PROGRAM DIRECTOR – CULTURAL AFFAIRS, INSTITUTIONAL GIVING

The City of Chicago Department of Cultural Affairs and Special Events (DCASE) supports artists and cultural organizations, invests in the creative economy, and expands access and participation in the arts throughout Chicago’s 77 neighborhoods. As a collaborative cultural presenter, arts funder, and advocate for creative workers, our programs and events serve Chicagoans and visitors of all ages and backgrounds, downtown and in diverse communities across our city — to strengthen and celebrate Chicago.
DCASE produces some of the city’s most iconic festivals, markets, events, and exhibitions at the Chicago Cultural Center, Millennium Park, and in communities across the city — serving a local and global audience of 25 million people. The Department offers cultural grants and resources, manages public art, supports TV and film production and other creative industries, and permits special events throughout Chicago.
Under direction, the Program Director – Cultural Affairs will serve as the Director of Institutional Giving and plan and implement strategies for contributed income raised annually via corporate, foundation, state, and federal grants as part of the Marketing and Development Division of the Department of Cultural Affairs and Special Events. In this capacity, the position performs the following:
ESSENTIAL DUTIES
- In collaboration with the Executive team and Deputy Commissioner, develop and implement strategic plans for securing corporate, foundation, state, and federal grants to support arts programming, special events, cultural resources, and other initiatives presented by the Department of Cultural Affairs and Special Events
- Manage and expand grant solicitation efforts by researching and identifying potential grant opportunities aligned with DCASE’s mission and goals; meet with department leadership including program directors to discuss financial needs
- Oversee all grant writing including drafting narrative for applications and proposals; serve as the senior writer, editor, proofreader, reviewer, submitter, and tracker of applications
- With support, manage grants calendar including all application deadlines and ensure that accurate and complex reporting is submitted on time and as required
- Work closely with the Finance team to manage the intake of grant funding through the City of Chicago’s various mandated processes and monitor financial execution of grants for adherence to terms and conditions of the agreement
- Supervise full-time and/or temporary staff
- Participate in a variety of internal and external meetings involving a range of issues related to institutional giving and grants; attend events as necessary to promote DCASE programs and services
- Prepare and provide internal activity reports of assigned projects and activities, ensuring objectives and standards are met
- Assist with a variety of DCASE events, programs, and activities
- Perform other duties as assigned
Additional duties may be required for this position.
NOTE: Position will work early mornings, late evenings, weekends, and holidays. Work indoors and outdoors during inclement weather.

Qualifications
MINIMUM QUALIFICATIONS
Graduation from an accredited college or university with a Bachelor's degree, plus five (5) years of administrative experience in the area of business, marketing, social sciences, visual arts, literary or performing arts, events programming, grantmaking, or arts administration of which two (2) years are in a supervisory role related to the responsibilities of the position; or an equivalent combination of education, training and experience, provided that the minimum degree requirement is met
Equivalencies: Master’s Degree or Doctorate plus four years of experience of which two years are in a supervisory role.

SELECTION REQUIREMENTS
This position requires applicants to complete an interview which will include a written exercise as part of the interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral and written parts of the interview will be selected.
Preference will be given to candidates possessing the following:
- Proficiency in grant writing, grants administration, fundraising, and development
- Bachelor’s degree in Communications, English and/or Journalism; Business Administration or Public Administration; or Dance, Music, Theatre, Visual Art, and/or Arts Administration
- Experience working in the arts and culture or events industry (i.e. Community Arts Organizations, Museums, Theaters, Music and Dance Venues, Festivals)
- Experience working in government settings and/or with government agencies
- Bi-lingual in Spanish
Knowledge: Considerable knowledge of departmental activities, policies, and programs. Knowledge of principles and practices of grant writing and grants management. Knowledge of corporate, foundation, state, and federal grant makers.
Abilities: Ability to prepare successful and complex grant applications and reports. Ability to establish and meet deadlines and schedules. Ability to plan, assign, and review the work of direct reports. Ability to work effectively in partnership with people of diverse backgrounds. Ability to write and speak Spanish fluently.
Skills: Considerable skill in oral and written communication, research and organization, attention to detail, and financial reporting and monitoring expenses.
Other requirements: Able to work mornings, evenings, weekends, and some holidays.
Working Conditions: Work indoors and occasionally outdoors in extreme weather conditions and noise. General office environment, using standard office equipment.
