Policy and Procedural Analyst, IHDA, Chicago


Policy & Procedure Analyst 

The Policy and Procedure Analyst is responsible for implementation of new and ongoing initiatives within Asset Management Services, which monitors the physical, financial and regulatory compliance for all properties in the IHDA multi-family loan and development portfolio of approximately 100,000 units in over 1,000 developments. 

Under leadership of the Senior Advisor, the Policy and Procedure Analyst guides the development, implementation, and supervision of process improvements, new projects and other duties as assigned, and assists during transitions of staff, programs, or processes. These tasks will be completed with a heavy focus on streamlining operations and strengthening communications with overall goals of increasing efficiency, reducing costs, and enhancing internal/external impacts. 

Responsibilities include analyzing specific new or existing AMS business processes for efficiency, working with a range of process users to understand any challenges or issues from a global perspective. Reviewing regulations to determine what restrictions are in place to guide or limit the process in question. Preparing proposals outlining business process challenges, relevant regulations or restrictions if any, and proposed improvements to the Senior Advisor for review and approval. Developing or revising AMS Policies and Procedures to memorialize any changes in business processes. 

Education and Experience Requirements: 
BA College degree required. MA degree preferred. A thorough understanding of the various components of affordable housing compliance is necessary. At least five years of experience in affordable housing and two years in a position of leadership on similar scale projects or special initiatives is required. Strong written and verbal communication abilities are required; specifically, demonstrated skill in expressing complex ideas to a variety of audiences is needed. Brief writing samples will be requested.
