and procedures to conduct the corprehensive planning process that are conventional in nature but re of considerable scope.
- Reviews and coordinates document preparation, implementation, and maintenance of the BCP.
- Maintains the Air Installation Compatible Use Zone (AICUZ) program.
- Implements the Interagency/Intergovernmental Coordination for Environmental Planning (IICEP) as it pertains to the BCP, the Housing Community Plan, AICUZ studies, transportation studies, and individual construction projects, etc.
- Represents the base in all areas of community planning at meetings, conferences, and hearings.
- Keeps abreast of emerging technologies to ensure programmed development will not prematurely become obsolete.

Basic Requirements: To be eligible, you must meet one of the following:
A. A degree in community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner. NOTE: You must provide a copy of your transcripts.
OR
B. You have a combination of education and experience--courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education. NOTE: You must provide a copy of your transcripts.
Your resume must list the appropriate academic field (e.g., biology, mechanical engineering, economics, sociology, etc.) and all courses you have taken (including those failed), which appear to satisfy the qualification requirements of this position for which you are applying. List graduate and undergraduate courses separately. Provide information for each course within the appropriate academic field (e.g., biology, mechanical engineering, economics, and sociology). Include the descriptive title and course code, completion date, grade, number of semester, quarter or classroom hours (for education completed at business, secretarial, technical school or military schools) and graduate and undergraduate classes.
IN ADDITION TO BASIC REQUIREMENTS ABOVE, you must also meet one of the following:
A. One year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, the specialized experience must have been at the GS-09 grade level or equivalent under other pay systems in the Federal service. Examples of creditable specialized experience include: professional knowledge of the techniques and philosophy of comprehensive planning to include urban/regional planning techniques, Air Force policy, major command requirements, and the local physical assets and restrictions regarding the comprehensive plan is necessary to accomplish the development and implementation of the BCP.

B. 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. NOTE: You must provide a copy of your transcripts.

C. Education and experience may be combined for all grade levels for which both education and experience are acceptable. NOTE: You must provide a copy of your transcripts.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Professional knowledge of the techniques and philosophy of comprehensive planning, and channels to use in obtaining or disseminating information.
- Knowledge to gather, assemble, and analyze facts; draw conclusions; devise solutions to problems that are conventional in nature; and identify changes and trends.
- Knowledge of automated systems and programs such as CADD, information management, project tracking, and other software programs.
- Skill in conference techniques; and communicating orally and in writing with clarity, conciseness, and persuasiveness.
- Ability to arrange and conduct conferences.
- Ability to relate the effect of community planning decisions on the mission and goals of the installation; develop and evaluate planning projects for technical validity; and prepare analytical reports.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment.
Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
