Noise Section

Number of Positions: One (1)

ESSENTIAL DUTIES


· Manage aircraft noise mitigation, monitoring, and abatement projects for areas surrounding Chicago       O’Hare and Midway International Airports.

· Monitor work of consultants providing planning and design services for the CDA Noise Section,           including services provided for the noise monitor, residential sound insulation, and school sound           insulation programs.

· Implement processes to track and monitor the progress of projects and the accomplishment of key           objectives.

· Demonstrate contract management authority.


o Ensure preparation of contract and project scopes of work, specifications, schedules, and budgets.

o Participate in pre-proposal and pre-bid meetings to articulate the contract goals of the CDA Noise           Section.

o Negotiate contract terms.

o Participate in contractor evaluation committees.

o Encumber funds for contractor services.

o Interpret contract terms to ensure contractor performance.

o Review and approve contractor invoices.


· Formulate, update, and/or review standard operating procedures.

· Facilitate translation of Residential Sound Insulation Program documents.

· Manage the system of permanent noise monitors and deployment of portable noise monitors.

· Extract aircraft noise complaint data from City of Chicago 311 system’s customer relationship              management platform.

· Attend O’Hare and Midway Noise Compatibility Commission and other community meetings to assist   with or make presentations regarding noise monitoring, abatement, and mitigation topics.

· Investigate and respond to public complaints in an efficient and professional manner.

· Represent the CDA and serve as a liaison with Residential Sound Insulation Program homeowners,      public and government agencies, working committees, and local community groups.

· Assist the CDA in responding to Freedom of Information Act (“FOIA”) requests, inquiries from the      media and elected officials, and social media posts.


  Additional duties may be required for this position.


Location: Chicago Department of Aviation

Chicago O’Hare International Airport

Shift: Monday – Friday

Hours: 9:00 AM – 5:00 PM


THIS POSITION IS EXEMPT FROM THE CAREER SERVICE


MINIMUM QUALFICATIONS: Graduation from an accredited college or university with a bachelor’s degree in Business or Public Administration or a field of study directly related to the responsibilities of the position, plus

five years of project management work experience, or an equivalent combination of education, training, and experience.

NOTE: Must be flexible to early and/or late meetings and occasional weekends.

NOTE: Must be flexible to travel to Midway Airport, based on operational needs.

NOTE: This position requires a valid license at the time of hire.

NOTE: The candidates selected for hire must pass an airport background check and a Security Threat Assessment.
