The Planning Manager will have extensive knowledge of and experience in current and long-range planning principles and practices. Local coastal planning experience is desirable, especially within California. Provides day-to-day oversight of current and long range planning activities and code enforcement in a highly engaged community, and is responsible for planning, organizing, budgeting and performing diverse, specialized and complex technical work while providing support to the Planning Director in a variety of areas.

Knowledge of urban planning principles and practices, including extensive working knowledge of municipal and local coastal planning, zoning, subdivision, permit and project development issues; site design principles, geography, basic architecture, basic landscape architecture; and applicable Federal, State, and local laws, codes and regulations, such as the California Environmental Quality Act (CEQA).Equivalent to graduation from an accredited four-year college or university with major coursework in urban planning, community development, business or public administration or a related field and five (5) years of responsible professional urban planning experience, including supervision. Possession of a Master’s degree in either city planning or public administration with emphasis in city planning and certification by the American Institute of Certified Planners (AICP) are highly desirable. Must possess and maintain a valid California Class C Driver License and have a satisfactory driving record.

Under general supervision, the Associate Planner performs professional and technical work pertaining to the City’s current and long range planning projects and activities.

The Associate Planner reviews commercial and residential development plans for consistency with the general plan, zoning ordinance, local coastal program and other state and local ordinances and regulations; processes development applications including coastal development permits, conditional use permits, tentative maps and lot line adjustments; conducts environmental review pursuant to the California Environmental Quality Act (CEQA); prepares and presents detailed staff reports for Planning Commission and City Council; prepares studies and analyses; answers questions regarding various planning issues at the public counter and on the telephone; processes zone text and map amendments, local coastal program amendments and general plan amendments, which includes staffing public workshops; attends and/or conducts meetings with the public regarding specific development projects and/or planning issues; conducts site visits to determine environmental constraints of parcels; manages/oversees environmental consultant’s preparation of various studies and plans; assists with training of new employees; and performs other duties as assigned.
