Director of Community Development - The Village of Antioch, IL

The Village of Antioch, Illinois, is seeking applications for the position of Director of Community Development. The successful candidate will have working knowledge of the following: principles and practices of regional and urban planning; economic planning & development; building code administration and code enforcement. He or she will also be experienced in budget preparation and implementation, administrative practices and procedures, and grants administration.
The Director of Community Development plans, directs and coordinates all community development activities, such as village planning, building and zoning permits, including code compliance, is liaison to the Planning and Zoning Board, grants administration, building and housing inspections and land use regulations (subdivisions, PUDs). Performs a variety of professional work in surveying, promoting, fostering and advising the Village and various segments of the business community as to the ways and means to promote the economic, commercial and industrial development of the Village. Reports all matters relating to the economic conditions of the Village and coordinates the activities of economic development. Oversees a limited staff and plans short and long term goals for the department. Reports directly to the Village Administrator.
Essential Functions include:
• Plans, directs and coordinates all community development activities, such as village planning, building and zoning, including code compliance, grants administration, building and housing inspections and land use regulations (subdivisions, PUDs).
• Develops and orchestrates both the short and long term goals for the Village’s economic development.
• Stimulates new business recruitment and development in the downtown and surrounding area.
• Develops a working relationship with the Chamber of Commerce and area realtors.
• Identifies opportunities for redevelopment, creates redevelopment plans, and manages plans to completion.
• Opens lines of communication with the Illinois department of commerce and economic opportunity, Illinois Retail Merchants Association and various trade associations to keep abreast of new economic opportunities.
• Establishes ties with commercial property owners for the purpose of providing counsel in the form of property market values, current square footage leasing rates and providing information on prospective businesses seeking to locate in the Village of Antioch.
• Develops and implements departmental goals, policies and procedures.
• Supervises the daily work activities of a small professional and technical staff engaged in reviewing plans and conducting on site investigations of building development projects; interview and recommend the hiring and provide training for new employees.
• Performs daily and periodic evaluations through monitoring on site investigations and review of submitted status reports
• Forecasts operational needs, anticipates costs and formulates departmental budget for administration and village board review
• Maintains departmental expenditures within budgetary limitations.
• Acts as liaison to Board Members, developers, realtors and other planners on proposed development for the village.
• Examines and approves all architectural and structural plans and administer conformance with zoning ordinances; evaluate improvement projects and requests for their potential long range impact.
• Reviews ordinances related to community development, develops and/or recommends improvements.
• Researches requests and testifies before various commissions and boards as required, interpreting all applicable codes and ordinances.
• Performs special studies, as requested by the village administrator or village board, relative to the conditions and future need of the village in areas to include, but not limited to: comprehensive planning, capital improvements, developments, zoning, building and subdivision code review; research grant availabilities and prepare grant proposals for state and federal funds.
• Develops and generates the development of short/long term plans for growth; reviews specifications, designs and cost estimates for improvement to publicly owned properties.
• Performs final review of building and sign permit applications, confers with subordinate staff where permit issuance is in question and approves or denies permits according to applicable village ordinances or state law.
• Attends and participates in all required meetings, conferences and professional seminars; speaks at various organization meetings and schools as requested
• Performs other related duties as are required and/or assigned 
Required Education and Experience:
• Minimum of a Bachelors Degree with major courses in urban or regional planning or related field; Masters Degree preferred
• Five (5) years progressively responsible experience in urban planning or related field
• Any equivalent combination of training and experience that produces the competencies desired for the position will be considered.
Salary And Benefits:
$75,000-$85,000 D.O.Q. plus an excellent benefit package.

Basic Job Function: The Director of Community Development is responsible for conceptualizing, planning, organizing, and implementing IFF’s proactive community and real estate development business, including business development, relationship development, executive oversight of projects, and financial management; and assists in the generation and implementation of Community Strategies’ consulting business and grant-funded projects. The Director of Community Development works collaboratively with Real Estate Services and Capital Solutions team members as well as other Community Strategies staff to coordinate initiatives in innovative and collaborative ways to solve community development challenges.
Duties and Responsibilities: 
  • Originates and develops IFF’s proactive real estate development business through relationship-building, marketing and outreach efforts, and strategizing implementation; assists in generating and implementing comprehensive community development consulting and grant-funded projects; creates an annual work plan for providing development and consulting services; and undertakes appropriate business development and communications activities. Utilizes the Community Strategies screening tools for selecting projects and locations.
  • Develops and maintains relationships with municipalities and other governmental entities interested in innovative real estate development and consulting solutions for low-income communities to foster sustainable, livable communities.
  • Develops and maintains relationships with business, civic and nonprofit leaders to understand relevant community development challenges and needs to facilitate the design of innovative solutions utilizing IFF tools and resources.
  • Develops and maintains relationships with for-profit and nonprofit developers dedicated to undertaking comprehensive community development in low-income communities or to serve special needs populations.
  • Independently manages project teams as Project Executive on Community Strategies proactive real estate and consulting projects and as a general resource for answering questions, troubleshooting and solving problems when they arise, and providing guidance and training to staff.
  • Assumes responsibility for workload planning and project assignments in coordination with the Senior Director of Community Development and the VP of Community Strategies, assigns teams for most effective use of skills and resources and monitors team progress on projects.
  • Oversees assigned project team including scheduling and job assignment.
  • In some cases, acts as a Project Team Leader and coordinates all aspects of project management for each project assigned including scheduling internal and external meetings as appropriate, following project steps that have been delineated, managing project Team Members, ensuring that project goals and milestones are being met.
  • Develops operating policies and procedures for IFF’s proactive real estate development; updates and improves systems and procedures as needed and trains IFF staff in these systems and procedures.
  • Monitors financial results of IFF’s proactive real estate development on a quarterly basis; maintains internal financial data for planning purposes; analyzes internal financial data. Assists in the preparation of financial projections for IFF Five-Year Forecast. Prepares budget request and recommendation in detail. Assists in the planning and management of the Community Strategies department budget.
  • Develops and maintains external relationships to grow the community development initiatives work, and interacts with IFF’s Communty Strategies, Capital Solutions and Real Estate Services to identify community development challenges and opportunities for the respective lines of business.
  • Makes presentations to and facilitates meetings with clients, represents IFF at meetings, presentations and events.
  • Prepares regular reports for IFF’s VP of Community Strategies, senior management and board and prepares written materials on projects for other IFF departments as needed.
  • Maintains required job knowledge and skills and core professional competencies. Attends and participates in required educational programs and staff meetings.
  • Performs other duties as assigned.

Position Qualifications: 
Education : Bachelor’s Degree required, preferably in urban planning or studies, business or community development finance. Advanced degree in real estate, urban planning, public policy, business, social science, or social work preferred.
Experience : At least seven years of experience in economic or community development, real estate analysis or development required.
Special Knowledge & Skills :
Direct experience with community development projects, including affordable housing.
Demonstrated management skills.
Direct project management experience.

THE DEPARTMENT
Community Development
The goal of the Community Development Department is to ensure that community values are reflected in the physical environment. The department focuses on planning and implementing standards that maintain the City's high quality of life as the City continues to develop and mature. The City encourages a balance of inviting and safe residential communities, vibrant commercial centers, and varied manufacturing and employment opportunities. The Department consists of three divisions:
Planning and Development Services
The Planning and Development Services Division is responsible for providing support to the community by interpreting and implementing the General Plan and Zoning Ordinance as adopted by the City Council. This consists of processing applications for land development including environmental assessment, landscaping review and sign requests. It is also responsible for annexations, advance planning, inter-agency and regional planning, and Transportation Development Review.
Housing 
The Housing Division is responsible for implementing the City’s Housing Strategy and Implementation Plan including the Inclusionary Housing Ordinance. The Division also administers the Community Development Block Grant (CDBG) and HOME Program.
Building and Safety
The Building and Safety Division administers and enforces all building codes and ordinances adopted by the City. This includes field inspections, plan checking and permit issuance for new construction. The Building and Safety division also includes the City's Code Enforcement, Geographic Information System (GIS) mapping programs, and the Water Quality/NPDES program. The Department operates a Permit Processing Center designed to expedite the permit approval process while ensuring a high degree of review of incoming projects.

The Position Reports to: Assistant City Manager Under administrative direction, plans, organizes, directs, and evaluates the activities of the Community Development Department. Community Development consists of the Planning Zoning, Building, and Neighborhood Enhancement divisions.
The Person RESPONSIBILITIES: Responsible for municipal planning, zoning; plan review and inspection of private sector developments; flood plain administrator, and zoning administrator for the City of Sierra Vista.
Performs oversight and key duties relative to short term and long term planning tasks including but not limited to: site plan reviews; entitlement process reviews and duties; general plan updates; zoning ordinance updates; design and architectural guidelines development; subdivision code updates; census districting; etc. Interprets and administers codes, development agreements, general planning, municipal policies, and development procedures; revises, maintains, and manages development codes and land use policies.
Provides administrative support and services for the Planning and Zoning Commission, Board of Adjustments, Hearing Officer and Board of Appeals.
