PD&R is responsible for providing advice and information to the Secretary to further his policy agenda; for maintaining current information to monitor housing needs, housing market conditions, and the operation of existing programs; and for conducting research on priority housing and community development issues.
The Office of Economic Affairs, Economic and Market Analysis Division, within the Office of the Assistant Secretary for Policy Development and Research, is responsible for collecting data, conducting economic research, developing economic models, and performing evaluation and policy analysis in the following areas: economic, fiscal, and social conditions in cities and other communities; strategies to promote economic development in cities and other communities; the impact of taxes and tax changes on housing markets and urban conditions; and the low income housing tax credit.
What: The Field Economist’s responsibilities include:
- Provide economic intelligence and analysis necessary for field office program operating strategies and decisions, make market feasibility determinations for housing proposals, participating in research and evaluation efforts to help link program design and implementation efforts, and provide advice to field office management on the optimal allocation of program resources.
- Provide market analysis services for various HUD programs, including pre-application advice to clients and market reviews that recommend approval/disapproval of FHA¬ insured multifamily housing proposals, needs assessments of assisted housing proposals, and advice on the allocation of assisted housing funds.
- Advise HUD field office program directors on economic matters and the market analysis aspects of the Department's programs, including economic conditions and the impact of HUD activities on localities within the assigned jurisdiction.
Specialized experience:
- Collecting and analyzing economic data of labor markets, economic developments, demographics, and housing market trends; AND
- Preparing briefing papers, memoranda, reports and presentations regarding economic developments and make basic recommendations to upper management; AND
- Making market feasibility determinations for housing proposals.
