BRIEF DESCRIPTION: Responsible for complex professional planning work that involves directing development and implementation of comprehensive plans for the physical development of the City. Also, plans, organizes, and directs activities associated with implementing current development and design standards such as zoning and subdivision regulations, building codes, and coordinates related requirements. Gathers and analyzes research data and prepares written and oral reports for the City Manager and for boards/commissions.
NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of state statues, particularly the Texas Local Government Code, as it pertains to planning, zoning, subdivision, annexation, and other development related matters. Must be able to analyze and diagnose problems as well as research and interpret codes, regulations, standards, plans and specs. Negotiation, arbitration and conflict resolution skills are essential to balance needs of both internal and external customers. Knowledge and understanding of data and analysis requirements pertaining to subdivision plats, site plans, rezoning proposals, code amendments, demographics, mapping, land use plans and studies. Knowledge of GIS functions. Ability to manage and direct long range and current planning functions. Provide oral and written communication, public speaking and presentation skills. Establish and maintain effective relationships with superiors, elected and appointed officials, employees and the public. Ability to work with various types of material and equipment such as paper records, approved plans and specs, print media, engineering and architectural standard references, survey site, building and area maps, local.
EDUCATION AND EXPERIENCE:
Bachelor’s degree from an accredited college or university with a degree in Urban Planning, Geography, Architecture or another similar degree; Master’s Degree preferred. A minimum of three (3) years of progressively responsible professional experience in municipal government in applying and interpreting local, state and federal regulations. American Institute of Certified Planners (AICP) certification highly preferred.

Certification by the American Institute of Certified Planners preferred
A Valid Class C Texas motor vehicle driver’s license and the ability to maintain a satisfactory driving record

DESCRIPTION:
The City of Anaheim Planning Department is seeking a Part Time Associate Planner to provide responsible professional level services in the area of advanced planning; and to provide assistance to higher level professional and management staff. This position will have a strong focus on the preparation of environmental review documents required under the California Environmental Quality Act (CEQA). Candidates must have at least two years of responsible professional urban planning experience and a Bachelor's degree with major course work in urban planning, architecture, or a related field.
This is a part time position, typically assigned 20 hours per week with no minimum number of hours guaranteed.
ESSENTIAL FUNCTIONS:
  • Manage multiple advanced planning projects, including formation and implementation of workplans, schedules and budgets.
  • Analyze development proposals to determine conformity with General Plan policies and procedures.
  • Prepare and file CEQA documents in support of routine development applications, including Initial Study checklists, Negative Declarations and Mitigated Negative Declarations.
  • Coordinate the processing of zoning code amendments.
  • Determine the impact of legislation, studies, surveys and reports from outside agencies on program activities; research and analyze annexations, reorganizations and de-annexations; prepare reports and correspondence as required.
  • Respond to inquiries from the general public and resolve issues related to the City's planning and zoning functions; research and provide information to City staff and the general public regarding land use issues and environmental documentation; interpret City ordinances and regulations, as well as the CEQA guidelines.
  • Confer with and advise architects, builders, attorneys, contractors, engineers, realtors, appraisers and the general public regarding City planning and zoning policies and procedures including City development policies.
  • Prepare requests for proposals, scopes of work, and agreements for professional services; oversee and monitor the work of consultants.
  • Research and analyze existing or proposed advanced planning functions; prepare reports and presentations for City staff, City Council, and the Planning Commission; prepare and draft ordinances for review.
  • Review development projects for zoning compliance.
  • Review and analyze building plans, grading plans, and encroachment and abandonment requests; coordinate plan check routing between City departments and check for compliance with covenants, agreements and project conditions of approval; manage planning projects.
  • Perform related duties as required.
QUALIFICATIONS:
  • Two years of responsible professional urban planning experience supplemented by a Bachelor’s degree from an accredited college or university with major course work in urban planning, architecture, or a related field. An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying.
  • Knowledge of Modern and complex principles, principles and practices of urban planning, development, zoning and redevelopment; methods and techniques used in the planning and zoning processes; methods and techniques of effective technical report preparation and presentation; principles and practices of basic economics; principles, practices, methods and procedures of data collection and research techniques; legal description interpretation; computer systems used in planning and zoning functions; principles and procedures of record keeping; principles of business letter writing and basic report preparation; office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases; pertinent federal, state, and local laws, codes, and regulations, including the Subdivision Map Act, General Plan, and California Environmental Quality Act (CEQA).
  • Ability to Independently investigate planning, zoning, and related program issues; perform professional planning work with minimum supervision; research, analyze and evaluate new program, methods and procedures; analyze statistical information; interpret and apply federal, state and local policies, procedures, laws and regulations; interpret and explain planning and zoning programs, policies and procedures; make public presentations and recommendations on various aspects of the planning program; operate office equipment including computers and supporting word processing, spreadsheet, and database applications; review and analyze property legal descriptions, covenants, agreements and conditions of approval; prepare clear, concise, thorough and accurate staff reports and correspondence; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with those contacted in the course of work.

About the City:
Located in Marin County approximately ten miles north of the Golden Gate Bridge, the City of Belvedere has a physical setting surrounded by water that is unparalleled. The City has a total area of 2.42 square miles, containing .54 square miles of land and 1.89 square miles of water. It is the smallest incorporated City in Marin County with an estimated population of 2,100 persons.
Belvedere is primarily a residential community, with just a small fraction of the land devoted to commercial uses. The City is completely built out with approximately 900 single-family homes and 100 rental units, many which were designed by famous architects and have historic significance. The City’s comprehensive planning and design review process insures that high standards for both design and construction are maintained throughout the community.

About the Position:
The City seeks a highly qualified, customer service oriented professional with a strong background in design review to serve as Associate Planner.
The Associate Planner, under the direction of the City Planner, will be responsive to a highly involved and educated community that holds the City organization to a high standard of service and accountability. Design review and permitting of renovation projects large and small will consume a significant amount of the Associate Planner’s time.  The Associate Planner will meet with applicants, make site visits, review plans and specifications, evaluate neighborhood and community impacts, write comprehensive staff reports and present well reasoned recommendations to the Planning Commission. Smaller, less complex projects may be approved administratively after thorough staff review.

Ideal Candidate:
The ideal candidate will have a strong design sense, a solid work ethic and the ability to understand the unique residential character of Belvedere. 
The Associate Planner should also have experience with General Plan and Zoning Code amendments, CEQA interpretation and application, affordable housing requirements and reporting, land use and regulatory issues affecting waterfront communities and constraints imposed on properties located within FEMA designated Flood Zones.
Candidates should possess a Bachelor’s degree in urban planning, environmental science, architecture, geography or related field. Three years of progressively responsible planning experience in a local government setting is also required.
