Planner - Village of Wheeling

Who: Village of Wheeling, IL – Community Development Department

What: This position provides technical input and planning direction to citizens, developers and the Plan Commission on all planning matters with special emphasis on development proposals, the Zoning Code and the Sign Code; to develop and administer effective planning procedures and controls; to serve as project manager on planning and development projects from proposals through permitting; to inspect properties for compliance with ordinance requirements; coordinate the inter-departmental review process for signage, site plan changes, and zoning/development petitions; and to provide planning assistance on all other matters as required.
Responsibilities include:

  • Provide guidance and assist officials, community and business representatives, citizens and developers in development procedures and land use information and/or other Community Development goals and objectives. 


  • Provide input and recommendations in the development of comprehensive long range plans for proper growth management policies for the community’s land, facilities, and services. 


  • Serve as primary staff liaison to the Plan Commission and other boards and commissions, and other Village departments as necessary. Includes preparing background material, acting as technical consultant to the commissions and boards, problem solving, and preparing staff reports and recommendations on land use and other development matters. Provide primary staff support at Plan Commission meetings. 


  • Serve as project manager for development proposals by public and private developers to ensure compliance with Village codes and plans. Coordinate with other Community Development staff and Village Departments to communicate development requirements, review plans and recommend changes where appropriate, which includes major site plan changes, planned unit developments, special uses, subdivision petitions and variances. 


  • Review project proposals, including appearance modifications, minor site plan changes, rezonings and text amendments. 


  • Develop and recommend policies and procedures to implement plans including, but not limited to, writing and recommending ordinances, codes and other development control systems to accomplish community development goals and objectives. 


  • Pursue available grant and funding programs, prepare applications, and administer resulting programs. 


  • Review sign permit applications and sign proposals. Prepare staff reports for sign proposals and coordinate permit issuance. 
  • Review business license applications to determine compliance with appropriate zoning districts and any associated zoning entitlements. 


  • Perform other tasks and duties as assigned.  
Qualifications: Requires a Bachelor’s degree in urban planning, geography, architecture, or related field. Must possess a valid State of Illinois driver’s license. A minimum of three (3) to five (5) years of professional planning in the public or private sector or equivalent combination of relevant education and experience.
Knowledge, Skills and Abilities:
  • Demonstrate good planning principles and analytical skills. 


  • Ability to communicate effectively in written and verbal form, including public presentations. 


  • Knowledge and experience in computer systems, preferably Microsoft Office. 
  • Ability to establish and maintain effective working relationships with other Village departments and divisions, elected and appointed officials, the general public, developers, design/construction professionals, and other government agencies. 


  • Demonstrate decision making skills to help guide citizens, businesses, and development through the planning and development review process. 


  • Ability to organize and manage multiple application review processes. 


  • Adhere to all Village and departmental safety rules and procedures. 


  • Valid State of Illinois driver’s license.
