Under direction, the City Planner III will be a project manager for Chicago Landmark designations, including research and writing of designation reports, communicating with stakeholders, and guiding the designation project through legally-mandated steps with fixed timelines. The City Planner III will also assist DPD staff in evaluation of historic properties; and fulfill section 106 duties as required of a Certified Local Government.

GENERAL DESCRIPTION:
This is professional work that that will guide City planning, strategy and
investments in new and existing Neighborhood/Community Centers, coordinate
neighborhood asset cooperation, support resident engagement, and analyze
and report relevant data to effectively employ neighborhood centers in
neighborhood revitalization and on-going neighborhood health. The
immediate assignment for 2015 will be a mid- and long-range plan to
identify locations and costs associated with new centers, as well as
strategies to achieve the plan. Work involves identifying, analyzing and
assessing available data and other pertinent information that can be used
to better understand and measure community development needs within
Madison. This position will write data-based reports presenting public
policy alternatives for policy makers, coordinate and contribute to
internal and external work groups, and may serve as the division’s
primary liaison to other City agencies in conducting high priority
studies, carrying out planning efforts, preparing reports and formulating
policy options. The position will work under the general direction of the
Director of the Community Development Division. The work will require the
exercise of professional judgment and considerable initiative in the
development and completion of assignments.

The City of Madison Planning Division seeks a creative and innovative advanced level Planner who will be responsible for professional urban and community planning work within the Department of Planning & Community & Economic Development. This is a rewarding opportunity to participate and provide professional support to planning activities related to implementation of the Comprehensive Plan and special area plans for districts, neighborhoods, corridors, and station areas. The work involves review of development proposals for consistency with plans, zoning regulations, and special district standards (including urban design and historic preservation districts). The position provides staff support to the Mayor’s City Design Initiative which includes an in-house City Design Studio. The City Design Studio includes staff from different teams in the Planning Division and it provides urban design and architectural rendering support on various planning projects. City Design Studio orchestrates an annual Mayor’s Design Awards program, the first of which will occur in 2015. The position supports senior planning professionals and helps with the day to day administration of the Plan Commission, Urban Design Commission, and Landmarks Commission such as helping to prepare agendas, assemble packets, and distribute packets to Commissioners, as well as helping with neighborhood meetings regarding complex development proposals. As a member of the Planning team, creativity, innovation, imagination, and going beyond the traditional or expected is encouraged. |
| Examples of Duties and Responsibilities: |
| Development Plan Review Review and comment on development proposals for consistency with plan policy and zoning regulations. Provide guidance on architectural details to improve the aesthetic and construction quality of development proposals. Review development proposals for consistency with special district standards (historic districts, urban design districts, conservation districts, Downtown Core, etc.). Negotiate with development teams. Provide development review guidance to junior staff and advise the Principal Planner on design and development standards and objectives. Proactive Urban Design Planning Participate in design charrettes. Render building designs using CAD, Sketchup, other rendering software, or by hand. Plan sites considering site topography, natural features, grading, building layout, mobility network, landscape design on greenfield and redevelopment opportunity sites. Prepare design and development standards for urban design districts, historic preservation districts, conservation districts and form-based zone districts. Prepare pattern books. Provide historic preservation planning assistance to Preservation Planner and support to the Comprehensive Preservation Plan. Commission Management Prepare agendas and assemble packets for Commission meetings. Prepare Powerpoint presentations and visual aides. Draft staff reports and review staff reports prepared by junior staff. Provide assistance to the Principal Planner. Outreach to the Public and Elected Officials Neighborhood meeting coordination and presentation. Regular interaction and coordination with Alders. Participation at Mayor’s Planning Team – present development updates. Annual Mayor’s Design Awards Program Development Develop program.
Create project website.
Coordinate event. Supervise project staff team. Oversee nominations and selection process. Perform related work as required. |
| Minimum Qualifications: |
Knowledge, Skills and Abilities:
Thorough knowledge of applicable land use, community planning, transportation planning, and urban design theories, principles and practices. Thorough knowledge of and ability to use computer software applicable to the duties of the position. Working knowledge of local ordinances and laws, governmental review processes, and design considerations and their application. Ability to communicate effectively both orally and in writing. Ability to develop and maintain positive and effective relationships. Ability to review development plans and specifications and to identify planning issues. Ability to prepare and present related graphic and design materials. Ability to create and deliver presentations to large groups of people. Ability to use computers to draft a variety of correspondence and reports, to conduct statistical analyses, and to conduct research. Ability to deal with complex information, to identify problems, and to conduct relevant research and analysis and prepare narrative and statistical reports. Ability to plan, and structure analysis for planning projects. Ability to exercise judgment and discretion in completing independent projects. Ability to coordinate and manage planning projects, team activities and citizen group efforts. Ability to assign, coordinate and review the work of subordinates. Ability to independently plan and carry-out planning projects and implement planning initiatives. Ability to provide primary staff support to policy review bodies and to facilitate the implementation of their decisions. Ability to assist in policy and ordinance development. Ability to maintain adequate attendance.
Training and Experience:
Two years of professional planning experience comparable to that gained as a Planner 2 with the City of Madison. Such experience would normally be gained after graduation from an accredited college or university with a degree in Architecture, Landscape Architecture, Architectural History, Historic Preservation, Urban Studies, Urban and Regional Planning, Geography, Real Estate Development and other related studies or programs. Other combinations of training and/or experience which can be demonstrated to result in the possession of the knowledge, skills and abilities necessary to perform the duties of this position will also be considered.

| Special Requirements: |
Ability to meet the transportation requirements of the position.
Physical Requirements:
Incumbents must be able to physically access and inspect construction sites throughout the City. In addition, incumbents will be expected to attend meetings and provide presentations outside the normal work schedule, including evenings and weekends.
