What: The Business Services Analyst is responsible for the review, analysis, and evaluation of processes, systems, and user needs for projects and procedures associated with individual departments or the division; coordinate processes to ensure that the information systems support departmental business operational needs; serves as the first point of contact for coworkers and departmental liaisons regarding the use of designated information systems; gathers data to develop or contribute to the development of business plans and strategies; tracks performance of core business processes associated with individual departments or the division; assist the County IT staff in understanding the operational need for both automated and manual solutions to the business systems and procedures. Responsibilities include:
- Provides training, training sessions and assistance to users on various types of software and hardware.
- Documents workflows and results of business analysis and obtains sign-off from users on specifications.
- Provides managers and executives with general administrative support in a wide variety of areas such as, but not limited to process performance review, performance improvement, cost benefit analysis, personnel, general administration and special projects requiring quantitative and analytical skills.
- Conducts meetings on all levels of management for purpose of presentations, reviews, approval of recommendations, etc.
- Represents the organization in meetings and maintains liaison with other public agencies.
- Understands the long-term organizational objectives and is able to suggest strategies to meet those objectives, introducing innovation to business processes.
- Conducts analysis, reporting, and recommendations for special projects related to business systems, procedures, processes, or functions.
- Recognizes and identifies potential areas of technology where existing services, policies and procedures require change, or where new ones need to be developed, and make recommendations in these areas.
- Develops, edits and maintains technical operating procedures and standards manuals.
- Researches and benchmarks organization’s systems maintaining, collecting, and analyzing statistical information and various reports.
- Maintain current knowledge of new hardware and software and recommends upgrading to maintain efficient operation.
- Evaluates the hardware and software vendor and third party hardware and software and report significant findings.
- Performs analysis of department production and redesigns workflow if appropriate.
- Performs other related duties as assigned or directed.
- Four (4) years’ experience in business data, administrative, or systems procedures analysis such as designing statistical models, interpreting complex data, and identifying data trends; and
- Graduated from an accredited college or university with a bachelor’s degree in computer science, business administration, engineering, planning, public administration or related field.
- Master’s degree in any above related field may substitute for two (2) years of experience.
- PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED
- Ability to express complex technical concepts effectively, both verbally and in writing.
- Skilled as analytical and organizational.
- Ability to work independently with limited supervision.
- Knowledge of office automation, Information Technology techniques and practices, forms and records management.
- Ability to work well with people from different disciplines with varying degrees of technical experience.
- Proficiency in related technical applications such as ArcGIS.
- Understanding and a working knowledge of SQL and the ability to structure queries from different databases is desired.
- Working knowledge of programming languages, such as Python or R, is desired.
