THE POSITION:
The Development Services Technician II with the Bureau of Development Services is responsible for reviewing development applications, setting up required development review processes and guiding customers through the permitting processes. The work is fast paced, requires excellent customer service skills and the use of significant independent judgment and technical knowledge. This position is responsible for assisting a wide variety of customers (typically contractors, developers and homeowners) with moderate to difficult projects, starting at the planning stage and continuing through to the construction stage. Typical decisions include correctly processing and issuing applications, sending inquiries or applications to the correct departments/bureaus for processing, entering and managing data in databases, providing answers to all code questions, both substantive and procedural.
 
This position will also meet the Bureau’s expectations of providing excellent customer service in an equitable manner to meet the needs of the City of Portland’s community.  Fluency in a second language is desirable, but not required. There are currently five (5) vacancies in the Permitting Services section and in the Technology Services sections’ Geographic Information System (GIS) team, in the Bureau of Development Services.  Although the current vacancies are in the Bureau of Development Services, the eligible list generated from this recruitment may also be used to fill future vacancies in other Bureaus.
 
Positions may be assigned to these different work groups in the Bureau of Development Services:
 
Permitting Services Section
The Permitting Services Section is currently looking to fill four (4) vacancies. Staff in this section are responsible for providing outstanding customer service to a wide variety of internal and external customers in both the Development Services Center and in Permitting Services. This is a fast-paced section that is responsible for assisting customers in documenting when corrections are made to permit plans; records retention and research; verifying licensing requirements for plumbing/electrical/mechanical permits; picking up and moving plans throughout the building; accepting payments; and ensuring that all our customers are directed to appropriate bureau and city resources. The Development Services Technician II position will collaborate with other staff to respond to customers via telephone, e-mail and in person.
 
All of the positions in Permitting Services require strong skills in interpersonal communications, the ability to provide excellent customers service in an equitable manner, and the ability to analyze issues and problem solve.
 
Technology Section - GIS Team
The Bureau of Development Services Technology Section is currently looking to fill one (1) vacancy to join the two-person GIS team to help with data maintenance.  The GIS team is responsible for working within the BDS Permit & Case Management System (TRACS), and City’s Corporate GIS database maintaining data sets and making the information available to staff and the public. Daily responsibilities may include: digitizing building footprints, assessing addresses for accuracy, or associating historic permits with current property, and interacting with internal customers to locate and clarify data.  These tasks are performed in a structured web-based mapping environment. Preferred skills would include: sharp attention to detail, time management skills, communication skills and analytical thinking. This person should have a basic understanding of GIS.  Experience with ESRI ArcGIS Desktop suite is also preferred, but not required.
