You will serve as a Lead Economic Development Specialist and your duties will include the following: 
  • Ensure that the Small Business Administration's (SBA) strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services.
  • Articulate and communicate to the team the assignment, project, problem to be solved.
  • Coach the team in the selection and application of appropriate problem solving methods and techniques, provide advice on work methods, practices and procedures, and assist the team and/or individual members in identifying the parameters of a viable solution
  • Leads the team in: identifying, distributing and balancing workload and tasks among employees in accordance with established work flow, skill level and/or occupational specialization.
  • Trains or arranges for the raining of team members in methods techniques for team building and working in teams to accomplish tasks or projects.

  • Developing marketing strategy for programs and services through outreach and promotion to successfully deliver an event to large and diverse audiences; and
  • Developing and conducting outreach, training, and presentations to various organizations and small businesses on a wide range of business and financial management topics; and

    The Transportation Planner serves as the administrator for the Living Streets program and Pedestrian and Cyclist Safety (PACS) fund in the creation, maintenance and improvement of non-motorized transportation facilities for the primary benefit of pedestrians and cyclists in Edina.  Assists the Engineering Department in the planning and design of traffic operations within the City.  Directly supervises the Traffic Safety Coordinator.
     Essential Functions:
    Serves as the administrator for the Living Streets program and Pedestrian and Cyclist Safety (PACS) fund.
    • Develop and update master plans for the creation, maintenance and improvements of sidewalks, including the prioritization of projects within the plan;
    • Develop and update master plans for the creation, maintenance and improvement of bike ways, including the prioritization of projects within the plan;
    • Develop and update standards for the PACS program, including bike standards, crosswalk policies, post-project right of way vegetation improvements;
    • Serve as the City's subject and technical matter expert on bicycling and walking while leveraging and increasing the City's internal and external knowledge base;
    • Successfully leads and manages across division, departmental and agency organizations to form multidisciplinary teams of managers, engineers, planners, technicians, analysts, sworn law officers and consultants to advance programs and projects.
    Assists with managing the PACS fund budget.
    • Receives yearly fund revenue information from Director of Finance;
    • In accordance with PACS fund policy, create and implement a Work Plan with input from staff, council, commissions, and residents;
    • Reviews year-to-date spending reports and monitors performance against plan making or recommending adjustments as necessary;
    • Approves expenditures for purposes and amounts that are within the budget and within the authorized approval limits of the job;
    • Negotiates with vendors and works to ensure the most cost effective alternatives are identified when planning expenditures;
    • Identify alternative funding sources including grant research and writing.
    Oversees for the planning and design of traffic operations within the City.
    • Coordinate traffic operations studies and written reports including traffic volume, speed, turning movements, origin and destination, accidents, and pedestrian/bicyclists;
    • Receives and reviews resident requests for traffic control or calming devices throughout the City, conducts the appropriate level of analysis and makes recommendations;
    • Reviews proposed development/redevelopment plans and City/County/State public improvement plans to determined if traffic operational and safety standards are met and recommends changes as necessary;
    • Works with Public Works Department to properly and effectively manage and maintain street signage, pavement markings, and traffic signal maintenance.
    Serves as the staff liaison to Edina's Transportation Commission (ETC).
    • Provides support to the Commission in the form of technical research and advice;
    • Performs cost analysis and impact analysis for Commission initiatives.
    Coordinate non-motorized transportation facilities (NMTF) marketing and promotional activities aimed at furthering education in the City.

    Provides supervision and leadership to part-time staff.
    • Provides training and work direction;
    • Recommends hiring, termination, and promotions;
    • Sets goals and objectives and monitors performance of direct reports;
    • Conducts ongoing feedback, coaching, mentoring and timely performance reviews.

     Qualifications:
    Minimum Qualifications:
    The job requires a Bachelor's degree in Planning, Urban Design, Engineering, or equivalent.  Additionally, at least three years of experience, which have included municipal transportation planning, urban planning and design, engineering, land use planning, or project management.  Ability to gain confidence and trust of public prior, during and after project implementation.  Excellent communicator, planner and collaborator.  A valid driver's license or evidence of equivalent mobility is also required.

    Desired Qualifications:Professional Transportation Planner (PTP) or Professional Transportation Operations Engineer (PTOE) certification. Experience in pedestrian and bikeway planning and/or project design. Knowledge of Minnesota Manual on Uniform Traffic Control Devices (MMUTCD) as well as state and federal transportation processes.

    Associate Professor, Urban and Regional Planning, Eastern Washington University - Spokane, WA


    The College of Business & Public Administration at Eastern Washington University invites applications for a tenure track Associate Professor position in Urban and Regional Planning, within the Department of Urban Planning, Public and Health Administration to begin September 2013. 
    The Urban and Regional Planning programs at Eastern Washington University have a long tradition of applied research and student engagement in community development and professional planning practice. The Bachelors Degree was established in 1968, and the MURP in 1978, and both programs have been accredited since the PAB process was established. We currently offer emphasis areas in environmental planning and sustainability; rural and small town planning; and American Indian Tribal Planning. The core faculty have both academic and professional planning experience, and utilize field research applications in most classes, working closely with professional planners in the field.

    The Associate Professor position is to replace a retired faculty member, and we seek a candidate with both professional planning experience and teaching experience, preferably at a PAB accredited Planning Program. The position would start in the Fall Quarter (mid September) of 2013.

    Minimum Qualifications:

    A combination of 6 years successful teaching experience both graduate and undergraduates at the college or university level with preference for teaching in PAB recognized program that includes a minimum of 1-3 years of professional planning experience in the public or private sector; 

    Specializations desired are in comprehensive land use planning, environmental planning, urban design, GIS, and sustainable development. Applicants with backgrounds in transportation or economic development may also be considered; 

    Evidence of scholarly research publications in urban planning or related fields; 

    Evidence of on-going research in one or more of the areas of urban planning; 

    Evidence of professional activity in urban planning or related professions, including the American Planning Association or planning-related professional organizations;

    Save the Dunes, a non-profit conservation organization in northwest Indiana seeks a motivated,
    versatile, professional individual for full-time position as Land and Advocacy Specialist. Candidate must be proficient in using ESRI ArcView ® Software and GoogleEarth ®. Seeking an individual with exceptional organizational and communication skills, and ability to conduct research and write news briefs about a wide variety of environmental advocacy issues. Must be comfortable speaking in public.

    The Land and Advocacy Specialist provides support to the Executive Director and applies mapping expertise, research and communication skills to achieve organizational goals. This is a grant-funded, one-year position that may be extended should additional funding be secured.

    Responsibilities:
    • Maintaining and elaborating the Save the Dunes GIS database and maps catalog.
    • Working with the Indiana Dunes National Lakeshore to map out boundary expansion and/or
    buffer needs to protect the Lakeshore. Maintaining detailed attribute data for these parcels.
    • Coordinating with staff at the Indiana Dunes National Lakeshore and regional conservation
    organizations on land conservation projects, planning exercises, and threats to the dunes
    ecosystem.
    • Assisting with property research, mailings, deed and document recording. Includes researching,
    bidding on, and perfecting deeds for property available at tax sale.
    • Following through on projects as assigned by the Executive Director on a wide variety of
    environmental advocacy efforts. (It is not expected that the candidate would be an expert in these
    issues, but be able to delve into complex research efforts to assist with our activism.)
    • Representing Save the Dunes at public meetings and testifying on our behalf at public hearings on
    various environmental advocacy matters.
    • Applying for grants, evaluating grant funding opportunities and engaging with funders. Compiling
    grant reports and managing budgets.
    • Helping with other duties as assigned by the Executive Director, which may include, but not be
    limited to general office tasks, attending and reporting on meetings, fundraising efforts and
    networking events.
    • Laying out, editing, and soliciting articles and article materials for monthly eNews, press releases,
    and fact sheets about our work. Amplifying our work via social media.
    Education and Experience:
    • Bachelor’s Degree in geography, natural resource management, environmental science,
    environmental or public policy, or related field.

    Of Note:
    • Occasional evening and weekend work will be required.
    • Valid driver’s license required.
    • Must own or have regular access to a vehicle.
    • Position would begin at the end of May or early June 2013. Strong preference for resident of Northwest Indiana or willingness to relocate to the area.
    Knowledge, Skills and Abilities Desired:
    • Has strong organizational, administrative and record-keeping skills.
    • Exhibits excellent written and verbal communication skills.
    • Speaks in public with confidence.
    • Understands environmental sciences and natural resources.
    • Shares an interest in environmental issues and policies.
    • Comfortable with GPS units and GIS software; proficiency in ESRI ArcView ®, GoogleEarth ®,
    Microsoft Office Word®, Excel® and PowerPoint®; and other basic computer applications.
    Willingness to learn to use Constant Contact® and the Wordpress content management system
    pending completion of new website design.
    • Carries out responsibilities independently and dependably to complete projects with accuracy and
    thoroughness.
    • Able to work with diverse partners and to resolve conflicts in a professional manner.
    Physical Demands and Working Conditions:
    • Viewing computer terminal, perceiving and transcribing data with accuracy, and keyboarding.
    • Communicating with telephone callers and associates.
    • Occasionally walking long distances and spending extensive time outdoors in a variety of weather
    conditions.
    • Occasionally standing for sustained periods of time.
    • Ascending and descending stairs daily.
    • Occasionally lifting of up to 30 lbs.

    Compensation
     Salary range is between $33,000 to $35,000 (dependent upon qualifications).
     Modest health reimbursement package available after 90-day probationary period; retirement
    benefits may be available should funding be secured to extend employment beyond one year.
