General Overview

Key Responsibilities and Duties

Prepares detailed summaries of key measurements, status updates, utilization, program metrics, and other relevant data suitable for publication or presentation.

Prepares white papers on key measurements as related to administrative or legislative reform work as well as other areas of the JAC (grantmaking, services provision, and community engagement) as they relate to policy goals, in coordination with the appropriate stakeholders.

Works with multiple stakeholders on policy implementation tactics on sensitive matters. Formulates and strategizes policies based on feedback and initiatives based on JAC programs.

Coordinates with outside researchers and evaluators of the JAC’s programming to ensure and facilitate such research and evaluations.

Drives the development and analysis of measures of departmental program effectiveness, efficiency, utilization, and impact to program status.

Prepares data analysis, interpretation, modeling analysis, and reporting for JAC needs monitoring quality and consistency.

Ensures polices drafted are communicated to all stakeholders in an effective and timely manner.

Responds to requests from program personnel, community agencies, and the public for relevant departmental subject population data and other applicable reporting.

Provides technical assistance in the development of data collection and analysis related to departmental or program status updates and service utilization.

Prepares and writes policy, as well as assembles data reports for grants.

Reviews incoming and outgoing material and correspondence for consistency and compliance with procedures; assures that proper clearance(s) have been obtained.

Collects information from the files or staff for routine inquiries on office program(s) or periodic reports, and refers non-routine requests to supervisors or staff.

Verifies and corrects text using specialized technical or other subject matter terminology.

Knowledge, Skills and Abilities

Since 1975, the Illinois Environmental Council has worked to safeguard Illinois—its people, its plants and animals, and the natural systems on which all life depends by building power for people and the environment. Representing over 100 environmental organizations and over 500 individuals in the state, IEC carries out its mission to advance public policies that create healthy environments across Illinois through education, advocacy and movement building.

About the Position

The Illinois Environmental Council Education Fund (IECEF) is looking for a self-motivated and experienced individual for the role of Development Associate. The associate will craft and execute a comprehensive fundraising strategy to ensure we have the resources to achieve our mission and vision.

This position may be located in Chicago or Springfield, IL. The position is full-time and may include evening and weekend work, and occasional travel within Illinois.

Responsibilities

·        Coordinate with Development Director to plan and execute IEC’s development plan

·        Provide integral support for IEC’s largest fundraiser, the Environmental Leadership Dinner, taking place each fall including event management, sponsorship solicitation, and supervision of silent auction and other fundraising activities during the event

·        Provide support and oversight of other fundraising events

·        Research, tracking, and preparing reports on prospective donors including individuals, foundations and corporations

·        Management of donor database and reporting functions

·        Coordination of board development activities such as fundraising committee meetings and annual commitment tracking

·        Creation and delivery of donor recognition, stewardship, and solicitation materials

·        Assistance with grant writing, grant materials, and organization

·        Ensure donations, donors, etc. are accurately recorded in CRM system

·        Participate in staff meetings and organizational activities as directed or when opportunities arise

·        Develop materials to aid the cultivation, solicitation, and recognition of major gifts, event sponsorships, and grants

Qualifications

·        Firm understanding of and interest in development including fundraising basics, solicitation, and stewardship

·        Prior experience and success in fundraising

JOB SUMMARY:
This position schedules and directs routine and emergency operations for night shift Customer Service Division, including maintenance and repairs of various village infrastructure assets, and is responsible for the banner program, reported trip hazards and cost-share sidewalk program, rapid response program, pickup and disposal of dead animals found on village, county, and state roadways, collection and disposal of refuse generated through Adopt-A-Highway program, delivery and collection of barricades for block parties, mulch delivery, graffiti removal, emergency repairs as necessary, water service shut off and turn on, and the administration of the village’s custodial contract. Assists in the Snow and Ice Control program. Responds to emergency conditions.  Develops short-term and long-term work schedules, and responsible for implementation of the Division’s budget and work projections.

6.    Establishes and communicates clear and meaningful performance standards and expectations to employees. Evaluates subordinate workers’ job performance and disciplines subordinate workers as required.  Supervisory responsibilities include establishing performance standards; training and developing subordinate employees; assigning and directing work; monitoring productivity and conduct, providing feedback and assessing performance; issuing discipline; handling and responding to complaints and grievances; and ensuring compliance with Village and departmental policies, rules, regulations, and ethical standards.
7.    Acts as Duty Foreman in a weekly rotation with all Foreman and has a general working knowledge of all public works functions for response to emergency situations. This position serves an on call role and is the first point of contact during afterhours and responds to a wide range of calls including but not limited to building alarms, watermain breaks, sewer backups or street light knockdowns.
8.    Gathers information, uses facts, data and quantitative measurements to assess outcomes, proposes solutions, tracks quality and enables improvement. Makes appropriate judgments and/or decisions and uses resources efficiently and effectively.
9.    Performs snow and ice control functions and assists in emergency operations such as floods and wind or rain storms; assists in planning and executing labor forces during special events.
10.    Thorough knowledge of the organization’s policies and procedures, employee manual, labor contracts, Department’s Standard Operating Procedures and Safety Practices.
11.    Provides appropriate input on divisional budgets and prepares new item justification forms as required. Tracks divisional accounts and procurement card usage.
12.    Attends and participates in job related meetings and professional organizations.
13.    Sits as the department’s liaison for the Environmental Committee and coordinates the village’s recycling events.
14.    Discusses, establishes, and distributes clear, attainable written goals and objectives for the unit. Understands and communicates the broad organizational/institutional goals and priorities to staff. Defines and evaluates unit's accomplishments within this context.
15.    Performs other duties as assigned.

QUALIFICATIONS:
1.    Associates Degree or equivalent credit hours towards a bachelor’s degree with major course work in business management, engineering, or closely related field.
2.    A minimum of five years of experience in a Public Works Department with a thorough knowledge of skilled maintenance and construction work.
3.    A minimum of two years of supervisory experience coordinating a range of activities undertaken by others that involve directing, monitoring, and evaluating performance of staff in a lead capacity.
4.    Possession of a valid State of Illinois Class A Commercial Driver’s License (CDL) or ability to obtain within six months from date of hire.

Key Responsibilities and Duties

Manages and provides guidance to the Re-entry Services team as they work with local, state, and federal resources in a breadth of community-based re-entry activities and services, in ensuring consistent quality service provision for returning residents.

Collaborates with Illinois’ public safety agency staff and community partners to connect justice involved individuals to services coordinated by Justice Advisory Council.

Aligns with the Administration’s agenda, develops policy, legislature, and strategic recommendations to external governing bodies, such as State and local municipalities, and direct service providers, based upon continuous learning and feedback from Specialists engaging directly with re-entry programs.

Liaises with Cook County government agencies and ensures the team is educated with departmental policies and regulations as they relate to the services provided.

Ensures polices drafted are communicated to all stakeholders in an effective and timely manner.

Designs, implements, and modifies models resulting in an effective Re-entry system from sentencing to successful, sustainable transition to the community.

Reviews programs and assignments to ensure regulations and policies are achieved.

Knowledge, Skills and Abilities

Knowledge of the adult justice programs, services and staff required to administer these programs.

Knowledge of needs, concerns and issues facing adults in the justice system.

Skill in verbal and written communications including the ability to document requirements, project plans, project statuses, and issues to conduct meetings including formal presentations to sponsors, stakeholders, and project teams.

Ability to provide timely feedback on work products and delegates tasks to enable employee ownership.

Ability to motivate and inspire others committed to excellence in Re-entry programs which enables a collaborative and teaming culture.

Ability to have interpersonal skills, including the ability to communicate and socialize with people of diverse backgrounds and facilitate conflict resolution.

Ability to plan, lead, organize, and control the work performed by the organization related to implementation of Re-entry initiatives.

Ability to work with others; excellent interpersonal skills in dealing with numerous individuals from various agencies.

Minimum Qualification

Graduation from an accredited college or university with a bachelor’s degree PLUS a minimum of three (3) years’ supervisory experience in Psychology, Public Administration, Criminal Justice or Social Work OR an equivalent combination of professional work experience, training, and education.

Preferred Qualifications

Graduation from an accredited college or university with a master’s degree in Psychology; Public Administration; Criminal Justice; or Social Work.

Five (5) or more years’ experience in the areas of Psychology, Public Administration, Criminal Justice or Social Work.

Physical Requirements

Sedentary Work

Sedentary Work involves exerting up to ten (10) pounds of force occasionally or a negligible amount of force frequently to lift, carry, push, pull, or otherwise move objects. Sedentary work involves sitting most of the time but may involve walking or standing for brief periods of time.
