GIS Project Manager - Chicago Park District Natural Areas Department (Closes 1/20)

Who: Chicago Park District Natural Areas Department

What: Under general direction, responsible for every aspect of projects from analysis and design through completion. Is fully accountable for the success of projects as measured by user satisfaction, meeting budget and schedule requirements, fostering team spirit and motivation and preventing and resolving conflicts. Provides design implementation, technical and professional support and finance management. Performs related duties as required.

EXAMPLES OF DUTIES:

Manages and coordinates all aspects of projects from inception through completion. Provides professional management in all areas including administration, planning, scheduling and staff coordination. Assembles project teams consisting of employees, consultants, vendors and/or contractors from various professions and professional support areas. Issues and evaluates RFP’s for professional consultants. Defines team roles and responsibilities. Supervises and directs team members. Coordinates and oversees concurrent projects involving a number of teams. Serves as project liaison to public, CPD Board, staff, executives, consultants, vendors and contractors. Identifies project conflicts and issues and negotiates resolutions. Assures budget, schedule, scope, standards and quality are defined and remains within requirements. Works with team to ensure compliance with federal, state and local code requirements.

Manages the design process including review of design for completeness, coordination of departments, fulfillment of design objectives and adherence to all CPD guidelines and regulatory agency requirements. Reviews, negotiates and submits requests for additional services and payment applications. Solicits bids and conducts pre-bid meetings. Reviews bids and submits recommendation for award. Oversees the procurement of all required permits. Oversees the timely completion of the project including close out procedures. Maintains complete and current project files, correspondence and documents.

MINIMUM QUALIFICATIONS

Training and Experience: Bachelor’s degree or equivalent experience, preferably three to five (3 -5) years in project management for the appropriate field is required; or an equivalent combination of training and experience is required. License requirement: Illinois Driver’s License

Knowledge, Skills and Abilities:

Knowledge of the management processes in a variety of settings and the ability to apply this knowledge to the development of innovative solutions to problems in the design and implementation process. Professional knowledge of management principles and practices. Knowledge of computer methods and techniques. Demonstrated ability to manage successfully the design and implementation process for large and complex projects within demanding time and cost constraints. Demonstrated ability to manage project budget in design and implementation. Demonstrated ability to manage project schedules. Comprehensive understanding of project delivery gained through documented education and/or experience. Ability to perform multiple tasks concurrently. Ability to detail, to perform within deadlines, to maintain confidentiality and to manage multiple and various stakeholders.

Chicago Park District Planning and Development Part Time Special Project Assistant

Title:  Special Project Assistant (part-time)

Anticipated Schedule: 25 hours per week

CHARACTERISTICS OF THE CLASS:
Under direct supervision, assists staff members in the research, development, implementation and promotion of Park District special projects. Performs a variety of entry level professional duties in addition to some clerical and administrative duties. Performs related duties as required.

EXAMPLES OF DUTIES: 
Makes visits to parks to assist in monitoring the programming based on established performance measures, customer surveys, community feedback and evaluation. Assists other staff in prioritizing facilities management and landscape management work orders and repairs.  Provides support for supervisors and other staff and reports back to the Manager.
  
Provides research, writing and communication support on special projects. Performs research duties and field work related to Park District programs and their marketing. Collects and verifies information. Follows through with requests for information by compiling accurate data and preparing or providing responses.  Attends project meetings and community meetings as Park District representative.  Helps park managers and supervisors with special project activities consistent with overall Park District programming and marketing strategies. Facilitates professional development training on identified subjects. May maintain records and documentation required for program evaluation and accountability, including budget allocations, itemized costs and expenditures.


MINIMUM QUALIFICATIONS:

Training and Experience: Bachelor’s degree in Communications, Public relations, Business, Education or related field, or an equivalent combination of education and experience. Experience with a community based agency or program is recommended.

Knowledge, Skills and Abilities: Knowledge of contemporary public relations practices. Knowledge of public policy principles and practices. Ability to research information and prepare clear written or oral reports. Ability to relate to field personnel and community groups. Creative writing and editing skills. Record keeping skills. Basic computer skills.
Salary Range: $15.53 - $15.76 per hour

CHARACTERISTICS OF THE CLASS:

Under supervision, provides direction and leadership for Arts and Cultural programming for the Chicago Park District.  Oversees Cultural Enrichment program development, delivery and evaluation.  Serves as a liaison for CPD with the Chicago's arts community. Supports and manages staff. Performs related duties as required.

 
EXAMPLES OF DUTIES:

Develops and manages programs in music, visual arts, dance, literary, media arts and theater.  Oversees the Cultural Enrichment budget, staff hiring and other administrative activities.  Establishes partnerships with outside arts and cultural organizations, community groups and individuals interested in collaborating on programs and events.  Works with park staff and management to enhance cultural arts programming.  Monitors the progress and evaluates the success of projects.  Manages project budgets and time lines.  Provides technical assistance to park staff as assigned.  Advises park managers on organizing cultural arts programs.  Lends creative and educational support to projects.  Helps to promote and publicize Cultural Enrichment programs.  Ensures District and departmental operating policies and procedures are  adhered to.  Keeps current on grant and funding opportunities; writes, manages and develops grant proposals for program support.  Consults on program training needs and assists as required.  Monitors program data collection.  Works collaboratively with regions and park staff on program development, staffing and events.

 
DESIRABLE MINIMUM QUALIFICATIONS:
 
TRAINING AND EXPERIENCE:
A Bachelor of Fine Arts Degree or related field, plus six years experience in arts programming, with some arts administration experience, and a demonstrated ability to work with community groups and outside agencies in the field of Cultural Enrichment or an equivalent combination of education and experience is required.  A Master's Degree in Arts Administration or a related field preferred.
