Senior Communicy Investment Operations Specialist - Federal Home Loan Bank Chicago

As a member of the Community Investment (CI) Team, the Senior CI Operations Specialist will be responsible for analyzing the on-going need for subsidy, and compliance, for projects that have been awarded grants via the Bank’s Affordable Housing Program (AHP). This role will contribute to the effective management of operations by having a thorough understanding of affordable housing finance and community development while staying abreast of industry standards and trends.

Essential Duties & Responsibilities
  • Analyze project information, including development budgets and operating pro formas
  • Support program compliance objectives through a demonstrated ability to interpret program regulations and policies
  • Lead AHP operation processes, improvement initiatives and implementation efforts
  • Demonstrate the ability to make data driven decisions
  • Become an AHP subject matter expert to develop team capacity by supporting on-going cross training efforts
  • Build and manage relationships as a trusted advisor for AHP users
  • Perform ad-hoc analyses, as required
  • Assess and update existing procedures and create new procedures as necessary
  • Verify household eligibility by reviewing tenant income and other documentation
  • Perform comprehensive analysis of multi-family and owner-occupied housing program compliance to complete disbursement funding requests, project completion reporting and long-term monitoring
  • Collaborate with leaders in the Community Investment Group to make recommendations on program use, process improvements and other programmatic decisions
  • Represent the Bank via participation in external events such as seminars, award ceremonies, groundbreakings and grand openings
  • Conduct on-site project visits as required
  • Perform user acceptance testing
Experience & Educational Requirements
  • MS Office (Excel and Access proficiency is a plus)
  • RS Means (is a plus)
  • 5-7 years experience in affordable housing finance, commercial real estate or community/economic development.
  • Bachelor’s degree in business, urban planning, finance or construction management. Post-graduate education may substituted for work experience.
Knowledge, Skills, Abilities & Behaviors Required
  • Familiarity with local, state, and federal housing and community development programs and LIHTC
  • Working knowledge of multi-family construction cost analysis and reasonableness is a plus
  • Keep pace and manage various projects in a high volume work environmentStrong organization skills
