What:
Clerk: The individual selected for this position will:
- Perform administrative activities such as following up on requests for information, ensure the correct material is provided, and distribution of office materials and incoming mail. Maintain correspondence files.
- Monitor personnel/payroll processing activities, resolve and recommend corrective actions using an automated system.
- Communicate with internal and external customers, answer inquiries regarding office procedures, respond to multiple customer demands.
- Create memoranda and correspondence, review for accuracy and procedural compliance on personnel and payroll documentation based on rough drafts or verbal instructions.
- Use office automation software such as database or spreadsheet to enter, revise, sort or calculate, and retrieve data; graphics software to provide graphic symbols, charts and graphs.
- Operate various office machines such as the copy machine.
Census Recruiter: The individual selected for this position will:
- Develop, organize, manage, and implement the recruitment program, activities, and functions of the excepted service employees of the Regional Census Center.
- Develop a strategic plan for recruitment programs, operations, and goals for the Regional Census Center.
- Conduct or participate in group recruiting sessions.
- Analyze and monitor progress, performance and cost data of a recruitment program to ensure recruitment operations are within specific time limits and budget constraints.
Media Specialist: This position is responsible for planning, developing, and coordinating the partnership agreements with federal, tribal, state, local government, and/or local businesses and community groups to develop specific strategies to eliminate enumeration barriers in specific regions in support of the Decennial Census. The individual selected for this position will:
- Establish partnerships with local affiliates of national media organizations while placing a high emphasis on building and solidifying partnerships with news media.
- Ensure that partnership agreements with media outlets are monitored and nurtured and that the commitments are carried out and fulfilled by media partners. This includes addressing questions and concerns, resolving problems, and renegotiating partnerships as needed.
- Work independently and with teams to plan and implement communications outreach. Arrange editorial board meetings and participate in local and regional journalism conferences and conventions.
- Distribute video and audio new releases linked to key operations conducted over the course of the census (e.g., the communications campaign, recruitment, questionnaire delivery and mail-back, among others.)
- Coordinate all external media inquiries, requests and accesses to census events and develops creative ways to keep the public informed and updated on the locations and hours of operation of Census operations.
- Write and edit technical information about statistics and federal programs into clear, concise text for media, the public and/or internal audiences.
Regional Technician: The incumbent of this position serves as a regional staff representative between assigned Decennial offices and the Chicago Regional Census Center (RCC), as a technical and procedural specialist in the RCC in a variety of areas. The individual selected for this position will:
- Utilize data collection procedures to research, resolve, and clarify problems when applicable.
- Provide administrative guidance to managers of the Area Census Offices (ACO) in order to assure timely, orderly, and efficient conduct of decennial pretests and Decennial.
- Monitor the ACO recruiting operations by working closely with Government Partnership Specialists, Community Outreach, and Media Partnership Specialists; maintaining contact with appropriate referral services in order to identify recruitment efforts.
- Serve as a point of contact assisting with problems involving daily telephone contact, and periodic travel to assigned ACO's.
Travel Required: 75% or less - This position requires frequent travel.
Salary: $55,905 to $105,392 per year
Qualifications:
Clerk: To be eligible for the GG-05, you must have one year of experience at a level of difficulty and responsibility equivalent to the GG-04 in the Federal service. Specialized Experience for this position includes: Experience in using computers for word processing, databases and automated systems for programmatic information, action item tracking, and document control. Experience using office machinery such as printers, scanners, fax machines, copiers etc.
OR
Education: Successful completion of a full 4-year course of study in an accredited business, secretarial or technical school, junior college, college or university may be substituted for the required experience for the grade 05. Equivalent combinations of successfully completed post-high school education and experience may be used to meet qualifications.
Census Recruiter: One year of specialized experience equivalent to the next lower grade level that demonstrates implementing a recruitment plan designed to meet unique staffing requirements such as part-time employment, shift work, or second income positions in a competitive labor market through professional employment agencies, state unemployment offices, vocational or technical schools. Must also have experience in participating in meetings with specialized groups, and gathering information on recruitment programs or activities by conducting interviews of individuals.

EDUCATION: Two full years of graduate education or a master’s degree directly related to the position that demonstrates operations management; organizational behavior; managing human resources; personnel management; personnel interviewing; project management; operations research, approaches to managerial decisions; creative writing; advertising; public relations techniques.
Media Specialist: EXPERIENCE: Applicants must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience is work experience coordinating and assisting with conducting media interviews and press conferences; participating in media events by scheduling and securing media support; and coordinating external media inquiries, requests, and access to events.

EDUCATION: Two full years of graduate education or master’s degree directly related to the position that provided knowledge of broadcast journalism; print journalism; creative writing; public administration; advertising; composition; mass communication or mass media; public relations techniques; or radio, television, and film production. EXPERIENCE: Applicants must have one year of specialized experience equivalent to the GS-09 level in the Federal service. Specialized experience is work experience conducting media interviews and press conferences; developing creative ways to keep the public informed; developing and maintaining databases; and providing media training to management staff.
OR
EDUCATION: Three full years of graduate education or the Ph.D., directly related to the position that provided the knowledge of speech communication; broadcast journalism; creative writing; public administration; advertising; mass communication or mass media; public relations techniques; or radio, television, and film production. EXPERIENCE: Applicants must have one year of specialized experience equivalent to the GS-11 level in the Federal service. Specialized experience is work experience implementing media strategies; working with a variety of media outlets such as television, radio, newspapers, and journals to establish partnerships; addressing questions and concerns, resolving problems, and renegotiating partnerships; writing and editing technical materials for public and/or internal audiences.
EDUCATION: No substitution of education for experience is permitted.
Regional Technician:
EXPERIENCE: You must have one year of specialized experience equivalent to the grade 07 level in the Federal service. Specialized experience at this level may include assisting with the conduct of recruiting of applicants; experience making arrangements for training facilities; experience reviewing the work of office and field staff. Experience providing assistance in areas such as office automation, equipment and administrative operations as well as travel arrangements.
OR
EDUCATION: Successful completion of two full years of graduate education or a master's degree.
EXPERIENCE: You must have one year of specialized experience equivalent to the grade 09 level in the Federal service. Specialized experience for this position includes: Experience with monitoring and guiding aspects of an organization's recruitment efforts; experience monitoring costs and progress of projects; experience providing oversight to formal training and administrative programs.

EDUCATION: Successful completion of three full years of graduate education or the Ph.D.
EXPERIENCE: You must have one year of specialized experience equivalent to the grade 11 level in the Federal service. Specialized experience for this position includes everything at lower grades listed above as well as: experience providing oversight to data collection programs and projects; experience analyzing demographic data and information; experience providing quality control oversight for information collected in support of office operations. Finally experience providing administrative support to office management.
EDUCATION: No substitution of education for experience is permitted at the GG-12 level.
