Description
The Humboldt Construction Director plans, controls and oversees the overall activities, management and financial operations of Humboldt Construction Company (HCC), in coordination with the Executive Director. In all instances the Humboldt Construction Director must perform in accordance with and be committed to the Bickerdike mission.

RESPONSIBILITIES
1. Provide direct supervision, evaluation and direction to the Construction Business Manager, and Project Manager(s) and ensure appropriate supervision, evaluation and direction to General Foreman and field staff. Carry-out the recruitment, screening, training and orientation of new staff assuring the adherence to all company directives as delineated in the personnel policies and other organizational and department manuals and policies.
2. Oversee, ensure and manage all business, operations and financial related issues for Humboldt Construction Company.
3. Oversee and ensure the effective financial management and fiscal health and solvency of Humboldt Construction Co. including but not limited to: financial forecasting, budgeting and budget management, job financial performance, financial reporting, major expenditures, and cash flow analyses.
4. Act as the company representative to owners and their representatives, joint venture partners, vendors, project contractors, general foremen and foremen.
5. Develop, direct and oversee short and long-term planning for Humboldt Construction in consultation with the Executive Director, as appropriate, and implement the plans with staff through oversight and regular departmental meetings.
6. Maintain and update operating and training manuals for Humboldt Construction Company, in conjunction with other staff.
7. Oversee, ensure and coordinate the job bidding process, including but not limited to prepare and substantiate bids, including all carpentry related items and competitively bidding all subcontracted trade, with a minimum of 3 bids per trade, fulfilling MBE, WBE and DBE requirements, bid assembly, ensuring accurate and competitive pricing and timely completion of the bid package.
8. Coordinate, oversee and carry out all contract management, contract preparations and negotiations including subcontractor negotiations, material and service procurement, joint venture agreements, and change order analysis and management in conjunction with the Construction Business Manager and Project Manager(s).
9. Oversee and ensure effective and appropriate job planning, preparation, scheduling and staging, including labor utilization, as well as the effective coordination and communication between field and office.
10. Oversee, ensure and coordinate, as appropriate, the payout process including preparation of payout documents, arranging of inspections and coordination of closeout of the project and all callbacks.
11. Oversee, ensure and carry out as appropriate identification and utilization of all materials suppliers including, adherence to procurement procedures, negotiation of material purchasing agreements and completion of take offs in coordination with Project Manager(s) and General Foreman.
12. Oversee, monitor and ensure subcontractor and supplier on schedule performance/delivery according to contractual agreements in coordination with General Foreman and Construction Business Manager, engaging in contract enforcement action when necessary.
13. Oversee, ensure and carry out as appropriate marketing of Humboldt Construction, and research and bidding opportunities to secure both private and public sector jobs including: website, preparation of marketing materials, participation in construction association events, attendance at bidding conferences, representation of HCC at public events, as well as pursuit of other opportunities.
14. Oversee and ensure the optimal utilization of all facets of the Master Builder Program, as well as other software programs (eg: estimating) to enhance HCC business operations including but not limited to including data entry, project and financial management, and report preparation and utilization, at the project and company wide levels.
15. Oversee, monitor and ensure all aspects of a risk management program for Humboldt Construction, including but not limited to company occupational safety program, insurance program, subcontractor certificate of insurance, insurance audits.
16. Ensure HCC and subcontractor adherence to all compliance and reporting requirements of funders, owners and regulatory bodies.
17. Oversee, ensure and enforce the safety program and environmental standards for the Humboldt Construction; ensure appointment of safety officer, review safety records and uphold standards of maximum safety for all personnel and contractors.
18. Oversee and ensure accurate written and electronic records and record keeping systems are maintained for all areas of the Humboldt Construction.
19. Ensure sufficient electronic and paper record keeping systems.
20. Oversee and ensure local hiring and local hiring agreements for Bickerdike and other jobs, as appropriate.
21. Staff the Humboldt Construction board of directors and ensure advance preparation of all required materials, in coordination with the Executive Director.
22. Keep the Executive Director informed of operational, management, financial and construction related matters on a regular basis and submit relevant reports.
23. Consult with the Executive Director, when appropriate, on legal, financial and programmatic matters that affect Humboldt Construction Company.
24. Facilitate interface and coordination between Humboldt Construction and other Bickerdike departments as necessary regarding punchlist and repair issues, turnovers, construction timelines, and other administrative matters.
25. Represent Humboldt Construction Company at community and other external meetings as appropriate.
26. Perform other relevant tasks as assigned.
Requirements
QUALIFICATIONS: Minimum of 8 years of related work experience with oversight and management experience. BA in related field or equivalent additional years of experience. Good communication, writing and organizational skills necessary. Must be willing to work flexible hours. Bilingual (English/Spanish) required. Computer knowledge necessary. Must have access to a car, valid drivers license and proof of insurance for field work. West Town, Humboldt Park, Logan Square and Hermosa residents preferred.
REPORTING RELATIONS: The Humboldt Construction Director reports to the Executive Director and is expected to work with minimal supervision and to make key decisions in consultation with the Executive Director.
