Acts as principal liaison to assist diabetes program administrator in planning,
coordinating, monitoring and evaluating diabetes and related programs statewide
(e.g., CVH, tobacco use, kidney disease); develops and maintains an evaluation plan
in conjunction with the Diabetes Annual Action Plan (e.g., program logic model,
goals, short term, intermediate and long term goals, intervention plan); analyzes
collected data in order to support selected intervention focus areas (e.g., promoting
social environmental policy and systems in the State of Ohio, health communication
interventions and interventions to improve health care systems); reports evaluation
data to Center for Disease Control (CDC) and Prevention; develops and implements
an evaluation for Ohio Diabetes Alliance; engages community partners (e.g.,
American Diabetes Association, Kidney Foundation) in evaluation of both diabetes
program and related projects; and works as diabetes program’s liaison with diabetes
epidemiologist to develop indicators which will be used to apply principles to the
collection, maintenance, use, and dissemination of data and information.
Analyzes information (e.g., data from surveys related to chronic diseases) related to
program objectives, strategies and existing delivery systems and prepares and
reviews operational program plans. Identifies and uses appropriate data sources for
use in program planning. Identifies areas where existing systems may require
modification and researches alternatives that are available. Assists program manager
in interpreting results/findings from data and utilizing those towards needs
assessment and program performance improvement. Formulates recommendations,
for review by program manager, based on project analysis and determination of
other program areas where the results could be reasonably applied. Publishes or
assists supervisor in publishing significant results from diabetes and related area
projects.
Participates in all diabetes staff, Bureau of Health Promotion and Risk Reduction,
Data Workgroup and Ohio Diabetes Alliance meetings. Leads policy efforts through
monitoring diabetes and other relevant legislation on a state and national basis in
order to provide input to program manager regarding program direction. Works with
social marketing staff through managing media campaigns by researching proper
media play of diabetes and integrated programs public service announcements
(PSAs). Evaluates media activities and develops reports of the effectiveness of
media campaigns. Attends all related diabetes conferences and/or trainings to ensure
state of the art application. As assigned, serves as a member of a Disaster
Recovery/Business Resumption team, Incident Response Team, or similar public
health response team which may include the conduct of operations on a 24/7 basis
at remote locations.

Minimum Qualifications:
Completion of undergraduate core program or 24 mos. exp. in assigned program
area (e.g., engineering, landscape architecture, rehabilitation, mental health
technology, transportation, physical, behavioral & social science, urban or community
planning, natural resources, business or public administration); 9 mos. trg. or 9
mos. exp. in operational, mathematical, analytical or statistical research methods
used in conducting & documenting research studies; 1 course or 3 mos. exp. in
public relations; 1 course or 3 mos. exp. in budgeting; 1 course or 3 mos. exp. in
technical writing or business communication.
-Or 6 mos. exp. as Planner 2, 85312, in assigned program area.
-Or equivalent of Minimum Class Qualifications For Employment noted above.
Major Worker Characteristics:
Knowledge of operational, mathematical, analytical &/or statistical research
techniques used in problem solving & decision making; assigned program area (e.g.,
engineering, geology, natural resources, transportation, physical, behavioral & social
science, landscape architecture, business administration, mental health technology,
rehabilitation, radiological science, urban & community planning); public relations;
supervisory principles/techniques*; budgeting. Ability to define problems, collect
data, establish facts & draw valid conclusions; write meaningful, concise & accurate
reports; write complex reports & position papers. (*)Developed after employment.

PREFERRED QUALIFICATIONS:

Health; Experience in program planning and evaluation; working with diabetes
prevention and/or control programs; with quantitative and/or qualitative analysis;
presenting training and/or public speaking; working on multi-agency projects; with

and ability.
