Who: City of Elmhurst, Illinois
What: This position is a responsible administrative position involved in assisting in the preparation and administration of long-range planning, land development, rezoning, subdivision and other land use issues. The major purpose of the Assistant City Planner is to support and assist the City Planner in administering the City’s land use regulation program by providing focused attention and specialized expertise. This includes assisting the City Planner in the administration and enforcement of the City’s general zoning ordinance and other related ordinances; Staff liaison to the Development, Planning and Zoning Committee and Zoning & Planning Commission and additional meetings held outside normal business hours. Assists in administering the City’s Sustainability Plan. Responsibilities include:
• Assists in the administration and enforcement of the Zoning Ordinances.
• Prepares information packages (plans, reports, etc.) and meeting agendas for the Commission and Council members.
• Assists in reviewing and recommending revisions to zoning, subdivision and municipal codes as well as specific ordinances, covenants agreements and related control documents.
• Assists in coordinating special planning projects.
• Prepares written reports for the Zoning and Planning Commissioners relating to such subjects as land development, rezoning, subdivision and transportation.
• Works closely with the City’s IT Department with respect to mapping (GIS), establishment of appropriate databases and other land use matters.
• Provides assistance in evaluating and designing short and long-range plans with reference to the City’s transportation needs including parking management and bicycle facility planning.
• Explains, advises and interprets planning and zoning policies and procedures with land developers, realtors and property owners regarding land development potential.
• Reviews land use applications for completeness and accuracy.
• Maintains the central filing system and a continuous record of all correspondence and significant conversations.
• Receives and assists in the review of informal and formal land development proposals, suggests modifications.
• Assists in coordinating plan review with other departments and issues development reports.
• Identifies grant opportunities and coordinates submissions for land acquisitions and developments.
• Understands & communicates the City’s economic development programs.
• Performs other duties as assigned.
Qualifications:
• Bachelor degree in city, regional or urban planning or related field.
• AICP (American Institute of Certified Planners) Certification a plus. Incumbent is expected to earn Certification within Institute’s timeframe.
• Comprehensive knowledge of the principles and practices of municipal government.
• Comprehensive knowledge of the laws, rules and regulations governing municipal planning and zoning.
• Comprehensive knowledge of research principles, techniques, and report procedures.
• Ability to speak effectively before large public groups.
• Ability to effectively communicate in writing and verbally and utilize basic office equipment such as computers, fax machines and copiers.
• Ability to establish and maintain working relationships with developers, contractors, leaders of business and industry, co-workers and the general public.
• Ability to interpret and explain land use law.
Critical Requirements:
• Strong math skills.
• Experience with Microsoft Office, GIS, Photo Shop and AutoCAD.
• Considerable ability to express facts and ideas clearly and concisely, orally and in writing; and considerable ability to plan, and work with professional and para-professional staff.
Compensation: $71,162.99 - $88,954.54 plus excellent benefit package
