Program Overview 

Our Recent Graduate program is a development program that facilitates the college-to-career transition by providing opportunities within the different business lines inside our agency. The program provides technical and professional development training, mentoring, and networking opportunities to support the growth of key knowledge, skills, and abilities for the career tracks being offered. 

Business Lines & Career Tracks Available 

Federal Acquisition Service (FAS) focuses on procuring goods and services for the rest of the federal government. 

Public Buildings Service (PBS) the landlord and real estate agent for the entire federal government. 

Service & Staff Offices: is a division of GSA that is composed of various different offices that provide many different services to our customers.

We currently are recruiting for multiple positions nationwide for the career tracks listed below: 

● Building Management Specialist: Building Management Specialists provide occupants of Federal Government buildings & privately leased space with safe, secure, clean & sustainable facilities in which to conduct agency business. Building Management Specialists interact with building tenants and client representatives on a recurring basis to assess their facility and facility related needs. 

● Contract Specialist: Contract Specialists will have opportunities to work on a host of contracts in various programs that support the entire federal government. Contract Specialists perform the full range of policy-related work, price analysis, cost analysis, contract negotiation, administration, and termination.

● Program Analyst: As a program analyst, one will have the chance to perform a wide variety of analytical assignments in the form of projects, research, and other initiatives that impact many of GSA’s diversified programs. 

● Project Manager: Project Managers work on a wide array of assignments. They determine appropriate products and services with clients or customers to define project scope, requirements, and deliverables. Project Managers also develop, modify, and provide input to project plans. 

● Realty Specialist: Realty Specialists perform a wide range of acquisition and/or federal space management work for complex realty transactions. Ultimately, Realty Specialists are accountable for all realty actions for their assigned properties, from the beginning of the acquisition process through disposal.

Smart Buildings Program Specialist - Public Buildings Service - General Services Administration

Summary:
As a Smart Buildings Program Specialist, you will serve as the regional program expert for the Smart Buildings (SB) program and primary liaison with Central Office program counterparts.

Duties: 

Key responsibilities of the Smart Buildings Program Specialist, position include but are not limited to:

  • Overseeing the implementation of new building technologies; including Building Automation Systems (BAS) used in the construction, modernization, and reprogramming of existing systems throughout the region to ensure compliance with the national program goals and changing information technology.
  • Preparing case studies on existing BAS and building systems for future use through the systematic collection and aggregation of building system information.
  • Providing expert advice and recommendations to design and construction engineering teams.
  • Providing critical analysis of pressing issues and required policy recommendations used by management to formulate decisions regarding changing responsibilities or business needs, as well as in the design/development and evaluation of ongoing and /or new program issues.
  • Maintaining program integrity through continuous monitoring.
  • Collaborating with colleagues to best align program objectives with nationally administered programs.
  • Monitoring monthly region-wide and individual building energy usage to ensure usage reduction goals are on target with program objectives, and providing critical recommendations to minimize energy usage and associated costs.

  • This work is normally sedentary; but may require some physical exertion when conducting site visits. Site visits require the ability to walk, climb, bend, and manipulate small tools and instruments.
  • The work is primarily performed in an office setting. Site visits may require assessments in mechanical rooms or on building rooftops. When necessary, appropriate safety equipment (e.g., hard hat, eye wear, ear plugs, and safety shoes) is required for site visits.

  • Analyze program issues and apply analytical techniques such as task analysis, work simplification, work-flow charts, workload measurement, and organizational practices to determine the most effective methodology needed to meet program goals
  • Use qualitative and quantitative analytical techniques to research and gather narrative and/or statistical information and applicable work methods and procedures to meet deadlines and carry out fact-finding and analysis of issues

Duties:

  • Realty Specialist: Performs a limited range of real estate work related to the acquisition of real property and/or the management and assignment of federally owned, leased and/or delegated space. Prepares and/or signs Acquisition Plans, market survey forms and reports, Price Negotiation Memorandums, Requests for Lease Proposals, Leases and all associated Lease-acquisition documents as appropriate and authorized. Is familiar with the Lease File Checklist and Guidance and the Leasing Desk Guide. For routine projects, provides technical advice and assistance to the Lease Contracting Officer, other business lines and project stakeholders, and customer agencies regarding the lease acquisition process and customer requests for space. Works with GSA project teams. Assists in estimating rent and other costs for accurate budget projections.

Duties:
Contract Specialist: As the federal government’s premiere contracting agency, GSA is the ideal place for applicants interested in a contracting career. As a Contract Specialist, you will have opportunities to work on a host of contracts in various programs that support the entire federal government. Contract Specialists perform the full range of policy-related work, price analysis, cost analysis, contract negotiation, administration, and termination. Some examples of contracts include the Airline City Pairs Program, which provides negotiated airline rates to meet the government’s air travel needs; Emergency Management Services, which support disaster relief; and Environmental products and services, which support sustainability initiatives. Contract Specialists work in conjunction with Contracting Officers and play an integral role in GSA’s acquisitions.

  • Meet all the training and development requirements outlined in the GSA Pathways policy.

JOB SUMMARY:

As a Project Manager trainee, you will assist in the management of a variety of complex projects involving initial space design and build out, repair and alterations, new construction or other projects to provide space that is suitable for customer needs.

This position is located in the Public Buildings Service, Chicagoland Service Center Operations Division. This office is responsible for developing, directing, acquiring and delivering services related to the operations, maintenance, and repair of Federal buildings and leased space.

DUTIES:

The selected trainee will learn the duties and responsibilities of a GSA Project Manager which includes exercising full responsibility for the administration and management of assigned projects, to include the direction and control of project planning, programming (including scope of work); design and construction activities; budgeting and reprogramming of fund allocations, contract evaluation and technical contract administration, etc.

Projects involve renovation of a large footprint of customer space, demolition and construction to reconfigure one or more floors of a building for a new customer or a markedly different mission need as well as ongoing management and oversight over more standard initial space alterations, building systems or major equipment upgrades or retrofits or similar projects involving substantive coordination, management and project oversight and direction. Examples of developmental duties may include:
  • Developing project schedules and activities in support of project requirements and developing cost and financial documentation for assigned projects.
  • Coordinating development of project activities and obtaining final commitment on final schedules and plans.
  • Participating in procurement planning for projects.
  • Negotiating contract specifications and design changes.
  • Monitoring project reviews, readjusting funds, schedules, scopes of work for assigned projects.
  • Participating and conducting formal and informal presentations, briefings or necessary customer interactions on all aspects of projects.
  • Performing technical duties necessary for the management on on-site construction, renovation and repair projects.
  • Developing cost estimates for design and/or construction work that needs to be contracted out.

QUALIFICATIONS REQUIRED:

The GS-9 annual salary starts at $52,516, if you meet the following qualifications. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement.

To qualify, you must demonstrate that you meet one of the following:

One year of specialized experience equivalent to the GS-07 level of the Federal service. Specialized experience is assisting with project management for new construction, conversions or alterations of multi-story office buildings, large office complexes, or courthouses. Such experience must include assisting with the preparation of project plans; tracking project expenses and funding for projects; applying procurement practices and techniques; accomplishing work through project team members; participating in contract negotiations and performing contract administration.

OR
You possess a master's or equivalent level degree or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or JD. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

You possess a combination of graduate level education and appropriate specialized experience that together meet the qualification requirements of this position.
