Job Description

ICP seeks ambitious, experienced, and quantitative researchers to work with a multi-disciplinary team of analysts on policy issues affecting poor and homeless children and their families. The Senior Policy Analyst will be responsible for collecting, evaluating, and analyzing data, including conducting statistical analysis, related to the connections between child poverty or homelessness and social policies. The researcher will be required to write and prepare research reports, fact sheets, and policy briefs to communicate outcomes to influence public policy in New York City, New York State, and the United States. The Senior Policy Analyst will also formulate research questions and oversee projects conducted by junior staff and advise management on the methods, analysis, and outcomes of the research.

Job Requirements

* Master's degree in the social sciences, humanities, or public affairs preferably in economics, political science, sociology, public policy, urban studies, history, or geography.
* Minimum of three years work experience in the quantitative research of public policies.
* Minimum of one year of work experience with the hands-on supervision of research staff.
* Excellent writing and communication skills, with the demonstrated ability to synthesize and communicate complex issues.
* Ability to work both independently and collaborate across disciplines, demonstrating both initiative and accountability.
* Familiarity with poverty and homelessness research and relevant data sets, including U.S. Census data.
* Familiarity with federal financing mechanisms, and state and county budget data.
* Proficiency in statistical software such as SPSS, STATA, SAS, MATLAB, S-PLUS, or R.
* Experience with databases and software such as Microsoft Access or SQL is a plus.
* GIS experience is a plus.
* Fluent with Microsoft Office programs; Mac experience preferred.

Background:

LISC is a national non-profit intermediary that provides financial and technical assistance to community-based organizations, public agencies and private (for-profit) entities focused on the redevelopment of urban neighborhoods and rural communities. The Greater Kansas City program seeks to attract, coordinate and provide resources to such groups to assist in transforming targeted neighborhoods into healthy, sustainable communities in partnership with their residents.


Greater Kansas City LISC is seeking a Program Officer to assist in the implementation of the NeighborhoodsNOW Program. NeighborhoodsNOW is an intensified investment program in six neighborhoods in metropolitan Kansas City, where multi-dimensional community-building tools are used to improve the quality of life of individuals living in those communities.


The Program Officer will also have responsibility for servicing part of GKC LISC’s financing portfolio, composed principally of grants and loans made to community-based organizations for programs and projects in various communities throughout the city.


Also, this position is responsible for developing partnerships in crime and safety throughout the metropolitan region and creating and implementing the Community Safety Initiative model in NeighborhoodsNOW communities.


The position will report to the Executive Director of Greater Kansas City LISC.



Responsibilities:


ü Implement NeighborhoodsNOW in two or more of the neighborhoods selected for NeighborhoodsNOW, as assigned.



ü Recommend grants and loans for projects in those neighborhoods.



ü Negotiate, structure, underwrite, close and service loans as they develop.



ü Oversee and/or prepare grant and loan documents for participants and projects in the program including government grants.



ü Work with and provide information to individuals and organizations that are engaged to document and evaluate the program



ü Work with neighborhood residents and stakeholders to create and implement Quality of Life Plans to meet their economic, safety, housing and educational needs.

PREFERRED EDUCATION/EXPERIENCE:4-year degree in Urban/Environmental Planning or related field and 20 years of planning experience on airport projects. The New York City office of the Local Initiatives Support Corporation (LISC) seeks a professional to fill the position of Community Development Associate. Responsibilities:
Capacity Building
 Work closely with Director of Capacity Building to implement LISC NYC Capacity Building program – technical assistance and training priorities and opportunities for special initiatives.

Participants will have been making $25,000-$75,000 in their previous job, a group that makes up approximately half of the unemployed population in Chicago but has been largely left out of stimulus and other public programs aimed at supporting and retraining dislocated workers.

The critical innovation of Chicago Career Tech is its integration of training with work. Program participants will work 16 hours per week in targeted service learning assignments. Additionally, they will be engaged in on-the-job technology experiences and training approximately 32 hours per week. A spectrum of courses will be offered, delivering advanced skills’ training that leads to certification in growing sectors. Participants will receive approximately $400/week in income support during their participation in the six month program. Training vouchers will also be provided. RESPONSIBILITIES
We are seeking an experienced, hands-on finance and business operations leader with a proven track record of success in the public and/or private sectors. The individual must be able to effectively multi-task, as well as manage activities of several vendors at one time.

The Finance and Operations Manager will:
• Develop and manage annual and 3 year budgets, ensuring financial sustainability. Prepare monthly, quarterly and year end financial reports.
• Process all accounting transactions in Quick Books accounting system, ensuring proper controls are set-up and maintained. Issue checks to vendors, ensuring accurate and timely payment.
• Manage cash flow, balancing the timing of revenue from a variety of sources with program expenses. Set-up bank accounts and maintain controls and accountability over accounts.
• Manage all formal procurement activity, including developing RFP’s, reviewing RFP responses, vendor negotiations and contracting.
• Manage the stipend (payroll) processing vendor, ensuring all payments are accurate, with proper supporting documents and in compliance with all governmental agencies.
• Periodically audit contract performance for contracted vendors.
• Provide tax documentation to all contributors.
• Support the Finance Committee of the Advisory Board as needed, including providing reports and analysis.
• Coordinate insurance coverage with WBC Director of Operations

Overview
The Site Manager will serve as AmericaSpeaks’ local representative to one of the 5 cities in which the AmericaSpeaks: Our Budget, Our Economy national town meeting will be held. Site managers will coordinate all local aspects of the project in their respective cities to ensure that the town meeting is successful. Site managers will be AmericaSpeaks’ eyes and ears on the ground to report back on the initiative’s progress and how the initiative is being perceived on the ground.

Roles and Responsibilities

The Site Manager serves as the site leader and is responsible for ensuring all elements of the meeting are integrated and well-suited for the site’s needs. The site manager works with all local partners to conduct outreach, community engagement and adequate communication.

Participant Outreach
• Identify local stakeholders and conducting briefings with them
• Identify organizations and contractors that will be local outreach partners
• Create and run a local advisory committee to support outreach
• Disseminate outreach materials and up-to-date information to local contacts and organizers
• Monitor registration numbers and work with management team to devise supplementary outreach strategies to ensure diverse participation
• Work with organizers to develop a strategy for demographic outreach and work with local contractors and partners to conduct targeted outreach

Community Engagement & Media
• Work with the local advisory committee to develop and participate in follow-up strategy

monitoring diabetes and other relevant legislation on a state and national basis in
order to provide input to program manager regarding program direction. Works with
social marketing staff through managing media campaigns by researching proper
media play of diabetes and integrated programs public service announcements
(PSAs). Evaluates media activities and develops reports of the effectiveness of
media campaigns. Attends all related diabetes conferences and/or trainings to ensure
state of the art application. As assigned, serves as a member of a Disaster
Recovery/Business Resumption team, Incident Response Team, or similar public
health response team which may include the conduct of operations on a 24/7 basis
at remote locations.

Primary Purpose

Provide day-to-day management of operations including program implementation and real estate development lending. Oversee implementation of the Sustainable Communities program, which is an intensive investment program in 5 neighborhoods in Detroit, where community-based agencies lead comprehensive community development program. Provide strategic planning and direction to high-level professional staff. Work closely with key clients to realize real estate development goals. Develop detailed operational plans for new ventures or service offerings; conduct coast-benefit analysis on client services; analyze real estate development opportunities and research best practices for revitalizing urban communities. Manage multiple client relationships and projects. Achieve programmatic and development goals mutually developed with Executive Director.

Key Accountabilities

1. Service as a key member of senior management team, participating in the strategic planning process for the organization. Accountable for achievement of program goals and outcomes.

2. Oversee implementation of the Sustainable Communities program in selected neighborhoods.


3. Create and/or find other programs or resources that will enhance the Sustainable Communities program.


4. Coordinate with, train and supervise professional staff that have responsibility for Sustainable Community neighborhoods and manage internal operations.


5. Plan and direct activities of Local Advisory council sub-committees.


6. Keep abreast of industry trends, best practices, creative financing techniques and other community development indicators. Convert industry standards to local conditions.


7. Manage professional contracts and grants process.


8. Assume responsibility for special projects as assigned.



Qualifications
