This position serves as the Chief of the Policy, Regulations, & Procedures Branch (BPRP), Division of Energy Employees Occupational Illness Compensation (DEEOIC), Office of Workers’ Compensation Programs (OWCP), U.S. Department of Labor (DOL). The mission of DEEOIC is developing, establishing and implementing policies, regulations and procedures necessary for the administration of benefit provisions of the Energy Employees’ Occupational Illness Compensation Program Act (EEOICPA) of 2000 (Public Law 106-398) as mandated by Executive Order 13179 dated December 7, 2000. This position is outside of the bargaining unit. GS 15 is the full performance level of the position.

Major duties include, but are not limited to:
- Oversees the development and revision of policies, regulations, and procedures necessary to administer the Energy Employees Occupational Illness Compensation Program Act.
- Maintains and supervises a monitoring program with respect to the administration of the EEOICPA claims and benefit payment functions in the National and District Offices to assure proper, consistent, and equitable application of EEOICPA policies, regulations and procedures to identify any areas of needed improvement. Directs regulatory or procedural revisions necessary to correct problems identified and ensure consistent adjudication and administration of the EEOICPA program.
- Oversees the Branch’s program of technical guidance and assistance to the District Offices and Final Adjudication Branch (FAB) with respect to employee chemical/toxicological exposure, radiation dose reconstruction and related occupational medicine issues affecting nuclear industry workers. Ensures that inquiries, especially those related to claim development and claimant objections, are addressed in a timely and thorough manner.
- Supervises the preparation of comments on draft legislation to OWCP’s Division of Planning, Policy and Standards. Oversees the drafting of Congressional testimony on EEOICPA program matters.
- Establishes and maintains liaisons with senior officials of the Department of Energy, the Department of Health and Human Services and the Department of Justice and other external organizations for the exchange of technical and programmatic information and to develop agreements and understanding on claims and benefit payment matters. Oversees contacts of Branch staff with Federal partner agencies and colleagues in their technical disciplines to ensure that emerging issues are promptly addressed through updates to policies, procedures or regulations as appropriate.
- Supervises staff, and supervises the Branch’s reviews of program standards and accountability review standards for completeness, accuracy and relevance; makes recommendations for revisions, additions or deletions.

Applicants must have 52 weeks of specialized experience
equivalent to the next lower grade level, GS-14, in the Federal
Service. Specialized experience should be typically in or related to the
position and has equipped the applicant with the particular knowledge,
skills, and abilities to successfully perform the duties of the
position. Specialized experience includes extensive
experience: providing technical guidance and assistance with respect to
employee chemical/toxicological exposure, radiation dose reconstruction
and related occupational medicine issues affecting nuclear industry
workers; overseeing the development and revision of policies,
regulations, and procedures related to the Energy Employees Occupational
Illness Compensation Program Act; maintaining and supervising a
