As an essential member of the Chicago Department of Public Health, the Coordinator of Research and Evaluation has a vital role in promoting and managing the application of research and evaluation projects in CDPH bureaus, programs, and services.
This posting is for (2) vacancies within the below programs:
1. Overview of the Community Planning & Equity Zone Initiative:
• Under direction of the Director of Health Equity & Strategic Partnerships, this position also plans and directs the full scope of research and evaluation activities in the Office of Community Planning and Equity Zones, under the Bureau of Community Health. This includes the design, data collection, and implementation of recommendations. The role will support our development and implementation of the City’s Community Health Assessment and Community Health Improvement Plan (CHA/CHIP), currently called Healthy Chicago 2025 (HC2025). The role will also support building community capacity for research and evaluation within the Healthy Chicago Equity Zones.
• Our Community Planning and Equity Zones team works to create structural changes so that people most impacted by inequities have power and resources to implement their own solutions. An example of Healthy Chicago 2025 in action is CDPH’s investment in the Healthy Chicago Equity Zones (HCEZ) – regional and hyperlocal organizations that advance strategies to confront the social and environmental factors that contribute to health and racial equity, with the goal of closing Chicago’s life expectancy gap. Through community capacity building, we work with neighborhood residents and stakeholders to identify and take action on the issues that are most important to them.
2. Overview of Office of Research and Evaluation (ORE):
• Under direction of the Director of Epidemiology, this position plans and directs partnerships with universities and other research organizations and developing or integrating collaborative projects or special studies that aim to improve public health outcomes in the city of Chicago.
• CDPH Office of Research and Evaluation promotes the application of research, evaluation and assessment to CDPH in order to increase the knowledge and support recommendations for best practices for CDPH programs and services. CDPH ORE works identify grant opportunities and grant preparation for research, evaluation, needs assessments and outcome measurement projects. CDPH ORE serves as a liaison to local and national academic stakeholders including universities, research institutes and policy think tanks to initiate collaborative projects and integrate CDPH programs and staff into grant opportunities. CDPH ORE promotes the increased use and creation of research and scholarship among CDPH staff and their stakeholder organizations.
ESSENTIAL DUTIES & RESPONSIBILITIES
• Designs and conducts studies and surveys to collect data regarding the quality, effectiveness and cost benefits of programs, services and resources
• Monitors and reports to management on any partnership issues
• Interprets collected data and prepares reports detailing findings and making recommendations for improvements
• Monitors the effectiveness of program changes and recommends modifications as needed.
• Research programs and services provided by other cities and agencies and recommends incorporating best practices into existing programs
• Works across city departments, public and private agencies and other service providers to coordinate data collection, tracking and reporting procedures and to improve the sharing of research data;
• Reviews procedures utilized in evaluating department programs to ensure that appropriate methods are used
• Provides research and evaluation consultations and technical assistance to public health sector, other cross-sector government and community partners seeking health system level changes in plans or projects
• Communicating results of local and national research and assisting with interpretation and application to practice and policy
• Develops research capacity-building opportunities and trains community partners on how to integrate research and evaluation into project planning
• Develops and cultivates relationships with cross-sector and community partners to identify and support opportunities to better integrate a health and racial equity lens and enhance community participatory research and evaluation approach
• Determines the need for new evaluation techniques and develops them as required
• Develops computer databases to generate reports for program evaluation.
• Supports writing proposals and grant applications to obtain funding for projects
• May participate in program development and monitoring of grant funded projects;
• May supervise staff engaged in conducting research studies and analyzing data
• Support Community partners in co-development of hyperlocal research agendas and connecting partners to research and program evaluation information, services, and best practices
• Other duties as required

Hours: 8:30am – 4:30pm
Qualifications
MINIMUM QUALIFICATIONS
• Graduation from an accredited college or university with a Master’s degree in Research, Business Administration, Urban Planning or a related field
• Four years of progressively responsible research experience, or an equivalent combination of training and experience.

• Considerable knowledge of research methods, analysis and techniques
• Considerable knowledge of statistical methods and procedures
• Considerable knowledge of participatory research and evaluation approach best practices
• Some knowledge of departmental programs and services
• Ability to design and conduct research studies.
• Ability to analyze, monitor and evaluate program effectiveness.
• Ability to prepare narrative and statistical reports.
