PLANNING COORDINATION DIVISION
Senior Planning Analyst
The Department of City Planning (DCP) promotes strategic growth, transit‐oriented development and sustainable communities to enhance quality of life in the City, in part by initiating comprehensive, consensus‐based planning and zoning changes for individual neighborhoods and business districts, as well as establishing policies and zoning regulations applicable citywide. It supports the City Planning Commission and each year reviews approximately 450 land use applications for actions such as zoning changes, special permits and other discretionary approvals. The Department assists both government agencies and the public by providing policy analysis and technical assistance relating to housing, transportation, community facilities, demography, waterfront and public space.
The mission of the Planning Coordination division includes providing efficient and consistent support for various planning functions inside and outside the Agency, supporting the Executive team in making strategic management decisions, and ensuring the Agency delivers on its charter mandates and a variety of City reporting requirements. Some specific activities include collection and analysis of the annual Statements of Community District Needs and Community Board Budget Requests, pre‐ certification pipeline management, performance analysis and reporting; and expanding access to DCP planning information, mapping and data resources to other government agencies and the public to support coordinated land use, infrastructure and capital planning initiatives throughout the city.
OVERVIEW
Planning Coordination is seeking a highly‐motivated, analytical, thought leader to serve as a Senior Planning Analyst for assessing community needs and expanding tools that support public access to agency information and data resources that improve engagement with City government. This newly created role will support the division’s efforts to facilitate more constructive dialogues between City agencies and communities regarding delivery of services and program improvements to meet the most pressing public needs. Reporting to the Director of Planning Coordination, this Senior Analyst will work with a team to collect, synthesize and present timely analysis of community needs, issues and budget priorities identified through collection of the annual Statements of Community District Needs and Community Board requests. Beyond the primary responsibility of leading the CD needs process and providing broad CB support, which is cyclical, this senior position will also be expected to identify and lead other special projects and analysis that support the broader mission of the Division, drawing from resources within and outside of the division.

Responsibilities include:

Developing analytical tools, maps and reports to present synthesis and trends resulting from the
electronic submission of the annual Statements of Community District Needs and Community
Board Budget Requests. Includes posting updates to the DCP Community Portal to present
community district, borough and citywide summaries of community needs and expanding timely
public access to related data and planning resources.

Conducting data analyses and developing presentations to senior government leaders on
evaluation of community needs and potential strategies for meeting those needs.

Serving as a conduit between City Planning, Community Boards and other stakeholders to
support ongoing process improvements for preparation and assessment of community needs
and budget requests, and support DCP Planners in using newly generated tools for agency
planning purposes.

Working with DCP’s Capital Planning Division to ensure community needs and budget priorities
are incorporated into the consideration of appropriate investments associated with the agency’s
coordinated neighborhood planning activities.
MINIMIUM REQUIREMENTS:

A baccalaureate degree from an accredited college or university and two years of satisfactory full‐
time experience in city planning; or
-
A satisfactory combination of education and/or experience that is equivalent to “1"" above.
Graduate education in city planning, urban planning, urban design, architecture, landscape
architecture, transportation engineering, public administration, economic development or related
fields may be substituted for experience on the basis of 30 graduate semester credits from an
accredited college for one year of experience. However, all candidates must have a baccalaureate
degree.
Special Qualification Requirements:

Three to five years of experience in planning‐related project management, or 18 months with a
Master’s Degree

Ability to apply independent judgment on complex issues and to resolve problems effectively

Strong organizational, management and analytical skills

Proficient in Microsoft Word, Excel and PowerPoint

Excellent written and oral communication and presentation skills

Proficient in Arc GIS and/or data visualization software

Experience in working with NYC Community Boards, and/or other community engagement
