The Chicago Office of Budget and Management is seeking a Performance Analyst to perform entry level professional analysis of programs and operations in city departments and makes recommendations to improve their effectiveness.


ESSENTIAL DUTIES

  • Performs routine research and analysis of basic departmental processes and makes preliminary recommendations to improve efficiency 

  • Meets with city employees to obtain information concerning internal processes and work practices 

  • Collects and evaluates narrative and statistical data to summarize current program activities 

  • Drafts basic performance audit reports documenting the causes of inefficiencies and submits for supervisory review 

  • May participate in the development of performance audit plans

Hours: 9:00 a.m. to 5:00 p.m.

Salary:  $67,536.00/year

Business Services Analyst II (Planning & Development) - Memphis & Shelby County

Who: Memphis and Shelby County (Tennessee) - Department of Planning and Development

What: The Business Services Analyst is responsible for the review, analysis, and evaluation of processes, systems, and user needs for projects and procedures associated with individual departments or the division; coordinate processes to ensure that the information systems support departmental business operational needs; serves as the first point of contact for coworkers and departmental liaisons regarding the use of designated information systems; gathers data to develop or contribute to the development of business plans and strategies; tracks performance of core business processes associated with individual departments or the division; assist the County IT staff in understanding the operational need for both automated and manual solutions to the business systems and procedures. Responsibilities include:

Chief Portfolio Officer – Chicago Public Schools

Who: Chicago Public Schools (CPS) is the third largest school district in the United States, serving over 370,000 students at more than 600 schools. CPS employs more than 34,000 people, more than half of whom are teachers, and has set ambitious goals to ensure that every child in every school and every neighborhood has access to a world-class learning experience, resulting in graduation from high school college- and career-ready. And CPS students are making incredible progress. Recently, CPS announced a record-high graduation rate of 77.5% and boasts some of the fastest learning growth in the nation among large cities.

What: The objective of the Portfolio Office is to ensure students in every part of Chicago have access to high quality educational options by building coherent and aligned systems for school applications, enrollment, regional school planning, incubation of quality school options, and accountability and oversight. Reporting to the Chief Executive Officer (CEO), the Chief Portfolio Officer will serve as a member of the district's executive leadership team and provide oversight for the following teams:
  • Access & Enrollment: Manages the application, testing, selection and notification process for magnet, selective enrollment, and open enrollment schools, international baccalaureate high schools, military academies, and career & technical education (CTE) college and career academies. 
  • School Quality Measurement: Provides school performance data and analysis for stakeholders in schools, networks, central office and the community. 
  • Innovation & Incubation: Provides students with access to high quality and innovative education through incubation of quality schools, accountability and high quality oversight. Oversees a portfolio of approximately 142 schools and programs, including 122 charter school campuses, 9 contract schools, 10 Alternative Learning Opportunities Programs (ALOP) and 1 SAFE School, which together educate over 60,000 students. 
  • Demographics & Planning: Supports organizational decision-making with synthesized analyses involving neighborhood-by-neighborhood demographic trends, school enrollment projections, school facility utilization statistics and school configuration options. Issues data to inform the community engagement processes surrounding school and facility planning.

Position Summary:

Under direction, supervises and coordinates the work of professional staff responsible for reviewing programs and operations in the Chicago Public Schools and making recommendations to improve their effectiveness, and performs related duties as required

Key Responsibilities Include:

  • Plans, assigns and monitors the work of professional staff engaged in the conduct of performance analyses of Chicago Public Schools departments, programs and schools, and making recommendations on the efficient and economical acquisition, protection and utilization of city Chicago Public Schools’ resources
  • Reviews completed performance analysis reports for quality and content ensuring that the causes of inefficiencies and uneconomical practices are detailed and departmental operations are in compliance with city rules and policies
  • Evaluates the soundness of submitted recommendations and provides alternatives to address inefficiencies
  • Establishes, modifies and implements policies and procedures relative to the conduct of performance analyses
  • Develops work standards and conducts performance evaluations of subordinate personnel
  • Assists senior investigative staff in the conduct of large-scale and complex investigations as required

Minimum Qualifications:

Graduation from an accredited college or university with a Bachelor's degree plus five years of work experience in program review or operations analysis, or an equivalent combination of education, training and experience, provided that the minimum degree requirement is met.

Residency Requirement:

As a condition of employment with the Chicago Public Schools (CPS), an employee must be an actual resident of the City of Chicago within six months of the date of his/her employment with Chicago public schools.

PERFORMANCE ANALYST

MINIMUM QUALIFICATIONS: Graduation from an accredited college or university with a Bachelor’s degree plus one year of work experience in program auditing or operations analysis, or an equivalent combination of education, training and experience, provided that the minimum degree requirement is met.
PREFERRED QUALIFICATIONS:
  • Experience conducting and leading performance audits in compliance with Generally Accepted Government Auditing Standards
  • A graduate degree in a field related to government
  • Experience developing data collection instruments such as surveys, direct and participatory observation, interviews, focus groups, and literature searches
  • Strong desire to improve government operations
SKILLS AND ABILITIES:
  • Excellent interpersonal, communication, and problem-solving skills
  • Excellent analytical and quantitative skills
  • Excellent written and oral communication
  • Facility with Microsoft Office suite and experience with other specialized software used to facilitate statistical analysis

DUTIES: 
  • Under the guidance of a Chief Performance Analyst, conduct performance audits to evaluate the efficiency, effectiveness, economy, and integrity of City programs
  • Collect, analyze, and interpret data related to program performance
  • Make recommendations on the efficient and economical acquisition, protection and utilization of City resources
  • Assess risks related to City programs and evaluate processes designed to reduce risk
  • Interview City staff and other stakeholders
  • Write clear, concise, and objective reports
  • Perform related duties as required
ANNUAL SALARY: $59,436
TRAVEL AND SCHEDULE:  Travel outside Chicago is not required. Standard work hours are 8:30am-4:30pm, flexibility permitted.
