The Division of Transportation Planning & Management (TPM) seeks an experienced, innovative, visionary and empathetic candidate to serve as Assistant Commissioner of Transit, responsible for developing public transit-supportive street infrastructure and policies to improve mobility for all New Yorkers. Reporting directly to the Deputy Commissioner of TPM, the Assistant Commissioner will be responsible for managing, planning and implementing a large portfolio of highly visible and complex transportation projects that support improved bus service and better public transportation in New York City, as well as building a diverse and inclusive team supporting that effort.

Summary 

Works with MARTA staff in Transit System Planning, External Affairs, Marketing, Facilities Maintenance, Safety, Bus Operations, Information Technology, and others to address issues related to bus stops. Conducts field investigations and prepares work orders to respond to issues identified at bus stops.  Prepares documentation and conducts analysis related to bus stop issues and projects.  Responsible for maintaining attribute data and collecting GPS coordinates for the bus stop database.

Associate Planner, Service Planning and Scheduling - Pace Bus

What: Under the direction of the Section Manager, Service Planning and Scheduling, plans, designs, implements and evaluates changes in fixed routes, community transit and paratransit services operated by Pace garages and contractors; analyzes route performance data to make improvements in service; conducts field work to review current service and plan new service; investigates and responds to internal and external queries and input pertaining to fixed route and community transit services; participates in Pace service restructuring initiatives to increase ridership and revenue, decrease travel time, and find new markets; attends public meetings and responds to inquiries about planning or scheduling of specific routes; and performs other duties as assigned.

Job Description: 
Assists in the development, planning, and review of existing and proposed bus routes. Assists in the development of the annual Transit Service Plan. Assists in the strategic planning for bus and rail service integration. 

Responsibilities and Specific Duties:
  • Assists in planning and implementing new and restructured local, regional, and emergency transit services.
  • Prepares maps and other geographic analyses of ridership, socio-economic trends, and other transit related data.
  • Conducts, compiles, and summarizes data including ridership, passenger overloads, service reliability, and customers' input to support recommendations for service modifications, and prepares related charts and reports.
  • Meets and communicates with members of the public to respond to questions on subjects relevant to METRO service.
  • Provides assistance in responding to requests from the public or outside agencies.
  • Attends rider forums, public hearings, and other necessary functions.
  • Analyzes schedules and identifies areas for improvement to enhance service efficiency and effectiveness.
  • Abstracts bus route nodes and segments, calculates running times and mileage, and calculates and constructs headways.
  • Assists in the development of single branch route schedules using Trapeze scheduling system.
  • Assists in preparing public timetables and marketing pieces for public dissemination.
  • Prepares for and assists with administering bus and rail operator sign-up.
  • Maintains operator comfort station and route destination sign codes in Trapeze.
  • Assists with other departmental efforts to develop materials communicating the implementation of transit service programs and modifications.
  • Provides staff support and coordinates on various projects with other divisions.
  • Promotes safety awareness and follows safety procedures in an effort to reduce or eliminate accidents.
  • Performs related duties as assigned.
Minimum Qualifications/ Requirements: 
Associate Arts (AA) degree with coursework in GIS and statistics. Bachelor's degree in transportation
planning, public administration, urban planning or a related field preferred. A combination of education and related experience may be considered in lieu of education requirements.

Minimum one (1) year experience in planning, GIS or technical data analysis.

Interpretive ability of technical data and knowledge of basic statistics. Strong verbal and written communication skills. Working knowledge of PC's and related software (MS Office). Knowledge of ArcGIS software. Bilingual (Spanish) preferred. Must be a self-starter.

Service Planner - Pace - Arlington Heights, IL

This is an advanced planning position within the Service Planning section of the Strategic Services Division at Pace headquarters in Arlington Heights, Illinois and entails more responsibilities than the Associate Planner position. Under the direction of the Service Planning Section Manager and guidance of other key managers within Strategic Services, performs the following tasks: Plans and implements changes in fixed routes, community transit and paratransit services operated by Pace garages and contractors; analyzes route performance data from Pace's intelligent bus fleet such as on-time performance and ridership data in order to make improvements in service; conducts field work to review current service and plan new service; calculates the costs of service changes; participates in the posted stop project as needed; participates in Pace service restructuring initiatives whereby current service is evaluated region by region by a cross-functional team with the goal of adjusting service to increase ridership, revenue and speed; investigates service inquiries from the public; attends public meetings when needed; is outstationed at one or more Pace garages several times a month; assists in training and mentoring new planners and interns; and other duties as assigned.

Qualifications:
The qualified candidate must have at least five (5) years experience in public or private transit as a transit planner (a combination of full time employment and internships in transit planning can be used in computing years of experience) plus a Bachelor's Degree in Urban Planning with a focus on transit planning or a Degree in Transportation Planning. While it is preferred that the candidate possess a Master's Degree in Urban Planning or Transportation Planning and AICP certification, this is not mandatory. The candidate must have excellent verbal and written communication skills, outstanding interpersonal skills and be able to use the following software applications: Hastus scheduling, Hastus ATP, Ride Check, ArcMap/GIS, Excel, Word, Outlook and Power Point. The candidate must be a good problem solver and able to understand complex problems and be able to quickly resolve issues; must have a good work history; and possess a valid driver's license with a clean driving record in order to use staff cars for field work or to attend off-property meetings.
