The Congressional Research Service seeks a senior level executive with experience in overseeing an organization-wide research program to serve as its Deputy Director.

For nearly a century, the Congressional Research Service (CRS) has provided confidential, authoritative and nonpartisan analyses to Congress to support its legislative deliberations and oversight activities. CRS is located on Capitol Hill, within the Library of Congress, allowing direct access to committees and Members of both the House and Senate. CRS staff work in a collegial, campus-like environment that fosters and encourages collaboration across issues and disciplines.

If you are selected for this challenging role, you will serve as the principal advisor to the CRS Director with an emphasis on overseeing the research planning and management activities of the Service and ensuring that CRS meets Congress’ needs for research and analysis. As the CRS Deputy Director, you will serve as a principal CRS representative to Members, committees and officers of the United States Congress.

Job Requirements

1. Knowledge of U.S. public policy issues and problems. I am recognized by decision-makers as a professional resource in specific areas of U.S. public policy, and in a leadership role have applied broad multidisciplinary knowledge to ensure an organizational client’s needs for research and analysis were met.
2. Ability to lead and oversee an organization-wide research program. I have routinely led and managed an organization’s public policy research and analysis program and been responsible for maintaining the organization’s research agenda to address current national or transnational public policy issues.
3. Ability to ensure the accomplishment of organizational strategic and operational goals. I have planned, organized, and managed complex organizational processes involving multidisciplinary teams, including being responsible for defining and enumerating all essential project tasks, delegating tasks among staff/team members, and being responsible for the success of the project and final deliverables.
4. Ability to exercise judgment and discretion. I have successfully managed work-related situations with organization-wide consequences that required sound judgment and discretion, consistently working within the context of organizational policies, standards, and practices using utmost sensitivity and commitment to confidentiality.
