GRANTS COORDINATOR 


DEFINITION 


To develop, administer and coordinate CDBG and other grant-funded programs for Development  Customer Services; coordinate assigned activities with other departments and outside agencies; and to provide highly responsible and complex staff assistance to the Development Customer Services  Neighborhood Services Division Manager and the Development Customer Services Department Director,  other Department Directors, as assigned, as well as advisory boards and commissions.

Essential duties and responsibilities 


  1. Administers federal and state grant-funded programs, either directly or through grantees. 

  2. Directs and coordinates the financial monitoring and management of federal and state grant funded programs. 

  3. Directs, coordinates and facilitates the evaluation and auditing, as directed, of federal and  state grant-funded programs.  

  4. Recommends grant related policy adjustments and implementation improvements to the  Grants Supervisor and the Neighborhood Services Manager.  

  5.  Reviews literature dealing with funds available from governmental agencies to determine feasibility of developing programs and/or grant application to supplement the Village’s  annual budget allocations.  

  6. Assist in the Village’s coordination and implementation of public information efforts to  promote the availability and importance of various federal and state-funded grant programs. 

  7. Prepares and submits grant proposals for consideration; writes grant applications in required format and submits applications, as directed, to funding agencies.  

  8. Confers with individuals affected by proposed grant program to develop program goals and objectives; outlines proposal for how funds are to be used and explains procedures  necessary to obtain and maintain funding. 

  9. Discusses program requirements and sources of funds available with appropriate staff, citizens and advisory bodies.  

  10. Maintain appropriate grant records and files and monitor all paperwork, ensuring accuracy  and timely completion.  

  11.  Participatesin the development and implementation of goals, objectives, policies, and priorities of the Village. 

  12. Perform related duties and responsibilities, as required, as directed by the Grants Supervisor,  Neighborhood Services Division Manager or Development Customer Services Department  Director.  


Other important responsibilities and duties include the items listed below. 

  1. Meet with representatives for grant funding sources, as directed, to work out details of application proposals.  

  2. Assist Development Customer Services Department personnel in writing reports to comply with grant requirements. 


QUALIFICATIONS

  1. Federal and state grant programs, specifically Community Development Block Grant (CDBG)  programs.  

  2. Operational characteristics, services and activities of a CDBG program. 

  3. Management skills to analyze programs, policies and operational needs. 

  4. Principles and practices of program development and administration.  

  5. Principles and practices of municipal budget preparation and administration.

  6. Methods of research, program analysis, and report preparation. 

  7. Pertinent Federal, State and Village codes and ordinances.  

  8. Principles and practices of program auditing.

Job Purpose:  
Get IN Chicago’s mission is to identify, fund and rigorously evaluate evidence-based programs that lead to a sustainable reduction in violence for individuals and communities most affected by violence and poverty.  The organization has three responsibilities: identify and support the expansion of proven programs to reduce violence and make the city safer; coordinate and align these programs with existing public and community-based efforts; and monitor program implementation and measure actual performance to ensure improvements are sustainable.

Reporting to the Sr. Policy Analyst, this role directs the overall administrative process of grant making for Get IN Chicago.  This position is responsive to the needs of grant seekers and internal staff members.

Job Duties:  
·      Oversee the eligibility, entry, acknowledgement, tracking, dispensation, and communication of the decision for all competitive grants
·      Provide a positive customer experience through timely, effective, and accurate responses to technical inquiries from grant seekers/grantees regarding the Cityspan database management system
·      Provide technical assistance to grant recipients to effectively use development systems to manage grant funding in compliance with grant expectations and deliverables related to grant agreements
·      Organize collaborative approaches to grant making that leverage efforts to support innovation and capacity building in the sector
·      Provide grant coordination for multiple, diverse medium and large programs with significant levels of complexity

Job Qualifications:
·      Bachelor’s degree required, preferably in nonprofit management or related field
  • Must be service-oriented and committed to providing exceptional service to our customers 
  • Three to five years of relevant job experience, preferably in nonprofit grants management 
  • Advanced computer skills and proficiency with Microsoft Office software applications, especially data sharing between platforms; experience with Cityspan Funder software preferred
  • Ability to manage multiple priorities and the capacity to meet overlapping deadlines
·      Excellent organizational skills and attention to detail
  • Must have the capacity and flexibility to work both independently and collaboratively
  • Ability to exercise judgment in the application of policies and procedures

Duties and Responsibilities

The University of Illinois seeks a Federal Awards Coordinator to serve as the subject matter expert in the Federal Awards Section to ensure compliance and support the core mission, initiatives and operations of Grants and Contracts departments. Additional responsibilities include:
  1. Create, modify, run, utilize and maintain numerous spreadsheets and databases in support of sponsored research award administration. Responsible for data retrieval and analysis.
  2. Assist in the development and implementation of policies, procedures and objectives related to sponsored research administration. Continually monitor policies to maintain compliance with state and federal regulations.
  3. Serve as a post award subject matter expert related to sponsored projects. Provide advice and expertise to unit staff, campus and university units.
  4. Lead in conflict resolution of award issues. Use independent judgment to facilitate activity with all parties concerned. 
  5. Analyze processes and seek to improve operations and customer service. 
  6. Perform expenditure review for allowability, allocability, correctness and reasonableness based upon detailed review of transactions and governing sponsor policies and procedures.
  7. Act as liaison to sponsors, campus and university units and assist with outreach initiatives and promotion of unit’s objectives.
  8. Coordinate award invoicing/cash collection activity using external secure sponsoring agency web-based systems.
  9. Coordinate all cost share commitments contained in the award documents including: enter appropriate information into cost share database; collaborate with departments to ensure the commitments are being fulfilled; prepare cost share reports for sponsors; review and validate for accuracy; submit to the University’s Division of Management Information for inclusion in the Activity Reporting System; submit to UIUC Office of Government Costing for use in preparation of F&A Study. Requires a thorough knowledge of all types of cost share and proper tracking processes.

Qualifications

Requirements: A  bachelor’s degree with a concentration in Accountancy, Business Administration and/or Finance and three to five years in a position requiring utilization of financial and administrative skills in a complex business, academic, or government environment (preferably at an institution of higher learning) is required.
Other requirements include: Highly developed communication skills and ability to work in an integrated team; excellent computer skills using Microsoft Office suite (e.g. Word, Excel, PowerPoint, Outlook, Access) especially strong knowledge, experience and understanding of database programs; strong interpersonal skills that reflect courtesy, diplomacy, and a collaborative approach to develop and maintain effective work relationships; ability to be self-motivated, work independently and to exercise good judgment and discretion in the performance of all work assignments; ability to multi-task and prioritize work accordingly to meet deadlines while staying on task with daily assignments; strong communication, organizational, analytical and problem solving skills and ability to travel if needed.

Job Summary – Grant Coordinator Under the supervision of the Director of Finance and Administration performs high-level professional work related to grant writing and coordinating grant management activities on a citywide basis. 
Grant writing and grant management responsibilities include but NOT limited to: determining grant funding needs for the City of Blue Island; researching and identifying grant funding opportunities from federal, state and private sources; reviewing grant requirements in determining eligibility; providing technical assistance and training to departments in grant writing, preparation and management; providing technical expertise in determining grant compliance requirements; and maintaining centralized reports of citywide grant activity for programs evaluation and auditing. 
Job Summary – Finance Clerk Under the supervision of the Director of Finance and Administration, performs professional work related to the Finance Department. Finance clerk duties and responsibilities include but NOT limited to: bank reconciliation, management of accounting software, accounts payable, assisting Director of Finance and Administration with miscellaneous duties including annual tax levy, annual appropriation and internal budget, and IMRF wage reconciliation. 
Minimum Qualification - Graduation from an accredited college or university with a Bachelor’s Degree in Public or Business Administration, Finance, Management, Accounting or related field, plus two (2) years’ experience in grant writing, obtaining grants, grant management and governmental finance. Possession of a Master’s Degree from an accredited college or university in Public, Business Administration, Accounting or Finance is preferred. 
Knowledge Skills and Abilities - Ability to interpret federal, state and local government laws and regulations regarding grant contracts and management. Working knowledge of grant administration systems, processes and budgeting. Ability to ascertain compliance with laws and regulations pertaining to grant management. Ability to tactfully communicate with others. Skills in organizing information in a logical manner to support audit results. Working knowledge of applicable software programs such as Microsoft Office Suite, knowledge of SmartFusion Accounting Software (preferred). Excellent attention to detail. Ability to meet target deadlines and manage time effectively. Excellent written and oral communication skills.
