Duties and Responsibilities
Technical support to County of Kauai (35%):Provide technical support to the local county Department of Planning and resource agencies (e.g. Department of Parks and Recreation; Department of Public Works; Buildings Department; Floodplain Manager, Civil Defense, etc.) on design, alternatives analysis, construction, and review of shoreline development projects, land use planning and coastal hazards mitigation.
Assisting the Department of Planning with environmental reviews for shoreline applications. Facilitate the development, modification, or interpretation of rules and policies to better protect and enhance coastal resources, and assist the County in implementing rules and policies in conformance with Hawaii Revised Statutes (HRS) Chapter 205A Coastal Zone Management.
Provide technical assistance on interpretation of modern and historical shoreline erosion rate data including technical support in the transition and implementation of revised shoreline setback rules based on erosion data.
Education and Outreach Activities and/or Special Studies (30%):Coordinate activities, including presentations and workshops, aimed at increasing public awareness of coastal processes and hazards, sustainable coastal land use practices, climate change adaptation, and beach and shoreline management.
Maintain close contact with interested organizations, agencies and individuals representing a balanced cross-section of the community within the state to improve data gathering and evaluation of coastal development projects and shoreline management issues.
Assist the public in providing unbiased technical information in understanding shoreline rules and regulations.
Assist with special studies identified by the County of Kaua‘i Planning Department.
Other Duties (35%):Interpreting and distributing research products related to coastal hazards and coastal zone management policy including potential impacts of climate change, climate change adaptation policy, coastal erosion, sea level rise, storm surge and episodic coastal hazard events.
Conduct site visits and write technical reports and recommendations for coastal hazards and coastal zone management planning. Assist county agencies with incorporating understanding of coastal hazards and climate change in coastal land use planning in an effort to avoid or otherwise mitigate coastal hazards.
Produce timely reports of outreach and education activities conducted for national and county program reporting.Other duties as assigned.
Assistant Extension Agent Minimum Qualifications
A Master’s degree from a college or university of recognized standing in ocean or earth science with major course work in coastal processes or land use, coastal science, shoreline management, natural resource management or planning or a related field; or in addition to a Bachelor’s degree, 30 credit hours of post-baccalaureate academic work in the fields listed above
At least three years of successful experience in Cooperative Extension work, Sea Grant Extension work or equivalent in research relevant to coastal processes
Ability to exercise independent judgment and to assume responsibility for maintaining an Extension program
Ability to work harmoniously with other agents in an integrated Extension system and with related agencies.
Associate Extension Agent Minimum Qualifications
A Master’s degree from a college or university of recognized standing in ocean or earth science with major course work in coastal processes or land use, coastal science, shoreline management, natural resource management or planning or a related field, in addition to the Master’s, 15-credit hours of post-baccalaureate academic work in the fields listed above
At least four years of experience as Extension faculty member or its equivalent in relation to the fields listed above in the next lower rank
Demonstrated ability to lead and develop leadership in ExtensionProven administrative ability to conduct a well organized program in County Extension or Sea Grant Extension
Proven ability to work harmoniously with the agents of other counties in an integrated Extension program and with related public agencies.
Desirable Qualifications
Ability to provide unbiased, technical coastal and marine related information, while maintaining neutrality on specific projects and issues
Experience analyzing shoreline erosion maps, statutes, rules and ordinances at the County, State and Federal level covering shoreline management and coastal land use
Experience with traditional education, extension and outreach methods
Familiarity with surveying and mapping techniques
Familiarity with climate change and potential coastal and marine impacts and adaptation strategies
Familiarity with national and international coastal zone management policies and programs as they relate to potential application in Hawaii
Familiarity with Hawaiian shoreline characteristics and cultural/recreation practices including: historical shoreline erosion rates and trends, seasonal wave dynamics, coastal processes and hazards, wave reef interactions, coastal dune behavior and native coastal plant species
Familiarity with coastal hazard mitigation strategies and impacts on natural resources from extraction and nourishment operations, beach erosion and mitigation techniques, littoral budgets and impacts of alternative shore stabilization technologies and situations
Knowledge of common computer programs and geographical information systems including oceanographic wave and beach numerical modeling
